Book excerpt: This book critically examines coordination work between police officers and agencies. Police work requires constant interaction between police forces and units within those forces, yet the process by which police work with one another is not well understood by sociologists or practitioners. At the same time, the increasing inter-dependence between police forces raises a wide set of questions about how police should act and how they can be held accountable when locally-based police officers work in or with multiple jurisdictions. This rearrangement of resources creates important issues of governance, which this book addresses through an inductive account of policing in practice. Policing Integration builds on extensive fieldwork in a multi-jurisdictional environment in Canada alongside a detailed review of ongoing research and debates. In doing so, this book presents important theoretical principles and empirical evidence on how and why police choose to work across boundaries or create barriers between one another.

Book excerpt: Advantages of intergovernmental programs and arrangements in the area of local law enforcement and the means for implementing such programs. Smaller police jurisdictions face ever-increasing problems in view of continually rising operational costs and the fact that the criminal in a modern vehicle is no respecter of jurisdictional boundaries. This work discusses the problem and suggests solutions through coordination or consolidation of various units. The author begins with a brief overview of the quality and quantity of service of several police agencies representative of metropolitan areas. After covering areas that he believes to be below required levels, he discusses various means by which regional law enforcement programs might be organized to greater advantage. Functions such as the following are analyzed in terms of their capability of being performed on an area wide basis -- recruitment and training of personnel, planning and research operations, management of records, communications, detention, laboratory services, criminal investigation, vice repression, juvenile delinquency control, and special task force operations. Numerous examples of coordinated or consolidated programs currently in operation are cited. Throughout the discussion, there is emphasis on reorganization and integration of police services, but without unnecessary sacrifice of local control.

Book excerpt: Police consolidation is examined in this thesis because it fits with the homeland security mission of integrating and coordinating intelligence information, standardizing policies, procedures, and training, leveraging police resources in combating terrorism, while working to create a uniform response system to major police incidents. Though this thesis has a special focus on San Mateo County, California, the makeup of the San Mateo County system of small jurisdictional policing within specific boundaries is replicated throughout the United States. The claim of this thesis is in order to provide integrated homeland security protection to communities; cities must abandon decentralization for consolidated policing. This thesis will use a comparative case study model and policy options analysis to examine the benefits of police consolidation. The overarching theme is this country continues to face challenging threats against determined terrorist and local police agencies have an obligation to become an integral part of the homeland security mission. To fulfill that obligation, cities must explore abandoning the current fragmented system of policing for a system that promotes coordination of intelligence, uniformity of policy and procedures, standardization of training, comprehensive prevention plans and unified response procedures that address the unique challenges facing police in the twenty-first century.

Book excerpt: This report of the President's Commission on Law Enforcement and Administration of Justice -- established by President Lyndon Johnson on July 23, 1965 -- addresses the causes of crime and delinquency and recommends how to prevent crime and delinquency and improve law enforcement and the administration of criminal justice. In developing its findings and recommendations, the Commission held three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of individuals. Separate chapters of this report discuss crime in America, juvenile delinquency, the police, the courts, corrections, organized crime, narcotics and drug abuse, drunkenness offenses, gun control, science and technology, and research as an instrument for reform. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.

Available in PDF, EPUB and Kindle. Book excerpt: Citizen involvement is considered the cornerstone of democratic theory and practice. Citizens today have the knowledge and ability to participate more fully in the political, technical, and administrative decisions that affect them. On the other hand, direct citizen participation is often viewed with skepticism, even wariness. Many argue that citizens do not have the time, preparation, or interest to be directly involved in public affairs, and suggest instead that representative democracy, or indirect citizen participation, is the most effective form of government. Some of the very best writings on this key topic - which is at the root of the entire "reinventing government" movement - can be found in the journals that ASPA publishes or sponsors. In this collection Nancy Roberts has brought together the emerging classics on the ongoing debate over citizen involvement. Her detailed introductory essay and section openers frame the key issues, provide historical context, and fill in any gaps not directly covered by the articles. More than just an anthology, "The Age of Direct Citizen Participation" provides a unique and useful framework for understanding this important subject. It is an ideal resource for any Public Administration course involving citizen engagement and performance management.
