Book Synopsis Governing the Fragmented Metropolis by : Christina D. Rosan
Download or read book Governing the Fragmented Metropolis written by Christina D. Rosan and published by University of Pennsylvania Press. This book was released on 2016-10-18 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today the challenges facing our nation's metropolitan regions are enormous: demographic change, aging infrastructure, climate change mitigation and adaptation, urban sprawl, spatial segregation, gentrification, education, housing affordability, regional equity, and more. Unfortunately, local governments do not have the capacity to respond to the interlocking set of problems facing metropolitan regions, and future challenges such as population growth and climate change will not make it easier. But will we ever have a more effective and sustainable approach to developing the metropolitan region? The answer may depend on our ability to develop a means to govern a metropolitan region that promotes population density, regional public transit systems, and the equitable development of city and suburbs within a system of land use and planning that is by and large a local one. If we want to plan for sustainable regions we need to understand and strengthen existing metropolitan planning arrangements. Christina D. Rosan observes that policy-makers and scholars have long agreed that we need metropolitan governance, but they have debated the best approach. She argues that we need to have a more nuanced understanding of both metropolitan development and local land use planning. She interviews over ninety local and regional policy-makers in Portland, Denver, and Boston, and compares the uses of collaboration and authority in their varying metropolitan planning processes. At one end of the spectrum is Portland's approach, which leverages its authority and mandates local land use; at the other end is Boston's, which offers capacity building and financial incentives in the hopes of garnering voluntary cooperation. Rosan contends that most regions lie somewhere in between and only by understanding our current hybrid system of local land use planning and metropolitan governance will we be able to think critically about what political arrangements and tools are necessary to support the development of environmentally, economically, and socially sustainable metropolitan regions.

Book excerpt: In times of rapid change and unpredictability the European Union’s role in the world is sorely tested. How successfully the EU meets challenges such as war, terrorism and climate change, and how effectively the Union taps into opportunities like mobility and technological progress depends to a great extent on the ability of the EU’s institutions and member states to adopt and implement a comprehensive and integrated approach to external action. This Research Handbook examines the law, policy and practice of the EU’s Common Foreign and Security Policy, including the Common Security and Defence, and gauges its interactions with the other external policies of the Union (including trade, development, energy), as well as the evolving political and economic challenges that face the European Union.

Book Synopsis The Law of the Single European Market by : Catherine Barnard
Download or read book The Law of the Single European Market written by Catherine Barnard and published by Bloomsbury Publishing. This book was released on 2002-06-28 with total page 454 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited collection explores the legal foundations of the single market project in Europe, and examines the legal concepts and constructs which underpin its operation. While an apparently well-trodden area of EU law, such is the rapid evolution of the European Court's case law that confusion persists as to the meaning of core concepts. The approach adopted is a thematic one, with each theme being explored in the context of the different freedoms. The themes covered include discrimination, horizontality, mutual recognition, market access, pre-emption and harmonization, enforcement, mandatory requirements, flexibility, subsidiarity and proportionality. Separate chapters explore the link between competition law and the single market, the rapidly evolving case law on capital, and the external dimension of the single market. Contributors also address the WTO dimension, and its important implications for the single market project in Europe.

Book Synopsis International Organizations and Military Affairs by : Hylke Dijkstra
Download or read book International Organizations and Military Affairs written by Hylke Dijkstra and published by Routledge. This book was released on 2016-02-05 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the UN Department of Peacekeeping Operations to the NATO International Staff and the European External Action Service, international bureaucrats make decisions that affect life and death. In carrying out their functions, these officials not only facilitate the work of the member states, but also pursue their own distinct agendas. This book analyzes how states seek to control secretariats when it comes to military operations by international organizations. It introduces an innovative theoretical framework that identifies different types of control mechanisms. The book presents six empirical chapters on the UN, NATO, and EU secretariats. It provides new data from a unique dataset and in-depth interviews. It shows that member states employ a wide range of control mechanisms to reduce the potential loss of influence. They frequently forfeit the gains of delegation to avoid becoming dependent on the work of secretariats. Yet while states invest heavily in control, this book also argues that they cannot benefit from the services of secretariats and keep full control over outcomes in international organizations. In their delegation and control decisions, states face trade-offs and have to weigh different cost categories: the costs of policy, administrative capacity, and agency loss. This book will be of interest to scholars, postgraduates, and officials in international organizations and national governments, dealing with questions of international political economy, security studies, and military affairs.

Book Synopsis Evolution of Dam Policies by : Waltina Scheumann
Download or read book Evolution of Dam Policies written by Waltina Scheumann and published by Springer Science & Business Media. This book was released on 2014-03-11 with total page 365 pages. Available in PDF, EPUB and Kindle. Book excerpt: The World Commission on Dams (WCD) report (2000) “Dams and Development: A New Framework for Decision-Making” set a landmark in the ongoing controversy over large dams. Now that more than ten years have passed, one has to realize that the WCD norms matter. However, their real chance of becoming implemented relies on whether their core values, strategic priorities and guidelines are accepted by national decision-makers and are translated into official policies and practices. The book’s major concern is whether the big hydropower states have improved their standards for environment and resettlement, and whether international standards are applied or exist only on paper. The introductory and synthesis chapters present the methodological approach and discuss the findings. Other chapters analyze changes in dam policies in the big hydropower states Brazil, China, India and Turkey; the role of non-governmental organizations in advocating against the Turkish Ilisu Dam project on the Tigris River; the strategies of International Rivers and World Wildlife Fund for Nature in the global hydropower game; the policies of the German government and its positioning in the dam debate, and the engagement of Chinese actors in building the Bui Dam (Ghana) and the Kamchay Dam (Cambodia).
