Book excerpt: El Sistema Financiero Internacional dispone de instituciones e instrumentos para mitigar crisis de liquidez en países en desarrollo pero son muchas las críticas con relación a la tempestividad de los recursos ofertados, su volumen y las condiciones impuestas a los países tomadores de préstamos. El cambio en el manejo de la política cambial de los países en desarrollo los ha llevado a acumular un creciente volumen de reservas internacionales, reduciendo la necesidad de recurrir al FMI. No obstante, la estrategia de acumulación de reservas viene recibiendo crecientes críticas cuanto a su elevado costo fiscal. Eso viene motivando los países en desarrollo a buscar alternativas cooperativas para la utilización de las reservas internacionales. Este trabajo busca evaluar como un mecanismo de cooperación financiera regional podría reducir la vulnerabilidad externa de un grupo de países, complementando las líneas de defensa existentes en el ámbito multilateral y ofertando recursos a tiempo de impedir el agravamiento de una crisis de liquidez. Una estrategia cooperativa podría, teóricamente, optimizar las reservas externas de los países miembros, compartiendo los costos fiscales y las ganancias de escala. Este mecanismo también podría canalizar recursos para proyectos de desarrollo y sostener una ampliación del uso de monedas locales. Son analizadas dos modalidades de mecanismos: el fondo de reservas (reserve pooling), representado por el Fondo Latinoamericano de Reservas (FLAR); y los mecanismos de swap de monedas, que garantizan acceso a recursos en moneda convertible en caso de necesidad de liquidez y cuya la Iniciativa Chiang Mai constituye un ejemplo. La estabilidad económica es un valor cada vez más valorado en América del Sur. No obstante, una mayor coordinación económica regional se presenta como requisito fundamental para la consecución de la estabilidad. Un mecanismo de cooperación que involucre a los países de la región podría dar voz, voto y responsabilidad política a todos en la tarea de alcanzar este objetivo común.

Destaca la ausencia de propuestas sobre mecanismos para enfrentar problemas de la deuda soberana y los pocos avances sobre la generación de mecanismos institucionales para garantizar la gobernabilidad, dadas las nuevas condiciones creadas por la globalización, a pesar de las reformas efectuadas.

Book excerpt: A Brookings Institution Press and Economic Commission for Latin America and the Caribbean (ECLAC) publication Using the experience of postwar Western Europe as a benchmark, José Antonio Ocampo and his colleagues assess how regional financial institutions can help developing countries—often at a disadvantage within the global financial framework— finance their investment needs, counteract the volatility of private capital flows, and make their voices heard. The 1997 Asian financial crisis generated extensive debate on the international financial architecture. Through this discussion, it became clear that services by financial institutions— including adequate mechanisms for preventing and managing financial crises, and instruments for safeguarding global macroeconomic and financial stability—are undersupplied. Furthermore, private international capital markets provide finance to developing countries in a way that effectively reduces the ability of those nations to undertake countercyclical macroeconomic policies. International capital markets ration out many developing countries, particularly the poorest, from private global capital markets. While these deficiencies in the financial architecture are clear, the post-1997 debate has done little to evaluate the role that regional institutions could play in improving global financial arrangements. Regional Financial Cooperation aims to fill that important gap.
