As a result, the Defense Industrial Base (DIB)'s controlling policies, practices, laws and the Services budgets and requirements priorities do not match present needs. Numerous environmental factors have contributed to this disparity, with the most influential being the rise of a holistic view of security, future unpredictability, the impact of globalization, and changes within the structure of the defense industry. In light of these factors, several important assumptions about the future environment must be made. Our research indicates that a continuation of irregular threats and conflicts will likely occur, and defense budgetary pressures will grow stronger. Concurrently, the rapid growth of technology will continue to complicate how defense issues are approached. All of these issues will be influential factors for twenty-first century defense planning. In order to meet the demands of the future, we recommend that the United States must be able to create an effective, agile, and affordable joint military force by forming a robust, responsive, efficient and innovative DIB. It must also update its policies and practices to permit the effective creation, acquisition management and support of large, complex systems, systems-of-systems and services. To accomplish these goals, decision-makers must consider and overcome several barriers. On the whole, government policies, processes and management of the defense enterprise are not organized in a manner that would effectively facilitate the transition to a twenty-first century military force. Reductions in the DoD acquisition workforce also make transformation a difficult task, as the skills and people required are not available.

In order to meet the critical capability needs of the 21st Century Combatant Commands and joint forces on time and within budget, DoD leadership must take immediate and deliberate action to evolve its current working relationship with Industry to achieve a focused and strategic transformation of its relationship with the National Security Industrial Base of the future. The Task Force developed four primary findings and nine recommendations. While the performance of the National Security Industry will be impacted by changes at DoD, the focus of this Task Force was on the future of the National Security Industry itself.

The challenges encompass the rise of new commitments and missions, the problem of adapting revolutionary information technology, and the evident need to reshape DoD's support systems, processes, and infrastructure. Both the changes and the challenges have made the need for defense reform evident. Numerous studies, commissions, panels, and Congressional reports have revolved around the single issue of transforming the Department to cope with the security needs of the 21st century. This Addendum offers recommendations that focus on structure and process, but here the NSSG also clearly states a vision--a set of desired outcomes--if the Department is to implement these recommendations. Thus, this summary aims to avoid a stovepiped examination of individual recommendations. Rather it offers an overview of the major recommendations and how they mutually reinforce each other to create excellence. This effort suggests seven future DoD outcome-oriented objectives worthy of pursuit that, if implemented, would make a remarkable difference in America's national security posture.

Author of two widely-read books on the defense industry, Jacques Gansler takes a hard look at the need to convert the industry from an inefficient and noncompetitive part of the U.S. economy to an integrated, civilian/military operation. He defines the challenges, especially the influence of old-line defense interests, and presents examples of restructuring. Gansler discusses growing foreign involvement, lessons of prior industrial conversions, the best structure for the next century, current barriers to integration, a three-part transformation strategy, the role of technological leadership, and the critical workforce. He concludes by outlining sixteen specific actions for achieving civil/military integration. In Gansler's view, the end of the Cold War with the former Soviet Union represents a permanent downturn rather than a cyclical decline in the defense budget. He argues that this critical transition period requires a restructuring of the defense acquisitions process to achieve a balance between economic concerns and national security, while maintaining a force size and equipment modernization capable of deterring future conflicts. Gansler argues that for the defense industry to survive and thrive, the government must make its acquisitions process more flexible, specifically by lowering barriers to integration. This includes, among other things, rethinking the production specifications for new equipment and changing bids for contracts from a cost basis to a price basis. Gansler point out that by making primarily political and procedural changes (rather than legislative ones), companies will be able to produce technology for both civilian and military markets, instead of exclusively for one or the other as has been the norm. This dual-use approach would save the government billions of dollars annually and would enable the military to diversify by utilizing state-of-the-art.
