The sub-prime crisis and ensuing credit crunch are only the latest in a long run of global financial crises that wreak social havoc and force us to consider alternative possibilities for global finance. By defining cosmopolitanism and analysing how cosmopolitan ideas can increasingly provide an account of the governance of global finance, Brassett examines whether global finance can be regulated so as to provide cosmopolitan values like social security, equality and democratic accountability. It suggests that such an exercise is not adequately resourced by existing theoretical approaches to critical IPE and instead develops a new pragmatic approach based on the thought of Richard Rorty. Combining ethical theory with empirical analysis, it focuses on the Tobin Tax – (a proposal to place a small levy on foreign currency transactions to dampen speculation and raise vast revenues) – and explores whether it could underpin more cosmopolitan forms of global financial governance. This book situates cosmopolitan ideas in the extant dilemmas and indeterminacies of global ethics, suggesting alternatives where possible. It will be of interest to students and scholars of international ethics, global governance, global civil, international relations, international political economy, global finance, public policy, critical theory, political theory and philosophy.

The rapid spread of the crisis across borders and the complexity of these cross-border linkages highlighted the importance for authorities of working together in responding to the crisis. This book examines the transnational response that relied heavily on a set of relatively informal transnational regulatory groupings that had been constructed over previous decades. During the crisis these arrangements were made stronger and more inclusive, but they remain very complex. Thousands of pages of new rules have been created by various transnational bodies, and the implementation of these rules relies heavily on domestic law and regulation and private rules and practices. This book analyses this complex response, showing that its overly technical and incremental character, the persistence of tensions between transnational processes and state-centred politics, and the ongoing power of private actors, have made the regulatory response fall short of what is needed. Transnational Financial Regulation after the Crisis provides new insights that are relevant for theory and practice, not only for transnational financial regulation, but for global governance more generally.

This book develops three theoretical themes of assemblage, functionality, and power as enrolment. These themes challenge approaches that treat financial power as emanating from a single location or force. Whilst existing approaches tend to treat TFAs as irrelevant or as merely transmitting power originating elsewhere, this book argues that power must be created by painstakingly assembling actors, networks, and objects that are often quite autonomous and working at cross purposes to one another—a process in which TFAs play a central role. Book excerpt: Coalitions of consumer groups, NGOs, and trade unions have traditionally been considered politically weak compared to well-organized and resourceful financial sector groups which dominate or "capture" financial regulatory decisions. However, following the 2008 financial crisis, civil society groups have been seen to exert much more influence, with politicians successfully implementing financial reform in spite of industry opposition. Drawing on literature from social movement research and regulatory politics, this book shows how diffuse interests were represented in financial regulatory overhauls in both the United States (US) and the European Union (EU). Four cases of reform in the post-crisis regulatory context are analyzed: the creation of a new Consumer Financial Protection Bureau in the US; the introduction of new consumer protection regulations through EU directives; the failure of attempts to introduce a financial transaction tax in the US; and the agreement of 11 EU member states to introduce such a tax. It shows how building coalitions with important elite allies outside and inside government helped traditionally weak interest groups transcend a lack of material resources to influence and shape regulatory policy. By engaging with a less well-known side of the debate, it explains how business power was curbed and diverse interests translated into financial regulatory policy.

W. Harper, and Amanda Berry Smith. Their voluntary travels, a reversal of the involuntary movement of enslavement, form the basis for a critical mode of cosmopolitan freedom rooted in temperance. Both before and after the Civil War, white Americans often associated alcohol and drugs with blackness and enslavement. Carole Lynn Stewart traces how African American reformers mobilized the discourses of cosmopolitanism and restraint to expand the meaning of freedom—a freedom that draws on themes of abolitionism and temperance not only as principles and practices for the inner life but simultaneously as the ordering structures for forms of culture and society. While investigating traditional meanings of temperance consistent with the ethos of the Protestant work ethic, Enlightenment rationality, or asceticism, Stewart shows how temperance informed the founding of diasporic communities and civil societies to heal those who had been affected by the pursuit of excess in the transatlantic slave trade and the individualist pursuit of happiness. By elucidating the concept of the “black Atlantic” through the lenses of literary reformers, Temperance and Cosmopolitanism challenges the narrative of Atlantic history, empire, and European elite cosmopolitanism. On the one hand, ‘the market’ is presented as that to which EU member states must collectively respond. It is the very purpose of a post-national government and that which dictates individual and collective identities. The expansion of market is that which guarantees and constitutes peace in Europe. On the other hand, ‘the market’ is that which government must seek to tame. It is the servant of government and ought not be permitted to undermine collective identities and solidarities associated with the juridical imaginary of social contract and sovereign nation-state. It is, from this perspective, the expansion of the social institutions of nation-state into the post-national arena that will constitute a lasting peace in Europe. Cosmopolitan Government in Europe uses a Foucauldian lens to consider the ethics of the scholarly and institutional discourses associated with these apparently divergent market and legal cosmopolitan visions of Europe. It reflects on attempts to reconcile or move beyond these discourses, particularly through the invocation of more pluralist modes of governance, but claims that such moves have been largely unsuccessful in both practice and theory. It argues that the very ambiguity in the relationship between the ideal subjects that these market and legal visions promote – respectively, post-national ‘entrepreneur’ and ‘citizen’ – is that which permits a space for resistance and politics. Thus, the book argues for a pragmatic politics which is cognizant of the violent potential inherent in any cosmopolitan attempt to govern Europe, while recognising the contemporary dangers associated with the dominance of a market cosmopolitan Europe. This work is an important and timely intervention in contemporary debates about democratic Europe and its shortcomings and will be of great interest to scholars of international political theory, European studies and international political economy.
