Book excerpt: The question underlying the entirety of this publication is: "How can viable economic corridors be called into existence by dint of government and multilateral support?" The authors answer this question by examining the experience of economic corridor development of different regions from across continents. There are important lessons to be learned for successful corridor development from the experiences of the European Union and South Asia Subregional Economic Cooperation regions. In each case, detailed models were constructed to assess the economic impact of corridor investments. What emerged from a consideration of these two cases (as well as broader discussions) was a framework for evidence-based policy analysis. When key policy makers and stakeholders pursue measurable outcomes for the development of regional economic corridors, the model and data framework (at a standard economic scale of relevance) allows for an investment-relevant development of scenarios, which will be monitored within an effective organizational process. Such a process, with all the elements of an evidence-based policy in place, is highly likely to generate successful economic corridor development, which would realize envisaged opportunities within the regions. Two priority regions in Asia, the Greater Mekong Subregion and the Central Asia Regional Economic Cooperation, face different opportunities.

Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. This has also been the case in the seven-million citizen region of Chicago. The factories and industries that once lined the Chicago River are now mostly gone (having closed or moved to greenfield sites). Nowadays a new mode of thinking is needed to decide how riverfront areas should best be redesigned and redeveloped. Even in the last few years, awareness of the importance of enhancing the conditions along the Chicago River corridor and developing new valuable urban areas for residential and recreational utilization has grown. In 2005, Chicago’s mayor labeled the river as “Chicago’s second shoreline” and claimed that the river’s banks are no longer “forgotten areas”. Against this political background the following paper investigates the research question: How does the City of Chicago approach comprehensive planning for the Chicago River Corridor? To answer this question an analysis of the planning process and a plan assessment is done. The paper proceeds as follows. In the next section is an overview given of the history of the development and utilization of the Chicago River corridor. Sections 3 and 4 discussed the comprehensive plan making process as a basic planning tool and the specific content and features of the Development Plan, respectively. Section 5 presents a critical assessment of the river and riverfront planning approach of the City of Chicago. The paper concludes with suggestions of how planners can improve comprehensive waterfront plans and comprehensive plans in general as well as approach best plan making processes associated with urban riverfront development.
