Now, government policy makers are putting decision science to the test. Recent government actions encourage and in some cases require government decisions to be evaluated using formally defined principles 01' rationality. Will decision science pass tbis test? The answer depends on whether analysts can quickly and successfully translate their theories into practical approaches and whether these approaches promote the solution of the complex, highly uncertain, and politically sensitive problems that are of greatest concern to government decision makers. The future of decision science, perhaps even the nation's well-being, depends on the outcome. A major difficulty for the analysts who are being called upon by government to apply decision-aiding approaches is that decision science has not yet evolved a universally accepted methodology for analyzing social decisions involving risk. Numerous approaches have been proposed, including variations of cost-benefit analysis, decision analysis, and applied social welfare theory. Each of these, however, has its limitations and deficiencies and none has a proven track record for application to govern ment decisions involving risk. Cost-benefit approaches have been exten sively applied by the government, but most applications have been for decisions that were largely risk-free.

The second part determines factors, which must be considered in the decision-making process. In addition, four scenarios of decisions will be provided and analysed. One of the main objectives of an organisation is to minimise the cost of production and to control the costs as they are limited resources within a business (Gupta, 2010). Management accounting literature provides several tools in order to achieve these objectives. In this context, the system for collecting and reporting revenue and cost information by areas of responsibility is called responsibility accounting (Siegel & Shim, 2006). It is based on the assumption that managers should be held responsible for their performance. A well-designed responsibility accounting system integrates responsibility centers within the organisation. In addition, responsibility centers are units within the organization, which have control over costs and revenues (Siegel & Shim, 2006). There are different types of responsibility centers such as profit centers, investment centers, revenue centers and cost centers. In the following report, the focus is on cost centers. Here, a variance analysis based on standard costing is a performance measure of a cost center (Siegel & Shim, 2006). In addition, a standard costing system is a useful tool facilitating decision-making.

Marginal costing is a costing technique in which only variable manufacturing cost are considered and used while valuing inventories and determining the cost of goods sold. That is, only variable manufacturing costs are considered product cost and are allocated to products manufactured. Absorption cost also known as full costing is a costing technique in which all manufacturing costs, variable and fixed are considered as cost of production and are used in determining the cost of goods manufactured and inventories. All manufacturing costs are fully absorbed in to finished goods. Traditional absorption costing systems have long been subject to criticism. Two long-standing issues have been the choice of appropriate overhead recovery rates and secondly the controversy about the need to allocate overheads at all. During the last two decades the problems of traditional absorption costing and marginal costing were again brought under the spotlight. The paper extends the previous research and literature review that investigate marginal and absorption costing methods whose obviously each have their supporters and arguments both in favor of and against each method.
