Particular emphasis was given to obtaining gamma-ray strength functions that are consistent with spectral measurements of gamma-ray emission between E/sub n/ = 0.2 and 20 MeV by Morgan and Newman, while at the same time requiring agreement with (n, .gamma.) and (n, xn) cross-section data. 16 references.
