Book excerpt: Abstract: Habitat is now the basis of most impact assessments and resource inventories, and it is the basis of many species management plans, mitigation planning, and environmental regulation. Habitats are relatively stable through time, easily defined in intuitive physical terms, and provide a tangible resource for negotiations and decision making. Numerous and varied methods of analyzing and reporting habitat conditions have been developed by federal, state, provincial, and private agencies. Habitat assessment approaches vary greatly among regions of the continent. The great variability in methods and an unusually wide range of practices have impeded the ability of agencies to share and synthesize information. A diversity of methods is desirable in the initial stages of a rapidly developing field, but enough time has passed to assess the state-of-knowledge and identify the best of the currently used methods and techniques. This manual is intended to provide fisheries biologists with a limited set of techniques for obtaining aquatic habitat data. The manual also describes the range of information collected and used in agency habitat analyses. Agencies planning habitat programs should review the synthesis of established and documented methods being used in North America (Appendix 1) and the planning recommendations in Chapter 2. Then, the remaining chapters should be reviewed to determine what types of habitat data should be included in the agency's program.

Book excerpt: Accountability of government to citizens is the foundation for good governance. Unfortunately, many developing countries suffer the results of dysfunctional governance systems that fail to provide even minimal levels of vital public services. The key message of the New Institutional Economics is that incentives matter. In the public sphere, the countries' accountability frameworks rewards, sanctions, and measurement of performance shape public sector performance. This book applies this fundamental insight to fiscal/budgetary analysis and public service delivery, giving the reader tools and around the globe examples of institutional arrangements that help citizens hold government accountable for their performance.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first guide yet produced to the amphibians and reptiles of New York State, a large and heavily populated state that hosts a surprisingly diverse and interesting community of amphibians and reptiles. This much needed guide to the identification, distribution, natural history and conservation of the amphibians and reptiles of New York State fill a long-empty niche. The book is the first comprehensive presentation of the distributional data gathered for the New York State Amphibian and Reptile Atlas project. With more than 60,000 records compiled from 1990-1999, this extraordinary and up-to-date database provides a rich foundation for the book. This volume provides detailed narratives on the 69 species native to New York State. With a heavy emphasis on conservation biology, the book also includes chapters on threats, legal protections, habitat conservation guidelines, and conservation case studies. Also included are 67 distribution maps and 62 pages of color photographs contributed by more than 30 photographers. As a field guide or a desk reference, The Amphibians and Reptiles of New York State is indispensable for anyone interested in the vertebrate animals of the Northeast, as well as students, field researchers and natural resource professionals.

Available in PDF, EPUB and Kindle. Book excerpt: Considered an essential conservation tool, plant reintroductions have been conducted for many of the world's rarest plant species. The expertise and knowledge gained through these efforts constitute an essential storehouse of information for conservationists faced with a rapidly changing global climate. This volume presents a comprehensive review of reintroduction projects and practices, the circumstances of their successes or failures, lessons learned, and the potential role for reintroductions in preserving species threatened by climate change. Contributors examine current plant reintroduction practices, from selecting appropriate source material and recipient sites to assessing population demography. The findings culminate in a set of Best Reintroduction Practice Guidelines, included in an appendix. These guidelines cover stages from planning and implementation to long-term monitoring, and offer not only recommended actions but also checklists of questions to consider that are applicable to projects around the world. Traditional reintroduction practice can inform managed relocation-the deliberate movement of species outside their native range-which may be the only hope for some species to persist in a natural environment. Included in the book are discussions of the history, fears, and controversy regarding managed relocation, along with protocols for evaluating invasive risk and proposals for conducting managed relocation of rare plants. Plant Reintroduction in a Changing Climate is a comprehensive and accessible reference for practitioners to use in planning and executing rare plant reintroductions.
