Book excerpt: Excerpt from Cooperative Involvement in Grain Marketing In 1975, Farmer Cooperative Service, now Agricultural Cooperative Service (acs), made a comprehensive study of the export potential of grain cooperatives. This was the beginning of a period of steadily increasing u.s. Grain exports that continued through the seventies. During 1975 to 1982, grain cooperatives and the grain industry in general operated in a period characterized by an expansion of export demand and domestic production; grain embargoes; domestic transportation shortages and crises followed by surpluses; and Government regulations dealing with air pollution, elevator safety, grain inspection, and transportation. During this period, some local grain cooperatives either closed or merged with others for reasons that include rail abandonment or reduced rail service. The unit-train movement of grain to export ports increased in response to lower rail transportation rates. Cooperatives expanded their elevator facilities and transportation equipment to handle the increasing grain volumes. Cooperatives exporting grain wrestled with the effects of export embargoes and rising inspection costs. Net savings from grain operations were erratic, as some grain regionals prospered while others suffered setbacks. Acs, through its contacts with grain cooperatives and those working with grain cooperatives, received strong signals that there was a need to reevaluate the total cooperative grain marketing system, with emphasis on looking to the future. This task was undertaken by an acs study team that contacted officials of grain cooperatives, cooperative educators, extension specialists, banks for cooperatives, and others to determine their views on the status, progress, problems, and future of grain cooperatives. The team reviewed recent studies by other researchers, and analyzed and evaluated available primary and secondary information relating to grain cooperatives. The team did not find firm solutions to the problems and concerns shared by grain cooperatives, but the report does pull together a body of relevant information, presents alternatives, and offers suggestions. The report should be useful to cooperative directors, managers, banks financing cooperatives, and others who work with and for grain cooperatives. Sixty-seven percent of farmers in the Northern Plans were members of a cooperative; 52 percent in the Lake States. For three major types of farms, 71 percent of dairy farmers were members of a cooperative, followed by 50 percent of cash grain farmers, and 31 percent of livestock producers. For all types of farmers, level of cooperative membership increased substantially with increasing farm size - from 2! Percent of farmers with annual sales of under to 69 percent of those with sales of and over. Only 22 percent of farmers held membership in and used marketing cooperatives, with the greatest concentration among those with sales of and over. Another 5 percent used but did not hold membership in a marketing cooperative. Much of this low level of cooperative marketing activity seems to be associated with either a diverse agriculture or large numbers of small farms in a trade area. Such situations may result in insufficient volume of a particular commodity to support a marketing cooperative. Farmer cooperatives improve and strengthen their capabilities in international trade. The objective is to identify and analyze potential markets and marketing strategies cooperatives might pursue to penetrate selected Eastern European markets for grains, oilseeds, and products. These commodities represent more than 80 percent of the value of us. Agricultural exports to Eastern Europe and often are marketed through similar facilities and by the same firms. Much of the information generated for grains and oilseeds applies to other commodities. Countries of primary interest in this study are Poland, German Democratic Republic Hungary, and Czechoslovakia. Neighboring countries will be discussed to the extent they influence trade and economic relations of these countries. All four countries are major importers of oilseeds and oilseed meals and, except for Hungary, are significant net importers of grains. They have the highest living standards in the region, with g.d.r. On top, followed by Czechoslovakia, Hungary, and Poland. The study proceeded in three phases, beginning with assembling background material on production, consumption, trade, and trade policies from secondary sources. Phase two involved interviews in Washington with appropriate embassy officials, followed by extensive overseas interviews with key agencies involved in foreign trade and domestic marketing. Overseas fieldwork took place in September 1979. Phase three involved projecting import needs for grains and oilseed meals to 1985 and 1990 and developing marketing strategies u.s. Cooperatives may use to take advantage of trade opportunities. Many people contributed data and made suggestions to improve this study. The authors sincerely appreciate their assistance.
