Book excerpt: This report describes research into the use of alternative materials and processes to reduce material and labor costs while also looking at the influence of these choices on the life cycle costs of the vessel. The research, sponsored by the National Shipbuilding Research Program (NSRP), looks specifically at increased use of fiberglass and plastic pipe, adhesives, and flexible and rubber hose as areas where cost and producibility gains may be found. Cost comparisons between traditional and alternative methods are presented as well as applicability to regulatory and classification society requirements. For each of the subject focus areas of fiberglass and plastic pipe, adhesives, and flexible and rubber hose, traditional methods and materials are questioned, and alternatives are evaluated. The regulatory and classification policies on fiberglass and plastic pipe, and on flexible and rubber hose, became fairly well established between the time research was envisioned and the time it actually began. The technology in these two areas was already established, so that part of the research centered on a cost-benefit analysis. The adhesives area seemed to be the most promising in the area of labor savings and the least addressed by specific regulatory and classification policies. Adhesives bonding is an alternate means for mechanical fastening and welding of nonstructural and noncritical shipboard items. The research then centered on the choice of adhesives that offered the best combination of holding power and ease of application without some of the negative attributes of volatile compounds or excess preparation. Shock testing also was conducted. Practical regulatory concerns for the performance of the adhesives in a fire seemed to dominate consideration of their application. All three alternative areas offer reduced material cost and labor for installation compared to traditional methods. Life cycle cost projections are similarly promising.

Book excerpt: This document was originally intended to be a pilot study of the hidden costs facing U.S. shipyards in the process of "economically converting" from almost entirely military ship construction to designing and building commercial ships for the international market. The project evolved after many budgetary and other delays, with Avondale as the U.S. Pilot yard and Kvaerner Masa Marine s access to the working structure of Northern European yards. The result was an analysis of North American shipyards compared with Northern European yards in the design, construction and overall management and work organization of building commercial ships for the international market. Origin of Study: The need for a study is identified by The Shipbuilders Council of America (SCA) in August 1990 at a Shipbuilding Committee meeting. The SCA staff developed the NSRP Project Abstract. The SNAME Production Committee Panel SP-5 - Innovation in Human Resource Management, adopted the project. After long funding delays, American Management Systems (AMS) wins the study contract in 1995. AMS adds Kvaerner Masa Marine (KMM) and SPAR Associates to the team. Insights into Kvaerner's Finnish and Norwegian Yards is added. Avondale is the pilot shipyard partner. Saint John Shipbuilding Limited has been added to the study to provide a more North American perspective with a Canadian shipbuilding cost model. Purpose: The overall objective of this study is to conduct an analysis and provide a pilot study report that identifies, measures and provides guidance to U.S. shipyards to reduce the hidden costs which are caused by bad practices instilled in the U.S. shipyards by previous government ship construction work. These difficult to evaluate costs are a legacy left to North American shipyards which in the U.S. have been constructing military ships for over 25 years operating under the regulations imposed by mostly government contracts. i.

Book excerpt: The National Shipbuilding Research Program and, in particular, the SP-1 and SP-3 panels have long recognized the economic and environmental significance of surface preparation and coating in the building of ship. While the SP-1 panel has routinely sought to make environment the priority, the SP-3 panel has regularly sought various ways to reduce overall costs, while increasing productivity. In December 1999, the SP-3 Technology Panel reported in its State of the Art Report that "the surface preparation and painting of ships is still one of the most labor-intensive parts of shipbuilding and ship repair (6). In its search for the major cost drivers for paint shops, the panel found that " a significant amount of labor hours is being spent for simple activities like brush painting and clean up of spent abrasive." One report author suggested that "on average, approximately 15% of the paint shop's budget is being spent on job site clean up, with one shipyard estimating their cost was 48% of their labor budget." The author went on to say that the general feeling among the yards surveyed for the panel's 1999 report was that "while job site clean up is a nuisance cost, it's not as big an issue at this time as surface preparation and paint application the areas where most paint shops would like to invest more money in order to reduce their overall cost." With the publication of The Shipyard State of the Art Report (May 2000), however, those simple activities were now contributing to bigger issues and provoking new thinking about how paint shops do business: "Surface preparation and costing activities in US shipyards continue to be challenged by a variety of issues. Perhaps the greatest impact has been through constraints imposed by federal and state environmental regulations" (53). As evidenced in the 1999 report, surface preparation technology was driven by economic considerations. Now the technology is driven equally by environmental expectations.

This procedure has been incorporated into the Ship Structural Cost Program (SSCP) to provide a means of rapidly estimating structural cost for ship structures. In this form SSCP provides a three-phase cost analysis where the shop erection and field installation procedures are included in Phases 2 and 3 and the panel/grillage shop assembly procedures are included in Phase 1. The overall aim of our cost program is to develop a cost/weight tradeoff tool that has the capability of performing weight/cost optimization tradeoff studies. This information will become useful for Navy research and design communities in assessing high cost areas in the new ship construction, identification of optimum plate-beam combinations with respect to cost and/or weight, and the identification of materials and design details which tend to reduce cost.
