Book excerpt: The COVID-19 outbreak has caused substantial changes in employment outcomes and income distribution. This study aims to examine the negative impacts of COVID-19 on labour market outcomes, particularly emphasizing the gender gap in five countries in the Middle East and North Africa (MENA). The study investigates whether women are more likely to lose their jobs temporarily or permanently, change their main job, and experience reduced working hours or income drops than males during the COVID-19 outbreak. A multivariate probit model is used to estimate the determinants of labour market outcomes simultaneously. The study used the Combined COVID-19 MENA Monitor Household Survey for Egypt, Tunisia, Morocco, Jordan, and Sudan. The current study provides empirical evidence that women were more likely to change their main activity and be permanently laid off than males. The increased childcare and housework responsibilities significantly shaped women's labour market outcomes during the pandemic. The findings of the current study contribute to a better understanding of the impact of COVID-19 on gender inequality in MENA countries that have not been adequately studied. Mitigation policies should target vulnerable groups, especially women who have suffered disproportionately negative effects of COVID-19.

Based on empirical country-level analysis, this volume brings together an international team of contributors seeking to untangle how COVID-19 unfolds across the MENA. The analyses are framed through a contextual adaptation of Ulrich Beck's famous concept of “risk society” that pinpointed the negative consequences of modernity and its unbridled capitalism. The book traces how this has come home in full force in the COVID-19 pandemic. The editors, Larbi Sadiki and Layla Saleh, use the term "Arab risk society". They highlight short-term and long-term repercussions across the MENA. These include socio-economic inequality, a revitalized state of authoritarianism challenged by relentless democratic struggles. Ghanim contends that the inherent violence of gender relations in the Middle East feeds the authoritarianism and political violence that plague public life in the region. In this societal sense, men as well as women may be said to be victims of the structural violence inherent in Middle Eastern gender relations. The author shows that the varieties of physical violence against women for which the Middle East is notorious—honor killings, obligatory beatings, female genital mutilation—are merely eruptions of an ethos of psychological violence and the threat of physical violence that pervades gender relations in the Middle East. Ghanim documents and analyzes the complementary roles of both sexes in sustaining the system of violence and oppressive control that regulates gender relations in Middle Eastern societies. He reveals that women are not only victims of violence but welcome the opportunity to become perpetrators of violence in the married female life cycle of subordination followed by domination. The mother-in-law plays a crucial role in supporting the structure of patriarchal control by stoking tensions with her daughter-in-law and provoking her son to commit sanctioned violence on his wife. The author applies his deep analysis of gender and violence in the Middle East to illuminate the motivational profiles of male and female political suicidalists from the Middle East and the martyrological adulation that they are accorded in Middle Eastern societies.

It also marks the first time that progress on the implementation of the Platform is reviewed in light of the 2030 Agenda for Sustainable Development, adopted in 2015. This report therefore takes an integrated approach to reporting on progress, gaps and challenges related to the advancement of gender equality and women's rights across six dimensions that link the Platform's critical areas of concern and the Sustainable Development Goals. It finds that there have been important gains since the adoption of the Beijing Platform in 1995, but that progress towards gender equality has stalled and even reversed in some areas in recent years. Across the globe women's movements, energized by young feminists at the helm, are challenging slow and piecemeal progress and are impatient for systemic change. World leaders can learn from the ways in which these movements work across silos and political boundaries, seeing their work to advance the rights of women and girls as inextricably linked to the achievement of economic, social and environmental justice for all. The report features their voices that must be heard and acted upon. The report also highlights catalytic policies and programmes under each of the six dimensions as well as a number of cross-cutting strategies that can accelerate the implementation of the entire Platform for Action for this generation and the next.

As well as challenging the prevailing stereotypes of the Middle Eastern and North African women, the book aims to highlight the element of diversity which characterises the lives of these women and the regions to which they belong. The sense that most of the Middle Eastern and North African countries are Muslim does confer a common identity, a distinction from others that may serve to bridge wide social, cultural, and economic differences among them. However, it is also important to stress that significant elements other than Islam contribute to the making of MENA societies and women’s cultural identities. This book was published as a special issue of the British Journal of Middle Eastern Studies.
