Available in PDF, EPUB and Kindle. Book excerpt: This new book is the result of an international research project that spanned nearly a decade. Authors from a half-dozen countries discuss women's roles in public administration in the context of their overall participation in the labor force. Women and Public Administration presents some astounding results derived from the authors’research into a particular country's government, politics, and the role of women in that country. The authors, women born and currently living in India, Bulgaria, the Netherlands, Germany, Finland, and the United States, discuss four main topics: the number and level of female civil servants in the highest ranks of at least two bureaucracies, one concerned with traditionally female roles and one concerned with traditionally male roles; the career histories of these women; an institutional description of women in public bureaucracies; and the perceptions of women in public administration concerning discrimination and equality policies. This important book also describes historical, demographic, economic, and governmental information and women's views of barriers, access to training and advancement, and the general social climate for women employees at various levels within the bureaucracies. Researchers, aware of cultural and language differences and the dangers of imposing a Western model on non-Western cultures, used questionnaires and interviews to obtain much of the information for this study. Each country has its own unique story involving history, the structure of the labor market, the organization of government, and the socialization patterns of the culture, as well as the current patterns of interaction between men and women and current public policies affecting these matters. Women and Public Administration contains much valuable information for everyone interested in women's roles in bureaucracies around the world.

Book excerpt: A seminal collection of essays, addressing such questions as the evolving roles of civil servants, the education and training of civil servants, and the ways to balance civil servants’ expertise with respect for democratic governance This collection of essays highlights the “peculiarly American” issues of public administration ranging from 1870 to 1974, when they were first published. Every contributor was assigned a period of American history and given the opportunity to write on what he or she deemed the most important or relevant concern of that period. This method, employed for this book and the connected National Association of Schools of Public Affairs and Administration conference, resulted in a wide-reaching, if eclectic, collection. Supplanted by Mosher’s impressive summarization of the field throughout the years, the book still holds prominence as a source for scholars, workers, and students alike in public administration. The essays raise such issues as the education of civil servants, the changes necessitated by crises, the growth of social sciences in governmental concerns, and primarily, the role of public administrators in America. Each author is a distinguished expert in his own right, and each essay can stand alone as a remarkable insight into the changing world of public administration within American society. Frederick Mosher’s expertise and supervision shapes this work into a remarkable and holistic perspective on public administration over time.

Available in PDF, EPUB and Kindle. Book excerpt: Public administration as a field of study finds itself in the middle of a fluid environment. The very reach and complexity of public administration has been easy to take for granted, easy to attack, and difficult to explain, particularly in the soundbite and Twitter-snipe media environment. Not only has the context for the discipline changed, but the institutions of public administration have adapted and innovated to deliver services to the public and serve those in power while becoming increasingly complex themselves. Has public administration evolved? And what new lines of research are critical for effective policy and delivery of programs and public services while preserving foundational principles such as the rule of law and expert institutions? This Handbook of Public Administration sheds light for new researchers, doctoral students, scholars, and practitioners interested in probing modern public administration's role in solving major challenges facing nations and the world. This fourth edition recognizes that the scholarship of public administration must reflect the diverse influence of an international orientation, embracing public administration issues and practices in governance systems around the world, and illustrating just how practice can vary across jurisdictions. Every section identifies foundational principles and issues, shows variation in practice across selected jurisdictions, and identifies promising avenues for research. Each chapter revisits enduring themes and tensions, showing how they persist, along with new challenges and opportunities presented by digital technology and contemporary political realities. The Handbook of Public Administration, Fourth Edition provides a compelling introduction to and depiction of the contemporary realities of public administration, and it will inspire new avenues of inquiry for the next generation of public administration researchers.

Book excerpt: Winner of the 2020 Outstanding Book Award Presented by the Public and Nonprofit Section of the National Academy of Management Winner of the 2019 Louis Brownlow Book Award from the National Academy of Public Administration Bureaucracy, confusing paperwork, and complex regulations—or what public policy scholars Pamela Herd and Donald Moynihan call administrative burdens—often introduce delay and frustration into our experiences with government agencies. Administrative burdens diminish the effectiveness of public programs and can even block individuals from fundamental rights like voting. In AdministrativeBurden, Herd and Moynihan document that the administrative burdens citizens regularly encounter in their interactions with the state are not simply unintended byproducts of governance, but the result of deliberate policy choices. Because burdens affect people’s perceptions of government and often perpetuate long-standing inequalities, understanding why administrative burdens exist and how they can be reduced is essential for maintaining a healthy public sector. Through in-depth case studies of federal programs and controversial legislation, the authors show that administrative burdens are the nuts-and-bolts of policy design. Regarding controversial issues such as voter enfranchisement or abortion rights, lawmakers often use administrative burdens to limit access to rights or services they oppose. For instance, legislators have implemented administrative burdens such as complicated registration requirements and strict voter-identification laws to suppress turnout of African American voters. Similarly, the right to an abortion is legally protected, but many states require women seeking abortions to comply with burdens such as mandatory waiting periods, ultrasounds, and scripted counseling. As Herd and Moynihan demonstrate, administrative burdens often disproportionately affect the disadvantaged who lack the resources to deal with the financial and psychological costs of navigating these obstacles. However, policymakers have sometimes reduced administrative burdens or shifted them away from citizens and onto the government. One example is Social Security, which early administrators of the program implemented in the 1930s with the goal of minimizing burdens for beneficiaries. As a result, the take-up rate is about 100 percent because the Social Security Administration keeps track of peoples’ earnings for them, automatically calculates benefits and eligibility, and simply requires an easy online enrollment or visiting one of 1,200 field offices. Making more programs and public services operate this efficiently, the authors argue, requires adoption of a nonpartisan, evidence-based metric for determining when and how to institute administrative burdens, with a bias toward reducing them. By ensuring that the public’s interaction with government is no more onerous than it need be, policymakers and administrators can reduce inequality, boost civic engagement, and build an efficient state that works for all citizens.
