Book excerpt: The Home Affairs Committee states in a report published today (HCP 311, session 2009-10, ISBN 9780215545060) that the wider introduction of full-body scanners is a welcome development in airport security. It states though that the Government's position of adopting "proportionate" measures is a euphemism for adopting a wholly reactive stance and waiting for terrorists to demonstrate their new capabilities before implementing improved security measures. In view of the ongoing terrorist threat to airline passengers and staff the Committee urge the Government to constantly look for further technological measures to improve airport security. The Committee is satisfied that the privacy concerns that have been expressed in relation to these devices are overstated and that privacy concerns should not prevent the deployment of scanners, but is concerned at the delay in the introduction of other security devices such as hand-held Electronic Trace Detection equipment. The Committee also says that the Government should be wary of relying on one make or model of equipment and where possible conceal the technical specifications of equipment away from the public gaze. Also international standards in aviation security must be made more stringent and more must be done to tackle terrorism at the source. The Committee also raises concerns at the institutional separation of airport security from wider counter-terrorism measures.

This handbook comprehensively surveys how the law has been deployed in all aspects of counter-terrorism. It provides an authoritative and critical analysis of counter-terrorism laws in domestic jurisdictions, taking a comparative approach to a range of jurisdictions, especially the UK, the US, Australia, Canada, and Europe. The contributions to the book are written by experts in the field of terrorism law and policy, allowing for discussion of a wide range of regulatory responses and strategies of governance. The book is divided into four parts, reflective of established counter-terrorism strategic approaches, and covers key themes such as: Policing and special powers, including surveillance Criminal offences and court processes Prevention of radicalisation and manifestations of extremism Protective/preparative security The penology of terrorism In addressing counter-terrorism laws across a broad range of topics and jurisdictions, the handbook will be of great interest and use to researchers, students and practitioners in criminal law, counter-terrorism, and security studies.

Book excerpt: This book considers some of the most notable aspects of the legal response to the "war on terror" post- 9/11 and the use of technology to support them. It examines the shift from a criminal justice response to the creation of a parallel preventive system running in tandem with it. This system has tended to veer away from the commission of criminal offences or adherence to ordinary criminal justice safeguards. Such a preventive strategy relies on targeting terrorist suspects – those who it is thought may in future commit terrorist acts – and curbing their actions with the aim of preventing terrorist activity before it occurs. The book further considers the role that surveillance plays in the counter-terrorist efforts of state or non-state actors. It also evaluates the counter-productive effects that many of these measures have had. This book was originally published as a special issue of International Review of Law Computers & Technology.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 2003, this account of the anti-terrorist measures of London's financial district and the changes in urban security after 9/11 has been revised to take into account developments in counter-terrorist security and management, particularly after the terrorist attack in London on July 7th 2005. It makes a valuable addition to the current debate on terrorism and the new security challenges facing Western nations. Drawing on the post-9/11 academic and policy literature on how terrorism is reshaping the contemporary city, this book explores the changing nature of the terrorist threat against global cities in terms of tactics and targeting, and the challenge of developing city-wide managerial measures and strategies. Also addressed is the way in which London is leading the way in developing best practice in counter-terrorist design and management, and how such practice is being internationalized.

Book excerpt: Controlling national borders has once again become a key concern of contemporary states and a highly contentious issue in social and political life. But controlling borders is about much more than patrolling territorial boundaries at the edges of states: it now comprises a multitude of practices that take place at different levels, some at the edges of states and some in the local contexts of everyday life – in workplaces, in hospitals, in schools – which, taken together, construct, reproduce and contest borders and the rights and obligations associated with belonging to a nation-state. This book is a systematic exploration of the practices and processes that now define state bordering and the role it plays in national and global governance. Based on original research, it goes well beyond traditional approaches to the study of migration and racism, showing how these processes affect all members of society, not just the marginalized others. The uncertainties arising from these processes mean that more and more people find themselves living in grey zones, excluded from any form of protection and often denied basic human rights.

Available in PDF, EPUB and Kindle. Book excerpt: In September 2001, the world witnessed the horrific events of 9/11. A great deal has happened on the counterterrorist front in the 20 years since. While the terrorist threat has greatly diminished in Northern Ireland, the events of 9/11 and their aftermath have ushered in a new phase for the rest of the UK with some familiar, but also many novel, characteristics. This ambitious study takes stock of counterterrorism in Britain in this anniversary year. Assessing current challenges, and closely mirroring the ‘four Ps’ of the official CONTEST counterterrorist strategy – Protect, Prepare, Prevent, and Pursue – it seeks to summarize and grasp the essence of domestic law and policy, without being burdened by excessive technical detail. It also provides a rigorous, context-aware, illuminating, yet concise, accessible, and policy-relevant analysis of this important and controversial subject, grounded in relevant social science, policy studies, and legal scholarship. This book will be an important resource for students and scholars in law and social science, as well as human rights, terrorism, counterterrorism, security, and conflict studies.
