Book excerpt: How did neighborhood groceries, parish halls, factories, and even saloons contribute more to urban vitality than did the fiscal might of postwar urban renewal? With a novelist’s eye for telling detail, Douglas Rae depicts the features that contributed most to city life in the early “urbanist” decades of the twentieth century. Rae’s subject is New Haven, Connecticut, but the lessons he draws apply to many American cities. City: Urbanism and Its End begins with a richly textured portrait of New Haven in the early twentieth century, a period of centralized manufacturing, civic vitality, and mixed-use neighborhoods. As social and economic conditions changed, the city confronted its end of urbanism first during the Depression, and then very aggressively during the mayoral reign of Richard C. Lee (1954–70), when New Haven led the nation in urban renewal spending. But government spending has repeatedly failed to restore urban vitality. Rae argues that strategies for the urban future should focus on nurturing the unplanned civic engagements that make mixed-use city life so appealing and so civilized. Cities need not reach their old peaks of population, or look like thriving suburbs, to be once again splendid places for human beings to live and work.

Available in PDF, EPUB and Kindle. Book excerpt: “The best comprehensive review of the Obama administration’s policies available,” by the author of Bush on the Home Front (Daniel P. Franklin, author of Pitiful Giants: Presidents in their Final Term). Barack Obama came into office as the economy was careening into the worst downturn since the Great Depression. On the political front, he would be challenged by the same intense congressional polarization faced by Bill Clinton and George W. Bush, now exacerbated by the rise of the Tea Party movement. In this comprehensive assessment of domestic policymaking, John D. Graham considers what we may learn from the Obama presidency about how presidents can best implement their agendas when Congress is evenly divided. What did Obama pledge to do in domestic policy and what did he actually accomplish? Why did some initiatives succeed and others fail? Did Obama’s policies contribute to the losses experienced by the Democratic Party in 2010 and 2014? In carefully documented case studies of economic policy, health care reform, energy and environmental policy, and immigration reform, Graham asks whether Obama was effective at accomplishing his agenda. Counterfactuals are analyzed to suggest ways that Obama might have been even more effective than he was and at less political cost to his party. As with the author’s acclaimed Bush on the Home Front, this book elaborates and applies a theory of presidential effectiveness in a polarized political environment.

Available in PDF, EPUB and Kindle. Book excerpt: The first history of the bulldozer and its transformation from military weapon to essential tool for creating the post-World War II American landscape Although the decades following World War II stand out as an era of rapid growth and construction in the United States, those years were equally significant for large-scale destruction. In order to clear space for new suburban tract housing, an ambitious system of interstate highways, and extensive urban renewal development, wrecking companies demolished buildings while earthmoving contractors leveled land at an unprecedented pace and scale. In this pioneering history, Francesca Russello Ammon explores how postwar America came to equate this destruction with progress. The bulldozer functioned as both the means and the metaphor for this work. As the machine transformed from a wartime weapon into an instrument of postwar planning, it helped realize a landscape-altering "culture of clearance." In the hands of the military, planners, politicians, engineers, construction workers, and even children's book authors, the bulldozer became an American icon. Yet social and environmental injustices emerged as clearance projects continued unabated. This awareness spurred environmental, preservationist, and citizen participation efforts that have helped to slow, though not entirely stop, the momentum of the postwar bulldozer.

Book excerpt: How politics in America works today, how it got that way, and how it’s likely to change through reform—these are the themes that pervade every chapter of Cal Jillson’s highly lauded American Government: Political Development and Institutional Change. Even in the midst of current challenges, America’s past is present in all aspects of the contemporary political system. Jillson uses political development and the dynamics of change as a thematic tool to help students understand how politics works now—and how institutions, participation, and policies have evolved over time to produce the contemporary political environment. In addition, Jillson helps students think critically about how American democracy might evolve further, focusing in every chapter on reform and further change. New to the 12th Edition: Assesses the characteristics and results of the Trump administration and the policy and tonal changes of the early Biden adminstration. Describes numerous ways in which the American political system has been affected by the Covid-19 pandemic Assesses the implications of the January 6, 2021 attack on the Capitol and what it implies for our political culture and partisan politics. Assesses the implication of "fake news" and "the move to mobile" for our politics. Explores the evidence for increasing polarization in public opinion, voting behavior, and the work of Congress and the courts.. Details the impact that the Russian invasion of Ukraine had on President Biden’s attempt to rebuild U.S. national security alliances.

Available in PDF, EPUB and Kindle. Book excerpt: In A Mass Conspiracy to Feed People, David Boarder Giles explores the ways in which capitalism simultaneously manufactures waste and scarcity. Illustrating how communities of marginalized people and discarded things gather and cultivate political possibilities, Giles documents the work of Food Not Bombs (FNB), a global movement of grassroots soup kitchens that recover wasted grocery surpluses and redistribute them to those in need. He explores FNB's urban contexts: the global cities in which late-capitalist economies and unsustainable consumption precipitate excess, inequality, food waste, and hunger. Beginning in urban dumpsters, Giles traces the logic by which perfectly edible commodities are nonetheless thrown out—an act that manufactures food scarcity—to the social order of “world-class” cities, the pathways of discarded food as it circulates through the FNB kitchen, and the anticapitalist political movements the kitchen represents. Describing the mutual entanglement of global capitalism and anticapitalist transgression, Giles captures those emergent forms of generosity, solidarity, and resistance that spring from the global city's marginalized residents.

Available in PDF, EPUB and Kindle. Book excerpt: A core American politics textbook, complete with a range of free teaching ancillaries The American political system is extraordinary and complex. Samuel Kernell and Gary Jacobson help students develop a sophisticated appreciation of the possibilities and limits of American politics. Encouraged to think and not merely to memorise facts, students will come to understand why political institutions, the politicians who occupy them, and the citizens who monitor and respond to their actions, behave as they do. A nation as large and diverse as the United States faces enormous challenges. Kernell and Jacobson analyse political institutions and practices as (imperfect) solutions to problems facing people who need to act collectively, highlighting throughout the text such obstacles as conflicts over values and interests, the difficulty of agreeing on a course of action, and the problem of free riding. They describe how the choices made to resolve such problems at one moment affect politics in the future, long after the problems have faded. The intelligible logic of American politics is analysed further in three sets of thematic boxes that appear throughout the text: The Logic of Politics boxes dissect the design of various political institutions in light of the objectives they were intended to achieve Strategy and Choice boxes, new to the second edition, show how officeholders and those seeking to influence them employ institutions to advance their goals. Politics to Policy boxes show how public policies reflect the institutions that produce them and evaluate institutional capacity to solve America's problems. Public policy is treated as an integral subject and is examined throughout the book, rather than in separate chapters that are often left unassigned. Politics into Policy boxes, in particular, extend the authors' analysis, looking at such issues as: the tightening of the borders in the wake of terrorists attacks, how smoking evolved from a private to a public issue, and the decades-long battle over campaign finance reform.Special features include: * Chapters open with lively and topical stories that draw students in* Thematic questions at the beginning of each chapter serve both to preview important themes and to get students thinking critically. * An abundance of carefully produced or selected tables, figures, photographs, and other visuals, thoroughly updated for the second edition, illustrate and expand on the text. Captions enrich or exemplify points of discussion. New exercises on the accompanying website help students learn to interpret the graphic presentation of data. * Key terms are defined in boldface on first use, summarized at chapter end (with page numbers), and defined in a glossary at the back of the book. * Chapter objectives, summaries, and electronically-graded quizzes to help students review and study the material are offered on the web at logic.cqpress.com. Annotated suggested readings lists and endnotes assist students in their exploration of American politics beyond the pages of the book. Additionally, the Logic website provides CQ Weekly articles that illustrate the logic in contemporary American politics, as well as links to the best relevant sites on the Internet.Adopters will receive a free subscription to CQ's Politics Daily e-newsletter.
