Book excerpt: The report examines the management of the Millennium Dome project by the Department for Culture, Media and Sport (DCMS), the New Millennium Experience Company (NMEC) and the Millennium Commission. The Committee's main findings include: 1) the DCMS gave an indemnity to the Directors of NMEC in June 2000 in the light of the company's growing financial problems, but did not inform Parliament at the time. This amounted to a specific new commitment which was outside the normal course of business. The indemnity raised the risk of a significant call on the public purse to fund the Dome project, rather than from lottery money, and therefore Parliament should have been notified; 2) the organisational arrangements for the Dome project were elaborate and complex, and gave rise to confusion over the responsibilities of each of the three parties; 3) despite the risks inherent in a new and unproven attraction, demanding targets were set for visitor numbers and sponsorship for the project's viability, without adequate structures being put in place for operational planning, marketing, and financial management; 4) all parties took too long to address the financial problems of the project, even though it was clear by late January 2000 that there were real concerns about NMEC's solvency.
