Book excerpt: Current coffee prices are at record lows and below the cost of production for many producers in Central America. Moreover, the coffee crisis is structural, and changes in supply and demand do not indicate a quick recovery of prices. So, coffee producers in Central America are facing new challenges-as are coffee laborers, coffee exporters, and others linked to the coffee sector. Coffee plays a major economic role in Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. The coffee crisis is actually part of a broader rural crisis caused by weather shocks (such as Hurricane Mitch and droughts), low international agricultural commodity prices, and the global recession. These challenges call for new strategies for Central American countries aimed at broad-based sustainable development of their rural economies. The authors deal with the impact of the coffee crisis and strategies to deal with it. They include an analysis of the international coffee situation and country-specific analyses. The authors explore options and constraints for increased competitiveness and diversification, and discuss social, environmental, and institutional dimensions of the crisis. The authors conclude that there are specific solutions that can be pursued for the coffee sector. Some are already being applied, but more can be done in a more systematic way. Also, there is a need for safety nets to deal with the short-term impact of the crisis. Longer-term solutions are to be found in increased competitiveness and diversification in the context of broad-based sustainable rural economic development.

Book excerpt: A major objective of this report is to provide a deeper, more policy relevant understanding of the welfare impacts of the coffee crisis - including the effects of the crisis on household income, consumption, poverty, as well as on basic human development outcomes, such as education and child nutrition. To do this, the study has generated a body of new empirical evidence, drawing from an unusually rich collection of household survey data from El Salvador, Guatemala, Honduras, and Nicaragua. This includes "panels" of data from Nicaragua, El Salvador, and Honduras that enable one to track changes in welfare of the same households over the period of the crisis. This has helped to provide a more detailed, clearer understanding of the crisis than has been available to date. Given the prevalence of both natural and economic shocks in Central America, another key objective of the study is to draw out the broader policy lessons of the coffee crisis - to enhance the abilities of the region's governments to respond to a range of shocks in a timely and effective manner. To do this, the report draws not only on evidence specific to the coffee crisis, but to other recent analysis on the role and efficacy of different safety net programs in the face of different types of shocks. By learning the lessons of recent experience, Central American governments, along with their development partners, can be better prepared to deal with a variety of different shocks in the future. In pursuing its objectives, the report has been organized into two volumes. Volume I presents a synthesis of the key findings and policy implications, focusing both on the impacts of the coffee crisis, specifically, and the lessons for government responses to shocks, more generally. Volume 2 goes into more detail on the specific impacts of the coffee crisis, presenting the collection of background studies commissioned for this report.

Book excerpt: At the turn of the millennium, world coffee prices dropped to their lowest levels in 30 years giving rise to the most severe crisis experienced by the coffee sector. The study evaluates the effects of the coffee crisis on the Costa Rican coffee sector and identifies the factors that influence farmers' production and marketing performance. A two-step selection model is applied to analyze farmers' participation in specialty markets and cooperatives and the effects on producer prices. Furthermore, a stochastic production frontier is estimated to explore technical efficiency levels of specialty and conventional coffee farmers. Based on the results of the study, policy recommendations are derived that should help farmers to improve their competitiveness and their ability to cope with the crisis. These include the provision of extension and information, the support of coffee cooperatives, and the diversification of the rural economy.
