Emphasis has been placed on recording information that was previously not documented. Most of the statewide systems were studied in late 1994, and most of the local systems were studied in early 1995. The scope has been limited to systems that capture, store, and report data on traffic crashes. Statewide systems include those of the Department of Motor Vehicles (DMV), the Department of Transportation (VDOT), the Department of State Police (VSP), the Commission on the Virginia Alcohol Safety Action Program (VASAP), the Office of Emergency Medical Services (OEMS), the Department of Education (DOE), and the Department of Corrections (DOC). Local users such as planning district commissions, a traffic engineering department, and certain representative local law enforcement agencies were also included in the study. Representatives from statewide and local agencies were interviewed concerning how their respective systems processed crash data. Computer printouts, data dictionaries, and other agency-generated information were used in conjunction with the interviews to synthesize descriptions of how data are processed. Virginia's computerized crash records are analyzed from several perspectives. These include the diversity of crash data users and providers, the need for access to crash data, existing documentation of database capabilities, coordination among agencies, sources of duplication of effort, the methods used to collect data, and linkage opportunities. In light of this discussion, recommendations are made to improve crash data utility, accessibility, and accuracy.

Book excerpt: In 2001, a new crash data system, including a new crash data report form, was implemented in an effort to improve the quantity and quality of crash information collected. Several data quality issues emerged following the implementation of this system. This project was developed in order to quantify issues associated with the data collection/storage process, better understand why some of these issues exist, and identify opportunities for improvement. Specifically, five project tasks were undertaken to meet these goals: Task 1: Kick-off meeting with State stakeholders to describe the project and gather input from highway stakeholders from across the Commonwealth; Task 2: Quantitative review of a sample of 2005 police crash reports to identify and quantify problem areas and review systems used by police to submit crash report information; Task 3: Qualitative collection of information from police and crash data users to understand data collection process and problem areas; Task 4: Development of recommendations that might be implemented to improve crash data quality; and Task 5: Briefing for key players regarding findings and recommendations. Based on the information collected throughout this project, a Massachusetts Action Plan was developed to provide the Massachusetts State agencies with identified problem areas and recommendations for strategies to improve these problem areas. Recommendations provided in the action plan include details regarding the problem being addressed, the type of recommendation (systems, training, etc), which agencies should be involved in the implementation of the recommendations, and an estimated timeframe for implementation (short, medium, or long). Recommendations included improved information sharing, development and/or updating of standards for data collection and reporting, police training, and changes to agency operational practices.

Book excerpt: In 2016, Minnesota deployed a state-of-the art electronic crash reporting system to all law enforcement officers across the state. The updated crash report was created with the officer in mind through an extensive usability and design project led by HumanFIRST. Preliminary testing of the new system suggested high user satisfaction but could not determine the extent of the crash data improvement. This study employed a mixed-methods approach to conduct a series of qualitative analyses of the crash data records collected by the legacy crash reporting system and the new MNCrash reporting system. The first analysis compared 360 serious injury and fatal crash reports from 2015 and 2016 and found a year-to-year decrease in mismatching data but a slight increase in missing data. However, overall, the MNCrash system increased the number of data queries, so data access was increased in 2016. The second analysis of serious and fatal injury crashes compared 996 reports sampled from 2015 and 1,572 reports sampled from 2016. The analysis showed a decrease in missing data and a decrease in erroneous data entry in 2016. Finally, the converted 2015 legacy data was analyzed to reveal few errors in the MNCrash conversion process.
