Book excerpt: Metal truss bridges are uniquely indigenous products of American engineering and construction technology, and in recent years their historic significance has been increasingly recognized along with that of other early engineering structures. Some trusses that warrant inclusion on the National Register of Historic Places require renovation or replacement to meet modern traffic demands. Conflicting requirements of federal preservation and highway safety legislation demand that standards be developed to permit, early in the replacement planning process, objective identification of those trusses that warrant retention because of historic significance. Based upon a statewide survey of metal truss bridges in Virginia, an objective numerical rating system for historic significance has been developed that considers characteristics in three categories: documentation (age and builder), technology, and environmental factors. This system was applied to 58 bridges selected from approximately 500 surveyed statewide. Based upon this study the following conclusions appear warranted. 1. While historic significance is in some measure subjective (no more so than the sufficiency rating), an objective numerical rating system provides a useful tool for identifying bridges of special significance and guiding decisions on preservation or adaptive use. 2. Information in three broad categories - documentation, technological significance, and environmental factors provides necessary characteristics for establishing significance. 3. While developed from data on metal trusses in Virginia, the system is generally applicable to other types of bridges in other areas. 4. While few metal truss bridges of national significance survive in Virginia, there are several examples worthy of preservation and numerous examples reflecting the various technologies of nineteenth century bridge design and construction. 5. Virginia still possesses a sufficient diversity of truss types, materials, and geographical, distribution to serve as a valuable resource for appreciation by lay persons and study by specialists.

Book excerpt: Studied by a team of experts in the fields of history, bridge engineering, architecture, and computer analysis were 21 old truss bridges of historical importance located in Virginia. These old bridges are narrow and have low load-carrying capacities, making them targets for replacement and destruction. On a case-by-case basis, the bridges were investigated as to their potentials for strengthening and widening for normal vehicular use. Also explored were non-vehicular uses as for conversion into craft centers, museums, restaurants, housing, bicycle structures, and the like, at either the present site or a new one. The wide array of possibilities for continued use of the old bridges described in this report show that old bridges do indeed have much useful life left in them and it is not always necessary that they be demolished.

Book excerpt: Bridges are among the cultural resources that must be considered for historic significance under the Historic Preservation Act of 1966. The Virginia Transportation Research Council conducted pioneering studies of Virginia's early metal truss bridges and concrete and masonry arch bridges during the 1970s and 1980s, but no comprehensive evaluation of non-arched concrete bridges in Virginia was undertaken. The lack of information on non-arched concrete bridges made the case-by-case evaluation of these bridges in construction or maintenance projects a standard practice. Most of these studies were done by outside consultants, a time-consuming and expensive method which yielded only information about particular bridges, not comparative or contextual data on non-arched bridges as a whole. This study rectifies this lack of information and analysis of non-arched concrete bridges built before 1950 (a cut-off date chosen because, in general, a structure must be 50 years of age or older to be considered historically significant under National Register criteria). Given the average monetary cost of $10,000 per consultants' study, and an average time frame of 90 to 120 days, it is estimated that this project has already saved the Virginia Department of Transportation more than $500,000 and eliminated a typical three to four month delay for each project. Projected savings arising from this project are estimated at approximately $2.5 million over the next ten years. As construction and maintenance projects are initiated on older non-arched concrete bridges, the benefits from this survey in costs and time saved will continue to accumulate. The project consisted of field survey, data tabulation, documentary research into historic non-arched concrete bridge types, and comparison of the resulting information on bridge chronology, technology, and usage during the first half of the 20th century. Criteria for the evaluation of historic significance were developed and applied, and a final review of the results was done with the Historic Structures Task group (an interdisciplinary historic transportation study committee) and the State Historic Preservation Officer. Of 1,420 non-arched concrete bridges built before 1950, fewer than a dozen were found individually eligible for the National Register of Historic Places. This project identified Virginia's few significant bridges of this type for appropriate management, and cleared over 1,400 bridges, the great majority of Virginia non-arched concrete bridges, for necessary maintenance and upgrade.

Book excerpt: The paper describes a unique methodology used in surveying and documenting architecture along eighteenth century road systems in Virginia which could be used as a prototype in other areas. In the method described the historian geographer, and architectural historian collaborate in research in primary sources such as court records, as well as secondary ones including surveying and documenting the formal and vernacular architecture associated with such an early road system up to the twentieth century. Since it includes course work in the School of Architecture at the University of Virginia, it provides the student with a learning experience in interrelated disciplines outside the classroom and an introduction to the architectural patterns associated with an early road system as opposed to the usual town setting context. The paper also describes the origin of the collaboration, the early roads surveyed, the road order abstract methodology, the architectural survey course methodology and the results, future studies, and some of the developing applications of the process.

Book excerpt: This report presents a literature search, findings of a survey on the current state of historic bridge rehabilitation or replacement decision making by state and local transportation agencies, and nationally applicable decision-making guidelines for historic bridges. The guidelines are intended to be used as the protocol for defining when rehabilitation of historic bridges can be considered prudent and feasible and when it is not based on engineering and environmental data and judgments. The guidelines include identification of various approaches to bringing historic bridges into conformance with current design and safety guidelines/standards, and the effect or implications of remedial action on historical significance. There are currently no such nationally applicable decision-making guidelines, but there are a variety of state and local processes and policies for managing historic bridges. Effective practices for the various processes inform the nationally applicable guidelines. The guidelines are in narrative and matrix format.

Book excerpt: Keep them safe —but keep them! The destruction of historic roads to comply with current highway safety practices has been undertaken with little regard for preservation options. In Saving Historic Roads, Paul Daniel Marriott examines the complex issues surrounding historic roads and provides design and policy guidelines for adapting contemporary transportation laws and engineering practices to these resources. Recognizing the importance of eliminating highway hazards, he offers strategies demonstrating that modern highway safety and historic preservation are not mutually exclusive. This indispensable resource: Defines criteria for evaluating a road's historic significance Identifies effective preservation strategies Explains transportation policy and laws Recommends specific steps advocates can take to initiate, promote, and implement a highway preservation program Defines terms specific to engineering and highway design Features case studies of successful preservation projects. Saving Historic Roads is essential for transportation engineers and planners, government resource managers, policymakers, and anyone interested in preserving our nation's historic roads.
