Book excerpt: This book is the author’s response to the initial wave of democracy euphoria in South-East Europe, and the obvious regress of it after the “last catch” accession of Bulgaria and Romania (2007) into the European Union family. A core deficit in this respect is the lack of sustainable patronage, relevant to modern societal existence. 1 The bitter fruits of some “dilemma of simultaneity” (Elster 1990), which might have failed to precisely predict the impossibility of transformation in Eastern - rope, has hit the target, as related to the breeds of “impatient capitalisms” that - vour the region. Rising institutional asymmetries, the neglected “rule of law”, the lack of procurement procedures and public control over governmental expenditures as well as illegal schemes of privatisation, tax collecting and the unfair allocation of public funds have shaped mimicries of reforms in crucial spheres of social life. Corruptive patterns of patronages have very much spoiled the outputs of a most p- truded and teasing transition. This undermines significant societal progress. System abuse of civic rights, conflict of interests, nepotisms, political partisanship, int- weaving of institutions with organized criminality threaten to deviate the region from the general aims of democratic existence and modern societal advance.

Book excerpt: Party Patronage and Party Government in European Democracies brings together insights from the worlds of party politics and public administration in order to analyze the role of political parties in public appointments across contemporary Europe. Based on an extensive new data gathered through expert interviews in fifteen European countries, this book offers the first systematic comparative assessment of the scale of party patronage and its role in sustaining modern party governments. Among the key findings are: First, patronage appointments tend to be increasingly dominated by the party in public office rather than being used or controlled by the party organization outside parliament. Second, rather than using appointments as rewards, as used to be the case in more clientelistic systems in the past, parties are now more likely to emphasize appointments that can help them to manage the infrastructure of government and the state. In this way patronage becomes an organizational rather than an electoral resource. Third, patronage appointments are increasingly sourced from channels outside of the party, thus helping to make parties look increasingly like network organizations, primarily constituted by their leaders and their personal and political hinterlands. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia’s ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.

They are also seen as the least trusted and most problematic institution in most democratic systems. While there have been attempts to strengthen parties through institutional design and capacity building, a new strategy has been to quarantine them from parts of parliament. Within the space of a few years the Philippines, Thailand and Indonesia implemented designs for parliamentary representation that proscribed the established political parties from a parliamentary chamber or part thereof. Using these three countries as case studies, this book traces the historical context for institutional designs, the intentions behind them and their implementation through at least one full parliamentary term. It investigates the conceptual architecture of the non-partisan designs, identifying corporatism as one (discredited) alternative and "championship" as another. While there is a yearning for exemplary people as representatives, the designers have struggled to find a successful means of having these champions elected to office. The book concludes that non-partisan chambers, based on the evidence to date, are not viable. This book is of interest to scholars of Southeast Asian Politics, Party Politics, Governance Institutions and Democracy.
