Book excerpt: Presents the report of a project to compile information and consult on issues that should be addressed in eventual guidelines for how courts in British Columbia could be made more comfortable, hospitable, and accessible to children and other vulnerable witnesses, and how better courthouse design could assist witnesses in communicating their evidence more effectively. Information in the report comes from a literature review, suggestions from an advisory committee, and interviews with knowledgeable persons. After the introduction, chapter 2 reviews arguments about vulnerable witnesses and court design, setting out two major directions for court reform: one emphasizes changes to court design, the other changes to court practice. Chapter 3 reviews obstacles that child witnesses face and illustrates how these have been addressed in ways that represent minor changes or additional supports that fit relatively easily within the existing court culture. Chapter 4 considers more substantial changes, such as video testimony, closed circuit television, and radically redesigned courts. Chapter 5 notes ways in which other populations of vulnerable witnesses, such as those with disabilities, parallel those of child witnesses. The final chapter considers the importance of user input into court planning and the limited availability of resources as additional factors affecting the direction and rate of court reform and facilities improvement.
