This 2008 edition comprises the country profiles and the health databanks for each country and area of the WHO Western Pacific Region. It contains crude data that are supplied either by the health ministries/departments or compiled from national databases and reference libraries. Estimates and adjusted data from various published sources are also used. Every effort is made to update the figures and analyses in CHIPS annually in response to ever-growing demands for current data and information. The country profiles provide readers with background on each country's demographic, political and socioeconomic situation as related to health-seeking behaviour and prevailing health conditions. Trends in major diseases conditions afflicting specific age groups and the population as a whole are also illustrated. The health system is detailed to provide information as to the country's priorities, policies, strategies and resources to address health problems and improve the health and lives of its people. A country health databank is annexed to each country profile and contains different sets of indicators. To facilitate intercountry comparisons, a statistical annex is made available at the end.

The differences and similarities that exist among the 37 countries and areas of the WHO Western Pacific Region and the 11 countries of the South-East Asia Region are more meaningful when viewed in the context of the larger Asia Pacific Region. This WHO publication is a response to requests from Member States for an information resource covering the entire Asia Pacific Region and containing up-to-date reports on health trends and health systems. The Asia Pacific Region covers 21% of the world's land area and is home to 53% of the global population. The challenges in many areas of public health, such as equity, human resources, health promotion, health service delivery and the social determinants of health, cannot be adequately described by numbers alone. To tell these stories, this publication provides a narrative of many aspects of the current health situation in the Region, supported by the statistical data. Efforts to achieve better health for all, as well as the successes and the failures encountered, are covered in detail. Where possible, a comparative approach has been taken to underscore differences as well as similarities. This publication is aimed at a wide audience with the belief that national health authorities, policy-makers, scholars, researchers, health workers and others dedicated to the advancement of public health in the Asia Pacific Region will find it to be an invaluable resource, which provides evidence crucial for sound policies and decisions.

Unfortunately, there is evidence that current public health systems and services are not able to cope well with the modern challenges - new technologies, globalization, migration, bioterrorism, etc. In view of this, the WHO Western Pacific Region initiated studies on essential public health functions (EPHFs) in Fiji, Malaysia, and Vietnam. By drawing on research in other parts of the world, a framework and nine EPHFs were derived for these case studies. These nine EPHFs define more clearly and systematically the core areas of public health work for which governments are ultimately responsible. These EPHFs are also considered appropriate for further consultation and use in the Western Pacific Region. This publication is aimed at providing EPHF concepts and ideas that will help countries ensure that they develop and sustain a comprehensive approach to public health. The case studies may also provide ideas for other countries on methods that could be used to examine the current functioning of EPHFs and on different approaches for strengthening these essential functions in different health systems.
