Book excerpt: Urban transportation problems abound across America, including jammed highways during rush-hours, deteriorating bus service, and strong pressures to build new rail systems. Most solutions attempt either to increase transportation capacity (by building more roads and expanding mass transit) or to manage existing capacity (through HOV restrictions, exclusive bus lanes, and employer-based policies such as flexible work hours). This book develops an alternative solution to urban transportation problems based on economic analysis, but well aware of the political constraints on policymakers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system. Facing fewer operating restrictions, greater economic incentives, and stronger competitive pressures, private suppliers could substantially improve the efficiency of urban operations and offer services that are more responsive to the needs of all types of travelers. The authors conclude that policymakers have bestowed huge benefits on the public by allowing the private sector to play a leading and unencumbered role in the provision of intercity transportation. Public officials should take the next step and allow the private sector to play a leading role in the provision of urban transportation.

Book excerpt: This comprehensive explanation of the U.S. government's role in economics will be an eye-opener for anyone who wants to understand exactly what the government does—and doesn't do—in this most critical area. Most people, including many economists, are not aware of the great variety of crucial tasks and invaluable analyses undertaken by government economists. This three-volume set will fill that gap with an all-encompassing overview of the major economics-related work the government performs across all of its agencies and offices. With 45 chapters written by 61 leading experts, the work covers every major topic in government economics, including such diverse areas as monetary policy, defense spending, social assistance, international trade, antitrust, and environmental protection. In addition to entries by those who teach economics, the compendium also features candid observations from government insiders to help readers grasp how things really work. But readers will not only gain insight into specific fields and topics, they will also be able to better understand the big picture and how its pieces fit together. This unique and far-reaching set often challenges conventional wisdom even as it presents a novel synthesis of the government's research, analysis—and actions.

Book excerpt: This comprehensive survey of transportation economic policy pays homage to a classic work, Techniques of Transportation Planning, by renowned transportation scholar John R. Meyer. With contributions from leading economists in the field, it includes added emphasis on policy developments and analysis. The book covers the basic analytic methods used in transportation economics and policy analysis; focuses on the automobile, as both the mainstay of American transportation and the source of some of its most serious difficulties; covers key issues of urban public transportation; and analyzes the impact of regulation and deregulation on the U.S. airline, railroad, and trucking industries. In addition to the editors, the contributors are Alan A. Altshuler, Harvard University; Ronald R. Braeutigam, Northwestern University; Robert E. Gallamore, Union Pacific Railroad; Arnold M. Howitt, Harvard University; Gregory K. Ingram, The Wold Bank; John F. Available in PDF, EPUB and Kindle. Book excerpt: This introductory but innovative textbook on the economics of cities is aimed at students of urban and regional policy as well as of undergraduate economics. It deals with standard topics, including automobiles, mass transit, pollution, housing, and education but it also discusses non-standard topics such as segregation, water supply, sewers, garbage, fire prevention, housing codes, homelessness, crime, illicit drugs, and economic development. Its methods of analysis are primarily verbal, geometric, and arithmetic. The author achieves coherence by showing how the analysis of various topics reinforces one another. Thus, buses can tell us something about schools and optimal tolls about land prices. Brendan O'Flaherty looks at almost everything through the lens of Pareto optimality and potential Pareto optimality--how policies affect people and their well-being, not abstract entities such as cities or the economy or growth or the environment. Such traditionalism leads to radical questions, however: Should cities have police and fire departments? Should tax preferences for home ownership be repealed? Should public schools charge for their services? O'Flaherty also gives serious consideration to such heterodox policies as pay-at-the-pump auto insurance, curb rights for buses, land taxes, marginal cost water pricing, and sidewalk zoning.

Book excerpt: This new edition of the seminal textbook The Economics of Urban Transportation incorporates the latest research affecting the design, implementation, pricing, and control of transport systems in towns and cities. The book offers an economic framework for understanding the societal impacts and policy implications of many factors including congestion, traffic safety, climate change, air quality, COVID-19, and newly important developments such as ride-hailing services, electric vehicles, and autonomous vehicles. Rigorous in approach and making use of real-world data and econometric techniques, the third edition features a new chapter on the special challenges of managing the energy that powers transportation systems. It provides fully updated coverage of well-known topics and a rigorous treatment of new ones. All of the basic topics needed to apply economics to urban transportation are included: Forecasting demand for transportation services under various conditions Measuring costs, including those incurred by users and incorporating two new tools to describe congestion in dense urban areas Setting prices under practical constraints Evaluating infrastructure investments Understanding how private and public sectors interact to provide services Written by three of the field’s leading researchers, The Economics of Urban Transportation is essential reading for students, researchers, and practicing professionals in transportation economics, planning, engineering, or related disciplines. With a focus on workable models that can be adapted to future needs, it provides tools for a rapidly changing world.

Available in PDF, EPUB and Kindle. Book excerpt: A critical analysis of public policy decisions requires a far greater depth of knowledge than can be received from news reports and political speeches. Issues such as how best to reduce traffic congestion, reduce acid rain, improve airline safety or develop a parcel of land are better understood by organizing, measuring and weighing the effects of alternative policies. The Economic Analysis of Public Policy, now in its second edition, is the ideal introduction to benefit-cost analysis, the economics of efficiency, risk analysis and present value, and is suitable for those with only a modest background in mathematics and economics. This brand new edition of the book has been rigorously updated throughout in terms of examples and data references, issues covered, and layout and pedagogical features. Key concepts are reinforced through multiple problems and discussion questions within each chapter. This latest edition contains extra material on loss aversion, global warming, technology, and US health care reform, as well as a wider range of international examples. Extra tables have been included in order to clarify more complicated issues. Instructors will also benefit from the new companion website, which will offer power point presentations, answers to end of chapter questions, and a test bank. This textbook encourages its readers to understand and apply key concepts whilst also learning to appreciate policy analysis as part of an interdisciplinary, analytical, and political process that can lead to better government policy decisions. It is an ideal teaching tool for undergraduate and postgraduate students engaged in Public Administration, Public Economics, and Public Policy.
