Book excerpt: How do international organizations support local peacebuilding? Do they really understand conflict? Partners in Peace challenges the global perceptions and assumptions of the roles played by civil society in peacebuilding and offers a radically new perspective on how international organizations can support such efforts. Framing the debate using case studies from Africa and Central America, the author examines different meanings of peacebuilding, the practices and politics of interpreting conflict and how planned interventions work out. Comparing original views with contemporary perceptions of non-state actors, Partners in Peace includes many recommendations for NGOs involved in peacebuilding and constructs a new understanding on how these possible solutions relate to politics and practices on the ground. Concise in both theoretical and empirical analysis, this book is an important contribution to our understanding of civil society's role in building sustainable peace.

Available in PDF, EPUB and Kindle. Book excerpt: In 2003, the United Nations adopted a common rights-based approach to development in their efforts to promote an international standard of human rights throughout the world. The approach emphasizes economic, social, and cultural rights, but plays down the role of civil and political rights in development. Intergovernmental and non-governmental agencies operate only at the invitation and sufferance of their hosts, and states retain full sovereignty and control over their territory; and the direct promotion of civil and political rights by foreign organizations has seemed beyond the ability of multilateral development agencies. But as Development and Human Rights shows, UN agencies have begun to take on a remarkable set of development priorities that, while carefully circumscribed and defined, constitute greater involvement in a state's internal affairs than anyone would have considered in the past. In this book, Joel E. Oestreich presents the first full-length study of how international agencies evaluate the rights situation in a single country, and the first study to look at both the good and the bad in a rights-based approach. It looks particularly at the human rights challenges faced in India, considering the work of five UN agencies: UNICEF, the UN Development Programme, the World Bank, the UN Fund for Population Activities, and UN Women. Over the course of the book, Oestreich summarizes how the UN navigates this difficult political terrain, and how effectively these policies are being implemented. Development and Human Rights ultimately considers how rights-based approaches fit in the traditional discourse on human rights, and the ability of these agencies to initiate meaningful change on state behavior in the rights arena.

Available in PDF, EPUB and Kindle. Book excerpt: The United Nations World Water Development Report, published every three years, is a comprehensive review providing an authoritative picture of the state of the world's freshwater resources. It offers best practices as well as in-depth theoretical analyses to help stimulate ideas and actions for better stewardship in the water sector. It is the only report of its kind, resulting from the collaboration and contributions of the 26 UN agencies, commissions, program, funds, secretariats and conventions that have a significant role in addressing global water concerns. The news media are full of talk of crises - in climate change, energy and food and troubled financial markets. These crises are linked to each other and to water resources management. Unresolved, they may lead to increasing political insecurity and conflict.Water is required to meet our fundamental needs and rising living standards and to sustain our planets fragile ecosystems. Pressures on the resource come from a growing and mobile population, social and cultural change, economic development and technological change. Adding complexity and risk is climate change, with impacts on the resource as well as on the sources of pressure on water. The challenges, though substantial, are not insurmountable. The Report shows how some countries have responded. Progress in providing drinking water is heartening, with the Millennium Development Goal target on track in most regions. But other areas remain unaddressed, and after decades of inaction, the problems in water systems are enormous and will worsen if left unattended.Leaders in the water sector can inform decisions outside their domain and manage water resources to achieve agreed socioeconomic objectives and environmental integrity. Leaders in government, the private sector and civil society determine these objectives and allocate human and financial resources to meet them. Recognizing this responsibility, they must act now!Two volume set: 336 + 96 pages (case studies). Includes CD-ROM.Published jointly with UNESCO Publishing.

Available in PDF, EPUB and Kindle. Book excerpt: The Third African Sanitation and Hygiene Conference was held in Kigali, Rwanda in July 2011. It was hosted by the Government of the Republic of Rwanda, and the African Ministers Council on Water. The meeting attracted extraordinary interest: over 1000 people registered and nearly 900 people attended from a total of 67 countries, including representatives of 42 African countries. The content of AfricaSan 3 was aligned with the needs of countries as defined in country preparation meetings which took place in advance. AfricaSan 3 looked to address the country needs and to commitments and country action planning. Different groups (ministers, civil society, local government, utilities, and donors) committed to actions to support the goals of AfricaSan. The goal of the AfricaSan process is to support countries to achieve the Millennium Development Goal, (MDG) for sanitation and hygiene. This book is freely available to download electronically from the IWA Publishing site Sanitation and Hygiene in Africa: Where do We Stand? takes stock of progress made by African countries through the AfricaSan process since 2008 and the progress needed to meet the MDG on sanitation by 2015 and beyond. This book addresses priorities which have been identified by African countries as the key elements which need to be addressed in order to accelerate progress. • Reviews progress on implementing the eThekwini Declaration to meet the MDG for sanitation and progress generally in Africa. It analyses what is needed to accelerate the rate of access to sanitation in Africa. • Shares advances in the evidence base on sanitation and hygiene in Africa to be able to assist decision-makers to overcome key blockages in implementing large-scale sanitation and hygiene programs. • Raises the profile of sanitation and hygiene as a determinant of sustainable development in order to strengthen leadership and advocacy for sustained sanitation and behavior changes. This book is essential reading for government staff from Ministries responsible for sanitation, sector stakeholders working in NGOs, CSOs and agencies with a focus on sanitation and hygiene and water and Sanitation specialists. It is also suitable for Masters courses in water and sanitation and for researchers and the donor community.
