Book excerpt: In The Empty Place: Democracy and Public Space Teresa Hoskyns explores the relationship of public space to democracy by relating different theories of democracy in political philosophy to spatial theory and spatial and political practice. Establishing the theoretical basis for the study of public space, Hoskyns examines the rise of representative democracy and investigates contemporary theories for the future of democracy, focusing on the Chantal Mouffe's agonistic model and the civil society model of Jürgen Habermas. She argues that these models of participatory democracy can co-exist and are necessarily spatial. The book then provides diverse perspectives on how the role of physical public space is articulated through three modes of participatory spatial practice. The first focuses on issues of participation in architectural practice through a set of projects exploring the ‘open spaces’ of a postwar housing estate in Euston. The second examines the role of space in the construction of democratic identity through a feminist architecture/art collective, producing space through writing, performance and events. The third explores participatory political democratic practice through social forums at global, European and city levels. Hoskyns concludes that participatory democracy requires a conception of public space as the empty place, allowing different models and practices of democracy to co-exist.

Available in PDF, EPUB and Kindle. Book excerpt: The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years there have been several alarming predictions about the future of the planet’s fish stocks. As a result, many national governments and supranational institutions, including the European Union, have instituted reforms designed to mitigate the crisis. This book examines the discourse and practice of ‘good governance’ in the context of fisheries management. It starts by examining the ‘crisis’ of fisheries in the North Sea, caused primarily by overfishing and failure of the European Union’s Common Fisheries Policy. It then goes on to analyse reforms to this policy enacted and planned between 2002 and 2013, and the proposition that collapse of fish stocks could occur as a result of deficiencies in new governing arrangements, i.e. failure to apply ‘principles of good governance’. The book argues that impediments to good governance practice in fisheries are not merely the result of implementation deficits, but that they constitute a more systematic failure. Governance theory addresses issues of power, but it does not recognise the many important spatially contingent and relational forms of power that are exercised in actual governing practice. For example, it frequently overlooks spatial practices and strategies, such as ‘scale jumping, ‘rescaling’ and the discursive redrawing of governing boundaries. This book exposes some of these spatial power relationships, showing that the presence of such relationships has implications for accountability and effective policymaking. In sum, this book explores some of the ways in which we might better understand governance practice using theories of scale and relational concepts of power, and in the process it offers a critique and rethinking of governance theory. These reflections are made on the basis of an in-depth case study of the attempted pursuit of ‘good governance’ in the European Union via institutional reforms, focusing particularly on the thorny and fascinating case of North Sea fisheries management.

Book excerpt: Most Americans consider a free press essential to democratic society -- either as an independent watchdog against governmental abuse of power or as a wide-open marketplace of ideas. But few understand that far-reaching public policies have shaped the news citizens receive. In an age when mass communication ranges from independent cable channels to the Internet, it is essential to assess these policies and their effects if we want the media to continue fulfilling their role. Freeing the Presses offers a pathbreaking inquiry into the theory and practice of freedom of the press at a critical time in the growing overlap between modern media and political discussion. Six political communication scholars draw upon history, sociology, political science, legal philosophy, and journalism to investigate whether the freedoms and privileges given to the news media and to reporters actually produce the results we expect. Their discussion covers past, present, and future media performance and engages a wide range of provocative questions.

Available in PDF, EPUB and Kindle. Book excerpt: American democracy is built on its institutions. The Congress, the presidency, and the judiciary, in particular, undergird the rights and responsibilities of every citizen. The free press, for example, protected by the First Amendment, allows for the dissent so necessary in a democracy. How has this institution changed since the nation's founding? And what can we, as leaders, policymakers, and citizens, do to keep it vital? The freedom of the press is an essential element of American democracy. With the guidance of editors Geneva Overholser and Kathleen Hall Jamieson, this volume examines the role of the press in a democracy, investigating alternative models used throughout world history to better understand how the American press has evolved into what it is today. The commission also examines ways to allow more voices to be heard and to improve the institution of the American free press. The Press, a collection of essays by the nation's leading journalism scholars and professionals, will examine the history, identity, roles, and future of the American press, with an emphasis on topics of concern to both practitioners and consumers of American media.

Book excerpt: Handbook of Decision Making includes the wisdom of the long theological and philosophical traditions of human society, as well as a systematic exploration of the implications of contemporary evolutionary theories. Common patterns in decision making styles are identified as well as the common variations that different contexts may generate. The text covers the multiplicity of mainstream decision making styles such as cost-benefit analysis, and linear programming. It also explains alternative and emerging methods such as geographic information systems, Q-methodology, and narrative policy analysis. Practical applications are discussed using decision making practices in budgeting, public administration and governance, drug trafficking, and information systems.
