Book excerpt: The proposition that innovation is critical in the cost-effective design and development of successful military aircraft is still subject to some debate. RAND research indicates that innovation is promoted by intense competition among three or more industry competitors. Given the critical policy importance of this issue in the current environment of drastic consolidation of the aerospace defense industry, the authors here examine the history of the major prime contractors in developing jet fighters since World War II. They make use of an extensive RAND database that includes nearly all jet fighters, fighter-attack aircraft, and bombers developed and flown by U.S. industry since 1945, as well as all related prototypes, modifications, upgrades, etc. The report concludes that (1) experience matters, because of the tendency to specialize and thus to develop system-specific expertise; (2) yet the most dramatic innovations and breakthroughs came from secondary or marginal players trying to compete with the industry leaders; and (3) dedicated military R&D conducted or directly funded by the U.S. government has been critical in the development of new higher-performance fighters and bombers.

Although South Asia has experienced large-scale conventional warfare on several occasions since the end of World War II, there is an almost total neglect of analysis of conventional warfare in the Indian subcontinent. Focusing on China, India and Pakistan, this volume, therefore, takes a unique approach. Regional rivalries between India and Pakistan are linked with global rivalries between the US and USSR (later Russia) and then China, and war is defined in a broader perspective. The book analyses the conduct of land, sea and air warfare, as well as the causes and consequences of conflicts. Tactical conduct of warfare (the nature of mobile armoured strikes and static linear infantry combat supported by heavy artillery) and generalship are studied along with military strategy, doctrine and grand strategy (national security policy), which is an amalgam of diplomacy, military strategy and economic policy. While following a realpolitik approach, this book blends the development of military strategies and doctrines with the religious and cultural ethos of the subcontinent’s inhabitants. Drawing on sources not easily accessible to Western scholars, the overall argument put forward by this work is that conventional warfare has been limited in South Asia from the very beginning for reasons both cultural and realpolitik. This book will be of much interest to students of South Asian politics, security studies, war and conflict studies, military studies and International Relations in general.

Chengdu Aircraft Corporation (CAC) in collaboration with Pakistan Aeronautical Complex (PAC, Kamra) have jointly developed the JF-17 Thunder combat aircraft (also known as the FC-1 Xiaolong Fierce Dragon in China). JF-17 Thunder is a sophisticated light-weight multi-role, all weather, day/night fighter aircraft that is manufactured by Pakistan and China. The JF-17 Thunder has become a very cost-effective aircraft that costs very little compared to other modern aircraft. Many countries have shown an interest and a few have started to make orders. Some have described the JF-17 as the ‘Ultimate MiG-21’ arguing that the Chinese/Pakistani JF-17 builds on a classic warplane – although it has no resemblance and its level of sophistication is comparable to current advanced fighter aircraft on the market. This very modern and capable aircraft has the potential to become a potent platform that can serve with numerous air forces across the world.
