Book excerpt: The Department of Defense (DoD) has adopted a far reaching and challenging conservation goal: that "all DoD conservation programs shall work to guarantee continued access to our land, air, and water resources for realistic military training and testing while ensuring that the natural and cultural resources entrusted to DoD care are sustained in a healthy condition for scientific research, education, and other compatible uses by future generations." Yet, DoD faces significant challenges in achieving this goal. Military mission requirements on DoD's natural and cultural resources are increasing. For example, new weapons systems, which involve heavier vehicles and longer-range weapons, can intensify damage and increase the military's need for additional and diversified areas for training, testing, and operations. And, the overall availability of training space has decreased and demands on remaining bases have increased as many units have returned from overseas and dozens of bases in the United States have closed or realigned. As a result, DoD managers are under increasing pressure from many directions on how to use and manage these resources.

Book excerpt: From Lawrence of Arabia to the Monuments Men to the contributors within this volume, academic scholars have found themselves engaged in conflict areas, in topics involving conflict, and in unlikely partnerships with military professionals. Motives and methods have varied dramatically over the years, but the over-riding theme of this volume is stewardship. In each case, an author has encountered a situation where their expertise has offered the potential to help save archaeological properties, historical structures, and sacred places - or has documented the process. Drawing on major contributions from seven armed forces, amongst others, this book aims to set out the obligations to protect cultural heritage under international Conventions; provide a series of case studies of current military practice; and outline the current efforts to enhance this. Overall, it offers examples, anecdotes, and lessons learned that can be used for consideration in planning future efforts for global archaeological stewardship.--Résumé de l'éditeur.

Book excerpt: "Though the priorities of senior military leaders inevitably change over time, the pressing need for American Service personnel to accommodate the human dimension for success in their ongoing military operations has not diminished. That capability now may be even more important than ever. Almost inevitably, the requirement will reach a critical stage in some future crisis. This book compiles the insights and findings of some of the most determined and resourceful scientists, scholars, and practitioners engaged in the military's culture programs to inculcate the new capabilities in the early twenty-first century. The authors do not gloss over failures and dead ends. Rather, their expectation is that by presenting the bad with the good, they can help future generations engaged in the same task avoid their pitfalls and build on their work. More importantly, the authors hope that their writing might reach those who are still engaged in building cultural capabilities and that they will find encouragement to continue this essential work"--

Available in PDF, EPUB and Kindle. Book excerpt: How are the natural and cultural resource management responsibilities of the Department of Defense (DoD) changing? This report concludes that competition for federal lands in the West, regional habitat degradation in the East and on the Pacific Coast, and new scientific principles will make achievement of the core DoD resource management concerns of legal compliance and preservation of the military mission an increasingly complex issue. DoD will be required to interpret these goals in broad terms, to pay increased attention to the implications of trends in land use and land use policy outside the boundaries of the 25 million acres of DoD lands, and to develop new capabilities to cope with this complexity. Even the perspectives of the 104th Congress, with its emphasis on cost/benefit considerations and its potential willingness to consider justified exemptions, point to the need for DoD to bring additional analytic capabilities to the question of resource management. The report concludes that while issues of hazardous waste cleanup and management have dominated DoD environmental budgets, those issues are largely separable from the military mission and function under carefully scripted procedures. In contrast, resource management has a direct effect on the military mission and is likely to emerge as DoD's most fundamental environmental challenge.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army Garrison Fort Belvoir is the principal regional administrative and logistics center for the Military District of Washington (MDW). The installation's mission is: to command, control, and operate Fort Belvoir and assigned attached units, to provide installation support to authorized activities and personnel assigned to or located in the geographical support area of Fort Belvoir, and to plan and maintain mobilization readiness for FB and tenant activities. Fort Belvoir also receives, supports, and trains Reserve units and prepares forces for employment in the National Capital Region. The 8,239-acre post hosts more than 100 Department of Defense (DoD), Department of the Army (DA), government, and civilian tenant organizations. Fort Belvoir is responsible for the stewardship of the cultural and historical resources located within its boundaries. Fort Belvoir s cultural resources responsibilities are defined by a wide range of laws, principally the National Historic Preservation Act (NHPA) of 1966, as amended, which requires Federal agencies to identify, inventory, evaluate, and protect properties listed in or eligible for listing in the National Register of Historic Places (National Register), and by DoD and DA regulations, including Army Regulation (AR) 200-4. Among other items, AR 200-4 requires that Fort Belvoir prepare an Integrated Cultural Resource Management Plan (ICRMP).
