Book excerpt: This study looked at social workers' abilities, within the Antelope Valley, to provide services that will enhance academic achievement amongst foster youth. The primary research question for this study aimed to answer: What are the self-reported capabilities of the Social Workers in the Antelope Valley to provide support that could improve academic achievement amongst foster youth? This study used an anonymous online survey that examined the social workers' abilities to provide services that will enhance academic achievement amongst foster youth by examining their knowledge, skills and self-efficacy when working with foster youth and their education services. Data from approximately 68 social workers currently working at the Lancaster and Palmdale DCFS offices helped establish a baseline of where social workers currently are in providing educational services to foster youth and helped identify areas of improvement. The results indicated that social workers are implanting best practices (identified by research) "sometimes". While social workers feel confident while working with foster youth and their educational needs, they over all, still feel they can benefit from more training and understanding of the education system. Implications of the research suggest that social workers would benefit from further training to help social worker gain a better understanding of the education system in order to effectively encourage foster youth educational achievement and transition to post-secondary education.

Book excerpt: Foster youth in the K-12 setting consistently perform below most student subgroups due to high rates of school transfer and psychological problems from abuse or neglect. They were largely invisible to K-12 practitioners until 2013, when California became the first state to legislate the tracking of foster student performance. Although educators are accustomed to evidence-based decision-making practices as required under federal law, foster youth present a unique set of challenges - high mobility rates impact information sharing, and foster youth require a broad set of stakeholders to inform decision-making, including social workers, psychologists and educational rights holders. This dissertation research explored the first-year implementation of foster youth accountability legislation in the 80 school districts within Los Angeles County. Using a sequential mixed-methods descriptive approach, this study sought answers to four research questions: (a) How do K-12 districts support the educational success of foster youth?; (b) What evidence do K-12 district leaders use to guide decision-making for foster youth?; (c) How do K-12 district leaders value this evidence?; and (d) What are the organizational conditions that influence data-informed decision-making regarding foster youth in K-12 districts? A content analysis of Local Control Accountability Plans from all 80 school districts within Los Angeles County revealed low implementation of strategies to address the needs of foster youth. Moreover, actions and metrics articulated in the plans did not fully align with the needs of foster youth identified in the literature. A subsequent survey of 49 foster youth liaisons from across the county, along with 10 follow-up structured interviews, provided practitioner insight into the challenges of implementing foster youth policy. Recommendations for policy-makers and practitioners include: (a) centralizing foster youth data for easier access by decision-makers; (b) aligning actions and metrics of accountability plans to research-based needs of foster youth; (c) building capacity among K-12 practitioners through training; (d) establishing regional professional networks for district staff serving foster youth; (e) increasing participation of foster youth experts in decision-making; (f) streamlining information sharing through a foster youth learning plan template; and (g) establishing mandated structures for the coordination of services.

Numerous studies have found that foster youth experience depressed educational outcomes relative to their peers. A meta-analysis'of such studies reported depressed educational outcomes in terms of standardized test scores, grade averages, retention rates, and suspension and expulsion rates (Scherr, 2007). Foster care is most often associated with maltreatment, which in tum has been linked to depressed educational outcomes (Runyan, 1985) and to insecure attachment (Howe, 1999). Attachment theory, which emphasizes the impact of relationships in early childhood on future relationships, informed this study. Purposeful sampling was used to identifY classroom teachers in a rural Vermont high school that serves a large number of foster youth relative to its size. Participants were selected based on their high degree, of experience with and perceived success in supporting students in foster care.

Book excerpt: Youth in foster care often perform at lower levels academically than those not in foster care. Prior research on the nature of the relationships that affect former foster youth's educational path has been inconclusive. Though it is widely believed that positive relationships with faculty, staff and peers is beneficial for this group, further inquiry into the former foster youth's experience of relationships within the context of education could help to better facilitate improvements for this vulnerable population. The purpose of this study was to examine the perceived effect of relationships on former foster youth's post-secondary educational expectations. Seven community college students who were in foster care for at least two years and were enrolled in courses for credit at the community college were interviewed. The data was coded thematically and the interview was modified based on the emerging themes expressed in the interviews. From this analysis three themes emerged: (a) influential relationships are based on sense of connection; (b) compulsion to perform academic tasks was later identified as supportive to educational success; (c) relationships with those with academic knowledge were seen as beneficial. The major findings of this study were established through the framework of social learning theory and the existing literature relating to the topic. Three insights emerged from analysis of the interview transcripts: (a) Compulsion benefited former foster youth after enrolling in college when it provided a structure that was seen as achievable, provided the opportunity for connection with other students with similar background and experiences, and facilitated the navigation of bureaucratic systems; (b) influential relationships with former foster youth often began with the concurrence of the former foster youth being in a position of receptivity to the kindness of the partner in the relationship, and the partner in the relationship's recognition of need and willingness to commit above and beyond what would be called for by their position or connection to the former foster youth; (c) due to often difficult experiences, former foster youth had difficulty investing in others and receiving help from others, even those with the best of intentions, and this provided an opportunity for those who interacted with them to provide evidence contrary to their low expectations.

Book excerpt: In 1853 the foster care system was created to provide a stable home for the 30,000 homeless and neglected children wandering in NYC. Although the foster care system has a laudable mission-to provide loving homes for neglected and abused children-there are many issues in the system holding foster youth back from succeeding. Several studies have shown that when compared to the general population, foster youth exhibit lower rates of mental well-being, lower rates of educational attainment, and higher rates of unemployment. Despite these problematic findings, little research has been conducted examining the factors that contribute to the overall lack of mental well-being and education and employment outcomes (Courtney et al., 2005). The current study used a survey (N=34) to investigate some of the factors that contribute to the success of past and present NYC foster youth aged 21 and older. Success was assessed in two ways: 1) with scales that measured self-reported mental well-being and life satisfaction, and 2) with self-reported outcomes in educational achievement and employment. The main hypotheses of this study were that the number of placements and amount of time a youth spends in foster care would be negatively correlated with success. The results revealed no significant correlation between the amount of time a youth spends in foster care and success. However, the number of placements that a foster youth experienced showed a significant negative correlation with mental well-being, life satisfaction, and education outcomes, though not employment outcomes. These findings suggest that more time spent in the foster system does not negatively impact success; however, higher numbers of placements does have a negative impact on success, perhaps due to the instability caused by frequent changes of communities, homes, and schools.
