The foundations, however, have also committed themselves to strengthening democratic political and societal structures abroad. Their joint mission abroad is the contribution to democratic structures, information and debate in the countries and regions they are working in. They complement the official German foreign policy, but choose their own priorities and strategies. The focus of this thesis is the German political foundations as actors in democracy assistance. 'Democracy assistance' focuses less on the aspects of technical assistance but much more on political parties and the promotion of civil society as the backbone of democracy. Democracy assistance is a relatively recent international development activity of governments and international organizations. In recent years the international community has come to realize the importance of political parties and a well-functioning political party system for the process of democratisation. Here the German political foundations are working internationally as actors in democracy assistance - independent from the German government but at the same time fully state-funded. The objectives of this dissertation are to understand the work and strategies of the German political foundations as actors in the context of democracy assistance abroad, research their partner spectrums on selected countries, to identify their short comings and to give an outlook of the foundations work in the future in the fast-changing global political environment.

Book excerpt: The European enlargement process culminating in 2004 was - as a follow-up to die Wende and the implosion of the Russian empire - an event of the same magnitude as 1815 and 1919. Like 1918-19, it was an “exit into history”, a momentous event in post-Westphalian Europe. Even if acceptance of ten new countries was premature, it was appropriate to the moment history provided. The presence of the “New kids on the block” meant both problems and prospects. The end of the cold war meant the fall of the iron curtain – but a mental remnant of the curtain remains, in terms of attitudes regarding civility, corruption, and transparency, and expectations for democratic politics. Several of the “new” countries are “late children of 1848”. For them, entering NATO was more important than joining the EU, and also preceded EU-membership. Poland is bigger than the other 2004 countries together and has a heavy historical legacy. It is - as Germany used to be - imprinted by its special path between East and West and fear of being encircled by enemies. Although the Building of Civil Society and Democracy in countries in transformation can draw on experiences from the countries already within the EU, there is no primrose path for EU-integration. It is, moreover, an irony that the new member states, as a result of the expectations for post-Communist politics, build institutions of a kind that are no longer sufficiently efficient for “old” Europe. The new countries became a full-scale experiment in rule by experts: now by neo-liberals instead of Communists. A common European public sphere and civil society might emerge, but its form remains visible only at the horizon.

Against this backdrop, it interprets the collapse of the German Democratic Republic in summer/fall 1989 within the framework of Karl Popper's and Ralf Dahrendorf's 'closed society' paradigm. It concludes that the East German system imploded because of pervasive popular disillusion in light of growing contradictions between official rhetoric and actual economic failure. It was not in the interest of the East German population to reform the existing structures but to pursue a quick path towards reunification with the West. Reunification demands were thus not primarily based on patriotic (or nationalist) discourse but on rational political choice.

This book, the first comprehensive study of the politics of protest in postcommunist Central Europe, shows that organized protests not only continued under the new regime but also had a powerful impact on Poland's democratic consolidation. Following the collapse of communism in 1989, the countries of Eastern Europe embarked on the gargantuan project of restructuring their social, political, economic, and cultural institutions. The social cost of these transformations was high, and citizens expressed their discontent in various ways. Protest actions became common events, particularly in Poland. In order to explain why protest in Poland was so intense and so particularized, Grzegorz Ekiert and Jan Kubik place the situation within a broad political, economic, and social context and test it against major theories of protest politics. They conclude that in transitional polities where conventional political institutions such as parties or interest groups are underdeveloped, organized collective protest becomes a legitimate and moderately effective strategy for conducting state-society dialogue. The authors offer an original and rich description of protest movements in Poland after the fall of communism as a basis for developing and testing their ideas. They highlight the organized and moderate character of the protests and argue that the protests were not intended to reverse the change of 1989 but to protest specific policies of the government. This book contributes to the literature on democratic consolidation, on the institutionalization of state-society relationship, and on protest and social movements.
