An electron linac was used as a pulsed, white neutron source. Incident neutron energies were determined using time-of-flight techniques for a source-to-sample distance of 48 m. Secondary spectra were determined by unfolding the pulse-height distributions observed in a NE-213 scintillation counter. The results are compared to the current evaluated nuclear data file (ENDF/B-IV, MAT 1295).

Particular emphasis was given to obtaining gamma-ray strength functions that are consistent with spectral measurements of gamma-ray emission between E/sub n/ = 0.2 and 20 MeV by Morgan and Newman, while at the same time requiring agreement with (n, .gamma.) and (n, xn) cross-section data. 16 references.

The optical model and nuclear level density parameters in the code have been varied to affect a close agreement between calculations and the data. Present analyses, which focus on incident neutron energies between 17 and 40 MeV, display somewhat better agreement than those previously reported.
