Whereas the term international relations used to be equated with diplomatic relationships between states, it now refers to cross-border relations between all sorts of actors including international organizations, regional governments, businesses and civil society groups. This may be a truism, but as a result academics are questioning the concept of diplomacy as a foreign policy tool and institution of international society, while practitioners are trying to get to grips with dizzying change. Based on papers and discussions at the 1st The Hague Diplomacy Conference, held at the Clingendael Institute in June 2007, this report shows that diplomacy is indeed going through a process of change and adaptation to the new structures of international politics. This, however, does not mean that diplomacy is struggling for its survival. New research in notably untraditional areas such as public diplomacy, consular affairs, sub-state diplomacy and diplomatic representation, reveals that diplomacy is more prominent than ever as a tool of international relations. Perhaps more interesting is that diplomacy is increasingly, and indeed very successfully, being used in new ways and by new actors. In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.

Book excerpt: In this provocative interpretation of New Deal diplomacy, Howard Jablon challenges the view that the State Department was wiser and more expert at international maneuver than was President Franklin D. Roosevelt in the early years of his presidency. These were years of growing world tension, with the preliminary shots of World War II being fired as Japan took over Manchuria, Italy made Ethiopia an extension of its new Roman Empire, and all the European great powers tried out their new weaponry in Spain. The author argues that the department's advice in this period actually led to unfortunate decisions which later had a considerable impact on events leading to World War II. Former Secretary of State Cordell Hull wrote in his memoirs that the United States was at the "oriental crossroads of decision" in 1934. Hull and his colleagues in the State Department did not suggest blocking the Japanese. Instead, they recommended continuing the ineffective nonrecognition policy. Consequently, the roads taken by American diplomacy at this and other junctures were equally unfortunate. To date no one has criticized the influence of the State Department on New Deal diplomacy. Crossroads of Decision represents a timely and important contribution to our understanding of both the State Department and foreign policy in this interwar period of rapid change, when diplomatic courses were set that allowed for no turning back.

Book excerpt: In 1960 revolutionaries in South Viet Nam created the National Liberation Front, a political and military organization committed to overthrowing the Saigon government and liberating Viet Nam south of the seventeenth parallel. The role of the NLF during the war has been hotly debated, with officials in Washington claiming from the outset that the NLF was merely a puppet of Hanoi. Based on over a hundred interviews with former Communist cadre and high ranking Party officials as well as extensive archival research in Viet Nam, Robert K. Brigham's is a definitive work that provides a focus on the NLF not found elsewhere. It contributes greatly to our understanding of the Viet Nam War and encourages a reassessment of that conflict. Brigham assesses the impact of the NLF's diplomatic strategy on the conduct and outcome of hostilities, explores the origin and pursuit of its policy objectives, and defines its true relationship with North Viet Nam. He contends that the NLF's success in convincing the world that it was independent of Hanoi was critical in upsetting the political and military balance in South Viet Nam and frustrating the U.S. war effort. In addition, he argues that differences in goals among Communists--building socialism in the north, liberating the south--resulted in disagreements over responses to American intervention, and he shows how these differences entered into foreign relations and seriously undermined revolutionary efforts.
