Book excerpt: From the back cover: This study examines the recent growth in public sector services, the characteristics of the output, methods of delivery, the structure of and compensation for employment and teh debate on productivity in the public sector. While the public sector is large, the analysis here shows clearly that overall, the service delivery component of the public sector is relatively smaller today than it was five years ago. Wages in the public sector have, in some instances, increased much more rapidly than in the private sector. In other cases, growth has been slower. This study also concludes that given the present state of knowledge about public sector production functions, there is no basis for accepting the often referred to notion that public expenditures are unproductive. Finally, the discussion on the characteristics of public services suggests that many functions of governement are possible candidates for private sector provision although much of the financing should remain in the hands of the government.
