Book excerpt: Spanish Society After Franco investigates the origins of collective social welfare from the early nineteenth century, to set the context for an analysis of contemporary social policy from the perspective of economic and political trends since the transition of democracy in the mid-1970s. The review of policy evolution is complemented by an examination of the critical impact of social change, particularly the decline of the power of the church, regional devolution, the gender dimension and social exclusion.

Book excerpt: Detailed examination of the territorial and governance dimensions of contemporary welfare reforms in the United States and Europe. Until recently, studies of changes in the welfare state have tended to focus on transformations in the nature of social policies and their level of generosity. The New Governance of Welfare States in the United States and Europe concentrates on an often overlooked dimension: territorial and governance transformations. Employing detailed case studies and more than seventy-five interviews, Mariely López-Santana captures how a variety of postindustrial countries across both sides of the Atlantic have transformed the postwar organization of their labor market policy settings through decentralization, centralization, and delegation reforms. These changes have in turn changed the role of national and subnational levels of government, as well as nongovernmental actors, in the organization, management, and provision of labor market policies and services. López-Santana’s multidisciplinary, comparative, and multilevel approach to welfare state change is an original and important step forward in our understanding of welfare reforms enacted since the mid-1990s.

Available in PDF, EPUB and Kindle. Book excerpt: Following the death of Franco, Spain underwent a transition to democracy in the mid-1970s. Although a rapid process of modernization occurred, the Spanish welfare state was seen, until fairly recently, as relatively underdeveloped. However, given the progressive Europeanization and expansion of Spanish social policy, questions arise as to whether the Spanish welfare system should still be considered as peripheral to West European welfare states. This volume is divided into three sections. The first section deals with broad trends in the evolution of the Spanish welfare state. To begin with, the consolidation path of social protection policies is explored. Attention is also paid to the process of Europeanization. Furthermore, the analysis explores advances in gender equality policies. In the second section, attention is turned to governance issues, such as collective bargaining, the interplay among levels of government, the welfare mix and public support for social policies. The third and final part of the book addresses five main challenges facing the Spanish welfare state in the 21st century, namely, the need to enhance flexicurity; to achieve a better work-family balance; to coordinate immigration policies with existing social protection; to tackle the persistence of high rates of relative poverty; and to face intense population ageing, both in terms of increasing needs for care and the reform of the pension system.

Available in PDF, EPUB and Kindle. Book excerpt: Exerpt from the Financial Times Comment & Analysis: Europe takes on reform of the welfare state: A new study indicates that while the UK has transformed its social policies, the rest of Europe has been far from idle - `[A] stimulating new book on European welfare states [Welfare States under Pressure] suggests that the view of Britain as the only great welfare state reformer is overstated. And it adds that the game across Europe is about to change.... This new study argues that, particularly in the late 1990s, there has been more reform in the rest of Europe than is appreciated in the UK. And that Europe as a whole is on the cusp of much greater changes.... Certainly in France and possibly in Germany, the study judges, the traditional power balance between government, employers, unions and welfare providers has shifted such that government may be able to impose much more drastic measures... In the UK, by contrast, the impact of EU institutions may in some areas mean a degree of levelling up - as in healthcare. The most intriguing question is how far reformed welfare states will retain the social cohesion they are designed to produce. So far, even in the UK, they have proved remarkably resilient - adapting to changing needs rather than being "rolled back". This study′s verdict on the issue is "don′t know". But so much change is on the way, it says, that "the past is unlikely to be a good guide to the future"′ - Nicholas Timmins, The Financial Times Welfare States under Pressure provides a timely and comprehensive review of welfare policy-making in Europe. The text compares the different ways in which welfare states have responded to similar pressures over recent years, and considers how welfare is likely to develop in the future. This work: · provides up to date accounts of welfare development in Finland, Sweden, France, Germany, Switzerland, Spain and the United Kingdom. · explores how similar pressures can lead to different responses due to different policy-making mechanisms in each of the seven different countries · contains chapters written by leading national experts · written accessibly, and tightly edited, with each chapter following the same conceptual structure. This volume takes a fresh approach in its analysis of the future of the welfare state in Europe. It suggests that opportunities for radical change in welfare systems are now opening up, and that there will be little continuity between the future and the past/present of the welfare system in Europe. Welfare States under Pressure is invaluable to undergraduate students in social policy, European studies and politics, and will also be of great use to other social science students interested in Europe and its future development.

Book excerpt: This important book looks at developments that are changing our understanding of the role of education in citizenship and the possibilities of democratic participation. The first chapter reviews theories of citizenship and education based on the classical contributions to political theory of C.B. MacPherson and T.H. Marshall. The second chapter challenges educators to think more politically about education. It is based on a seminal analysis that shows the role education plays in the liberal, neoliberal, and neoconservative state, incorporating critical perspectives from neo-Marxism, postmodernism, and feminism. In chapter three Professor Torres analyzes the transition from the welfare state to the neoliberal state, including the role of international organizations in promoting educational reform and privatization policies. In the concluding chapter Torres draws on Hobbes, Locke, Jefferson, Kant, Hegel, Marx and other writers such as C. Mouffe and C. Pateman to outline contemporary approaches to multiculturalism in education and citizenship.

Book excerpt: In recent years, European societies and territories have witnessed the spatial impacts of a severe financial and socio-economic crisis. This book builds on the current debate concerning how cities and urban regions and their citizens deal with the consequences of the recent financial and socio-economic crisis. Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity. The contributions to this book lay the foundation for recommendations on how to improve and consolidate qualified governance arrangements in order to better address rapid economic and social changes. Such recommendations are applicable to cities and urban regions both within and outside of Europe. It identifies possible approaches, tools and partnerships to tackle the effects of the crisis and to prepare European cities for future challenges.
