The forebears of London's present population for generations back were Englishmen, bred to English customs and traditions, just as the forefathers of modern Parisians were Frenchmen, born to French institutions and ideals. In New York, Chicago and other large cities of the United States there are hundreds of thousands of residents whose mothers or fathers or both were born abroad. If we add this class to the foreign-born population, of which we have been speaking, to form what may be called the foreign stock element, we find that it comprises 80% of New York's population, and that of the total number, amount ing to nearly three-fourths came of non-eng lish speaking people.1 Similarly, this foreign-stock ele ment constitutes the majority of the population in the nineteen largest cities of the United States. In other words, the native white population of native parentage amounts to less than one-fifth the total population of New York and less than one-fourth of the populations of Chicago, Boston, Cleveland, Detroit and Milwaukee; while in cities like Fall River, Massachusetts, it consti tutes little more than In only fourteen of the fifty largest cities of America does the native parentage population equal fifty per cent of the total. We cannot see the pain and heartache endured by the families of murder victims, including 78 law enforcement officers feloniously killed in the line of duty. The vast economic burden resulting from criminality, direct losses as well as enormous costs for maintaining a criminal justice apparatus to prevent, detect, and punish those responsible, is not portrayed. From these pages, we cannot discern the long hours, the arduous efforts, and the sacrifices made by our dedicated law enforcement agencies to thwart crime and apprehend lawbreakers. Crime figures represent a full range of detrimental effects upon our society. Thus, decreases in crime rates are indeed welcomed news. From 1982 to 1984, we experienced such declines. In 1985, however, a reversal of that trend took place. The overall Crime Index increased by 5 percent, and violent crime alone rose by 4 percent. There are few social statements more tragic than these. Plausible explanations for crime fluctuations are frequently offered, but their accuracy is often questionable and certainly controversial. Law enforcement remains diligent; our citizenry has increasingly taken an active role in the fight against lawlessness. Yet, we see crime rising. Whatever the reasons for the crime increase last year, the course we must take is clear. It is up to all of law enforcement, the criminal justice community, and of course, each and every citizen to do more. We must take full advantage of every resource available to fight crime; to enact laws that protect the public while ensuring that lawbreakers are brought to justice; to direct our research, our strategies, our funding, our training, and our manpower to their most effective ends, not only to solve crime but also to prevent it. Yet from time to time unfair pressures, often political in nature, are brought to bear on a police department which has exposed a local crime problem. This happens despite the fact that law enforcement efforts to control crime are basically lim ited to effective preventive patrol and deterrence through successful investigation. Crime, like a disease, can only be treated after identification and full exposure. It cannot be erased by employing different and less repugnant terms for criminal acts, thus, in a sense, defining them out of existence. Law enforcement is a public service and as such imposes an obliga tion on each executive head of a department to advise his community of crime conditions, whether favorable or unfavorable, and the extent and the effectiveness of the police operation. For the most part, this is done through the use of crime statistics, which we in law enforce ment should look upon as a means to measure the blood pressure of the department. They will indicate weaknesses and strength, as well as suggest certain Operational and administrative needs; The purpose of crime reporting then is dual; namely, public disclosure and internal appraisal. Law enforcement records are the basic source of crime data, and the police executive, because of his daily experience with crime incidents, is uniquely qualified to interpret crime counts. It is extremely important that the chief or sheriff in releasing these numbers also make available his knowledge of their meaning. This should include the wide range of circumstances involved in each crime classification, general facts about the types of persons who commit these crimes, assistance that can be rendered by local citizens in reducing the opportunity for crime, and particularly the limitations of the police prevention and deterrence efforts. Although the responsibility for reversing our crime trend is vested in the entire community, law enforcement fulfills its obligation by effectively carrying out its traditional role and by taking the leader ship in directing community attention to specific crime problems, including public indifference.
