Available in PDF, EPUB and Kindle. Book excerpt: Over the past four decades, the rate of incarceration in the United States has skyrocketed to unprecedented heights, both historically and in comparison to that of other developed nations. At far higher rates than the general population, those in or entering U.S. jails and prisons are prone to many health problems. This is a problem not just for them, but also for the communities from which they come and to which, in nearly all cases, they will return. Health and Incarceration is the summary of a workshop jointly sponsored by the National Academy of Sciences(NAS) Committee on Law and Justice and the Institute of Medicine(IOM) Board on Health and Select Populations in December 2012. Academics, practitioners, state officials, and nongovernmental organization representatives from the fields of healthcare, prisoner advocacy, and corrections reviewed what is known about these health issues and what appear to be the best opportunities to improve healthcare for those who are now or will be incarcerated. The workshop was designed as a roundtable with brief presentations from 16 experts and time for group discussion. Health and Incarceration reviews what is known about the health of incarcerated individuals, the healthcare they receive, and effects of incarceration on public health. This report identifies opportunities to improve healthcare for these populations and provides a platform for visions of how the world of incarceration health can be a better place.

Available in PDF, EPUB and Kindle. Book excerpt: With more than one million people behind bars, the United States imprisons a larger share of its population than any other industrialized nation. This has precipitated a serious overcrowding problem with federal and state prisons currently operating well beyond capacity. Conventional efforts appear unable to cope with the increasing shortage of beds or with inadequate rehabilitation services. A bold solution is required; increasingly it is being seen to reside in the private sector. This timely volume explores the issues of private versus public financing, construction, and management of medium-and high-security prisons.Private prisons are not a new concept in the United States. They have existed in several forms since the eighteenth century. The opening chapters evaluate historical cases of prisons for profit, examining the concerns of labor, abuses of inmates, and the source and resolution of disputes between private and public sectors. These chapters argue that the experience gained through privatization does not justify current opposition from civil libertarians or labor unions.Chapters dealing with the modern contracting out of complete management and limited services document the growing trend toward privatization and instances of public/private partnership in prison industries. The assembled evidence indicates clearly that privately run prisons have shown significant cost savings and good quality of provision for prisoners while still being profitable. However, the authors caution that these promising results must be reinforced by public safeguards in the contracting stage and monitoring to assure good service and security. With the American prison system in disarray, the public interest demands that government look beyond the public or private identity of those who wish to provide correctional services and focus instead on who can provide the best services at a given cost. It is essential to state that correctional services should attain several objectives and not merely cost minimization. The analysis and recommendations presented here will aid in the task. Privatizing Correctional Institutions will be of interest to law-enforcement officials, public policy analysts, penologists, and criminologists.

Book excerpt: The two-volume Encyclopedia of Prisons and Correctional Facilities aims to provide a critical overview of penal institutions within a historical and contemporary framework. Issues of race, gender, and class are fully integrated throughout in order to demonstrate the complexity of the implementation and intended results of incarceration. The Encyclopedia contains biographies, articles describing important legal statutes, and detailed and authoritative descriptions of the major prisons in the United States. Comparative data and examples are employed to analyze the American system within an international context. The Encyclopedia's 400 entries are written by recognized authorities. The appendix contains a comprehensive listing of every federal prison in the U.S., complete with facility details and service information.

Book excerpt: The long-awaited, much-anticipated third edition of Standards for Health Services in Correctional Institutions is now available. The third edition of this book defines the scope of services that are necessary to provide adequate care, basing these standards upon principles of public health and constitutional standards developed through litigation. Previous editions of this book have been extraordinarily influential in this field. The book has been cited as the standard for jail and prison health services in state and federal court decisions. The new edition includes significant changes including expansion of both the mental health section and children and adolescents section. This important book contains rigorously prepared community standards, reflecting a health environment to which any community, but particularly a jail or prison community, is entitled. It sets standards of health care that are respectful of prisoner patients and require prison and jail based health care workers to view themselves as independent health care workers first and foremost. The new edition of this book is easy to use and has the most comprehensive and inclusive set of standards for health services in correctional institutions. It is an essential reference for anyone working or teaching in any capacity in the field of corrections.

Book excerpt: Section 1 (pages 1 to 68) presents an overview of the literature on prison management, and the results of a national survey of wardens which enquired into actual management styles, problem-solving techniques, and decision-making approaches. The national survey aimed to determine how much the literature reflected the wardens' management practices. Findings showed that corrections management largely reflects the literature in that it has inconsistencies, an emphasis on personnel experience, and an inward focus. These results were used to develop a perspective focusing on a humane and caring relationship between manager and staff. Section 2 (pages 72 to 301) contains abstracts of the 100 'most important works, both essay and research, on correctional institution management'.

Available in PDF, EPUB and Kindle. Book excerpt: The Prison Path: School Practices that Hurt Our Youth takes a unique and unapologetic look into the practices, social norms, construction, and policies within our schools that mirror prisons. From the physical building to the labeling and placement of special education students, schools are reflecting correctional institutions. Beyond the mundane and into the world of social cliques, discipline policies, uniforms, and ethics, this book highlights how similarities between schools and prisons create a hidden and dangerous environment for at-risk students. While many schools and teachers are doing the best they can while facing budget shortfalls, it is the inherent policies, procedures, and normalities that are thought of as being part of the school experience, that may be the most hazardous for at-risk students. Therefore, this book highlights these occurrences and juxtaposes them with similar situations within prisons, providing an eye-opening and daunting look at prisons and schools. This book will cause teachers and those within education to question the practices, policies, and norms that we consider part of the typical school experience. Some additional key features of this book include: Chapter by chapter examination of the similarities in prisons and school Detailed look at the process of special education labeling and its detrimental impact on students Examination of the role of social cliques and gangs in institutions A unique look at the school-to-prison pipeline In-depth questions to ask oneself about to improve schools Dangers of inviting school resources officers into schools and cutting guidance services Real-life scenarios

Modern corrections are moving toward more humane treatment and greater emphasis on rehabilitation and community supervision. The new corrections require extended research and program evaluation, better decision-making, improved organization, and more and better qualified staff. The most conspicuous problems in corrections today are lack of knowledge and unsystematic approach to the development of programs and techniques. Consideration is given to the role of corrections in intake and disposition, probation, alternatives to institutionalization, correctional institutions, parole and after-care, the misdemeanant in the correctional system, the legal status of the convicted person, manpower and training, and creating change.

Book excerpt: Leonard Orland provides a vivid look at the end of the line in the American legal system, where the rule of law gives way to the “correctional process.” Prisons: House of Darkness reveals the lawlessness by which sentencing judges, prison authorities, and parole boards actually operate. Orland shares an eye-opening history of prisons and an overview of daily prison routine from Attica to Soledad—much of it related in the inmates’ own words—which shatters the myth of rehabilitation and exposes the injustices of prison life.
