Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1990s, governments and development agencies have become increasingly preoccupied with the pursuit of regional competitiveness. However, there is considerable confusion around what exactly regional competitiveness means, how it might be achieved, whether and how it can be measured, and whether it is a meaningful and appropriate goal for regional economies. The central aim of this book is to provide a comprehensive and critical account of these debates with reference to theory, policy and practice, and thus to explore the meaning and value of the concept of regional competitiveness. The book is structured into three parts. Part one introduces the concept of regional competitiveness by tracing its origins and exploring its different meanings in regional economic development. This will critically engage with political economy approaches to understanding the nature and dominance of the competitiveness discourse. Part two interrogates the pursuit of regional competitiveness in policy and practice. This critically evaluates the degree to which the pursuit of competitiveness is encouraging convergence in policy agendas in regions through an examination of key determinants of policy sameness and difference, notably benchmarking and devolved governance. Part three explores the limitations to regional competitiveness and explores whether and how its predominance in the policy discourse might be challenged by alternative agendas such as sustainable development and wellbeing. This focuses on the developing qualitative character of regional development. This volume critically engages with the theory and policy of regional competitiveness, thus providing the first integrated critique of the concept for undergraduate and postgraduate students, as well as academics interested in regional development and policy. It will unpack the concept of regional competitiveness and explain its usefulness, limitations and policy appeal, as well as examining its sustainability in the light of evolving governance structures and the imperatives of broadening regional development agendas.

Available in PDF, EPUB and Kindle. Book excerpt: Using international examples, leading scholars present the first critical analysis of cluster theory, assessing the cluster notion and drawing out, not only its undoubted strengths and attractions, but also its weaknesses and limitations. Over the past decade the ‘cluster model’ has been seized on as a tool for promoting competitiveness, innovation and growth on local, regional and national scales. However, despite its popularity there is much about it that is problematic, and in some respects the rush to employ ‘cluster ideas’ has run ahead of many fundamental conceptual, theoretical and empirical questions. Addressing key questions on the nature, use and effectiveness of cluster models, Clusters and Regional Development provides the missing thorough theoretical and empirical evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: The aim of this book is to consider theoretically the notion of the global competitiveness of regions, as well as giving attention as to how such competitiveness may be empirically measured. With this in mind, the book has three specific objectives: first, to place the concept of regional competitiveness within the context of regional economic development theory; second, to present a rationale and method for quantifying the global competitiveness of regions; and, third, to undertake the most geographically widespread analysis of regional competitiveness differences across the globe. With regard to the third goal, the analysis incorporates more than 500 regions across Europe, North and South America, Asia-Pacific, the Middle East, and the so-called BRIC economies of Brazil, Russia, India, and China. The importance of the concept of competitiveness has increased rapidly in recent years, with the issues surrounding it becoming, at the same time, more empirically refined and theoretically complex. The focus on regions reflects the growing consensus that they are the primary spatial units that compete to attract investment, and it is at the regional level that knowledge is circulated and transferred, resulting in agglomerations, or clusters, of industrial and service sector enterprises. This growing acknowledgement of the region’s role as a key spatial unit of organisation has led to attention turning to competitiveness at a more regional level. The book explores the results of the World Competitiveness Index of Regions (WCIR), covering the rankings and results of the 2014 edition. The WCIR provides a tool for analysing the development of a range of regional economies across the globe. It enables an illustration of the changing patterns of regional competitiveness on the international stage to be generated. In fundamental terms, the WCIR aims to produce an integrated and overall benchmark of the knowledge capacity, capability, and sustainability of each region, and the extent to which this knowledge is translated into economic value and transferred into the wealth of the citizens of each region.

Book excerpt: After more than three decades of rapid growth, China is now entering into the New Normal Era, which will be characterised by slower but sustainable, quality growth for several decades to come. How China will fare under the New Normal Era matters not only for itself but also for its great impact on global prosperity. While presenting as the second instalment of ACI's annual tracking of the dynamics of competitiveness among 34 Greater China economies, this volume also includes the results of the inaugural regional competitiveness analysis for five regions of Greater China. As regional imbalance in socioeconomic advancement is a serious issue China has to face up to under the New Normal Era, the results of such competitiveness analysis at provincial and regional levels offer insights for policy-makers to help address concerns associated with the regional disparity in development, and facilitate industry leaders and other stakeholders in identifying challenges and opportunities for sound decision making.

Book excerpt: This book is a world-class report by the Asian Competitiveness Institute (ACI), updated annually to analyse Indonesia's competitiveness at both the 33 provincial levels and six regional groupings based on the central government's Master Plan for Acceleration and Expansion of Indonesia's Economic Development (MP3EI). With 104 indicators covering four environments, the study's unique methodology incorporates comparative strengths and weaknesses as well as applies Geweke causality analysis to a subset of indicators. Apart from scores and rankings, what-if policy simulations offer various provinces practical prescriptions to improve overall competitiveness to accelerate economic growth and development in a balanced, fair and sustainable way. Such qualitative and quantitative analyses in collaboration with various stakeholders generates an exciting pathway for Indonesia to attain its rightful place in both the Asian region and global contexts. Having a thorough knowledge of the potentials and challenges that the provinces face would provide deeper understanding of what is needed to be done. The ACI's what-if competitiveness simulation provides insights on how each province can improve their competitiveness in different ways." Prof. Kuntoro Mangkusubroto Head of President's Delivery Unit for Development Monitoring and Oversight (UKP4) 2009–2014 "This competitiveness research for Indonesia's provinces adds strategic value to improve the quality of our democracy. It is to link the economic benefits and competitiveness to political accountability, which is critical to both any elected officials and more importantly, to constituents and voters over what have been achieved during certain period of time. The notion of competitiveness becomes even more relevant, not only to drive economic growth per se but also to achieve sustainable economic development." Section one situates local and regional development in its global context. Section two establishes the key issues in understanding the principles and values that help us define what is meant by local and regional development. Section three critically reviews the current diversity and variety of conceptual and theoretical approaches to local and regional development. Section four address questions of government and governance. Section five connects critically with the array of contemporary approaches to local and regional development policy. Section six is an explicitly global review of perspectives on local and regional development from Africa, Asia-Pacific, Europe, Latin America and North America. Section seven provides reflection and discussion of the futures for local and regional development in an international and multidisciplinary context. With over forty contributions from leading international scholars in the field, this Handbook provides critical reviews and appraisals of current state-of-the-art conceptual and theoretical approaches and future developments in local and regional development.

In this third edition, the competitiveness ranking and simulation study for ASEAN-10 are improved and updated with 121 indicators across four environments. An in-depth assessment of the establishment of the ASEAN Economic Community (AEC) offers important implications for future integration initiatives in the broader Asia Pacific region. Novel empirical frameworks are also applied to provide an estimation of annual agricultural Total Factor Productivity (TFP) growth in eight ASEAN economies and to shed light on the drivers of growth in the travel and tourism industry in Malaysia, Singapore and Thailand.
