The author suggests that Army planners should view TMD not just as a simple tactical problem, but as an exercise that has important political and strategic ramifications that cut to the core of U.S. efforts to create and maintain international coalitions. A factor that will shape the political and military effectiveness of TMD is the resolution of the strategic problem of integrating counterforce options, active defenses and passive defenses. He argues that instead of developing strategy on an ad hoc basis, the philosophy that influences the U.S. Navy's approach to anti-submarine warfare (ASW) might serve as a guide to counterforce operations against mobile missiles. Counterforce attacks would reduce the tactical problem faced by Patriot crews, improving the overall performance of TMD. He also notes that an ASW approach to counterforce should help the United States achieve its political objectives of alliance formation and deterrence in the face of regional aggression. To maximize effectiveness, theater missile defense (TMD) should include counterforce options, active defenses and passive defenses. During the Gulf War, however, the integration of these three elements occurred on an ad hoc basis. To increase the political, strategic and tactical effectiveness of existing defensive systems in wartime, Army planners should integrate the three elements of TMD into an overall strategy. This report describes how the philosophy that influenced anti-submarine warfare (ASW) operations can be used to guide counterforce attacks against mobile missiles, thereby improving theater missile defenses. It explains why an ASW approach to counterforce is superior to just attacking an opponent's missile infrastructure. It also explains why this type of counterforce strategy can be based on preemption not preventive war. The impact of ASW counterforce operations are also evaluated in terms of the stability-instability paradox, crisis stability, alliance relations and deterrence.

The thesis begins with an introductory chapter asking the stated question in context, presenting the methodology used, and summarizing the proposals given at the end of the treatment. The methodological approach to this thesis involves historical and literature reviews, interviews, and a qualitative comparison of current and proposed weapons systems, capabilities, and doctrine. Broad strategic options, not specific tactical systems, are the focus of this study. The second chapter reviews milestones of missile and anti-missile, diplomatic, and political history to establish a basis for how we arrived at the present situation. Next, the third chapter reviews the current theater ballistic missile (TBM) and weapons of mass destruction (WMD) threat situation. Also, an overview of contemporary political and military reasoning is presented to provide a baseline of support for the critical need of an integrated joint and multi-layered TMD. The fourth chapter compares current and near-term Anti-Missile systems and programs, identifies a near-term Anti-Missile Capabilities Gap, and distills the plethora of situational information to four succinct implications. Finally, the last chapter provides and analyzes four proposals for possible actions that the USAF can take to answer the thesis question while taking into account the implications of the current and near-term TBM situation. Overall, this thesis recommends a philosophical shift to one in which USAF near-term Attack Operations (AO) and BMC4I integration are considered as part of an air and space power Anti-Missile Offensive Counterair effort, not simply an adjunct to a ground-force driven TMD paradigm.

At that time, since no joint doctrine for Theater Missile Defense (TMD) employment existed, the Commander in Chief decided what would be protected and how best to employ limited TMD assets. It became apparent rather soon in the conflict that TMD was a joint mission. Not only were Army Patriot missiles employed on the ground, but Air Force fighters flew thousands of sorties in search and attack operations against mobile Scud launchers, Air Force Defense Support Program (DSP) satellites provided important warning and cueing information, and Navy Aegis-equipped ships also tracked the flight of enemy ballistic missiles. The purpose of this paper is to examine the role of theater ballistic missile defense in U.S. theater, or operational, strategy. At the time of this writing, there exists in draft form a "Doctrine for Joint Theater Missile Defense," which attempts to set forth doctrine governing joint TMD activities; consequently, much attention is paid to this draft document in this analysis. What this essay tries to do is go one step beyond doctrine to examine the considerations necessary for employing TMD during the various operational phases of conflict. While focusing primarily on the operational level, some background is presented on the role of TMD in U.S. National Military Strategy. As defined in Draft Joint Pub 3-01.5, JTMD is composed of four integrated operations. Also in the same document, the term "Theater Missile" is applied to ballistic missiles, air-to-surface missiles, and air-, land-, and sea-launched cruise missiles whose targets are within a given theater of operation. This paper deals exclusively with the ballistic missile threat. Moreover, the analysis focuses primarily on the active defense component of joint TMD operations.

The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."
