Dans une première phase, ce sont les aspects théoriques de l'exposition au risque-pays qui sont traités. Dans la seconde partie, les particularités de chaque créancier en matière d'exposition au risque-pays sont d'abord étudiées. Ensuite, c'est l'analyse comparative qui retient l'attention. La faiblesse de l'exposition des banques suisses est notamment un des résultats marquants. Enfin, cette étude se termine par une présentation des facteurs explicatifs des divergences et similitudes en matière d'exposition au risque-pays entre les 6 pays créanciers.

La deuxième partie examine les procédures multilatérales de renégociation de dettes, en particulier la restructuration des dettes publiques bilatérales dans le cadre du club de paris ainsi que les problèmes complexes poses par la défaillance des emprunteurs souverains et la renégociation de la dette contractée envers les banques commerciales. Elle analyse de manière approfondie le cadre institutionnel et légal, la pratique des négociations, les termes et modalités du réaménagement ainsi que la nature et le contenu des accords de rééchelonnement. La troisième partie concerne le rôle du fonds monétaire international dans les renégociations de dettes et le lien entre l'accord du rééchelonnement et l'adoption d'un programme d'ajustement économique soutenu par le fonds. De même, elle analyse le système de gestion de la dette internationale et les propositions alternatives formulées en vue de résoudre la crise de l'endettement et souligne l'insuffisance des mesures transitoires appliquées jusqu'à présent. Les principales conclusions de cette étude montrent qu'une approche à long terme impliquant un programme réaliste de remboursement des dettes serait nécessaire pour préserver à la fois les intérêts des créanciers et la croissance des pays débiteurs. L’adoption d'une telle approche demanderait de reconsidérer les modalités actuelles de renégociation de dettes.
