Book excerpt: The widespread availability of small arms and light weapons in regions of conflict is a matter of concern among governments and nongovernmental and international organizations. Small arms include pistols, revolvers, and machine guns, while light weapons include such items as grenade launchers and man-portable missiles. Although it is impossible to estimate the quantity of small arms and light weapons in circulation worldwide, the international community believes that the availability of these relatively inexpensive weapons contributes to regional instability, facilitates crime, jeopardizes peacekeeping operations, and hinders economic development in conflict areas. U.S. government policy objectives on U.S. conventional arms transfers (that is, their sale, grant, lease, license, or loan through the Departments of State and Defense) are designed to meet legitimate defense needs of friends and allies, in support of U.S. national security and foreign policy interests. The policy objectives are also aimed at restraining arms transfers that may be destabilizing or threatening to regional peace and security. You expressed concern about U.S. small arms and light weapons transfers, both commercial and government to government, and steps being taken by the U.S. government to reduce their availability in areas of conflict.

Book excerpt: This book examines the emergence of new international norms to govern the spread of small arms, and the extent to which these norms have been established in the policies and practices of states, regions and international organizations. It also attempts to establish criteria for assessing norm emergence, and to assess the process of norm development by comparing what actually happens at the multilateral level. If norm-making on small arms and related multilateral negotiations have mostly dealt with ‘illicit arms’, and most of the norms examined here fall on the arms supplier side of the arms equation, the author argues that the creation of international norms and the setting of widely agreed standards amongst states on all aspects of the demand for, availability, and spread of both legal and illegal small arms and light weapons must become central to the multilateral coordination of policy responses in order to tackle the growing violence associated with small arms availability. Small Arms and Security will be of interest to researchers and professionals in the fields of peace and conflict studies, global governance, international security and disarmament.

Available in PDF, EPUB and Kindle. Book excerpt: A common feature of conflict in the 1990s is death and suffering from small arms and light weapons. The global diffusion of assault rifles, machine guns, mortars, and rocket-propelled grenades, which can be easily carried by an individual or transported by a light vehicle, has greatly intensified the violence of conflicts in countries around the world. This book represents the perspectives of the foremost specialists on light weapons, and it surveys the wide range of policy options open to the international community. These include export and import controls, law enforcement strategies to break up black markets, collection and destruction of weapons following the end of conflict, and efforts to illuminate how small arms and light weapons make their way to the killing grounds of the 1990s.

Book excerpt: This edited volume takes stock of the state of research and policy on the issue of Small Arms and Light Weapons (SALW), ten years after the UN first agreed to deal with the problem. The end of the Cold War originated a series of phenomena that would subsequently come to dominate the political agenda. Perhaps most symptomatic of the ensuing environment is the marked escalation in the scale and dynamics of armed violence, driven by the proliferation of SALW. Events in Rwanda, Somalia and Bosnia seared into global consciousness the devastating effects of this phenomenon, and of the necessity to engage actively in its limitation and prevention. This edited volume explores and outlines the research and policy on the SALW issue at this critical juncture. In addition to providing a detailed telling of the genesis and evolution of SALW research and advocacy, the volume features a series of essays from leading scholars in the field on both advances in research and action on SALW. It reflects on what has been achieved in terms of cumulative advances in data, methodology and analysis, and looks at the ways in which these developments have helped to inform policy making at national, regional and international levels. Alongside situating and integrating past and present advances in advocacy and international action, Controlling Small Arms also outlines future directions for research and action. This book will be of much interest to students of small arms, peace and conflict studies, peacebuilding, security studies and IR.

Available in PDF, EPUB and Kindle. Book excerpt: While the high profile trial of Viktor Bout in New York will show some of the threats the world continues to face from unscrupulous private arms brokers, it only provides a glimpse into a much larger problem. Skilled at operating in the shadows and exploiting weak national arms transfer controls, arms brokers have funneled arms to almost every country under a UN arms embargoes in the last 15 years, often fueling armed conflict and serious human rights violations. The US has worked on at least 70 US prosecutions in the last five years that have charged defendants with crimes related to illegal arms brokering. Yet, it continues to face difficulties in bringing arms brokers to justice and shutting down criminal networks. The lack of effective legal systems addressing the arms trade in many countries enables illicit arms dealers to exploit regulatory gaps and carry out their activities with impunity. The US and the world need an effective global Arms Trade Treaty to help close these gaps and stop the irresponsible trade in deadly weapons.

Available in PDF, EPUB and Kindle. Book excerpt: The multi-billion dollar business of the international conventional arms trade involves virtually every country in the world. Around the globe, people's lives are being irrevocably changed by the effects of guns, tanks, and missiles. These weapons have the potential to cause a deadly and current threat - one responsible for hundreds of thousands of deaths a year. This succinct and accessible new book explores the complexities and realities of the global conventional weapons trade. The first book on the subject in nearly a decade, The International Arms Trade provides an engaging introduction to the trade, the effects, and the consequences of these weapons. The authors trace the history of the arms trade and examine how it has evolved since the end of the Cold War. In particular, they assess the role of the largest arms exporters and importers, the business of selling conventional arms around the world, and shed new light on the illicit arms trade and the shadowy dealers who profit from their deadly commerce. The book also looks closely at the devastating effect the business can have on countries, societies, and individuals and concludes with an evaluation of the various existing control strategies and the potential for future control opportunities. The International Arms Trade will be invaluable for students and scholars of international relations and security studies, and for policymakers and anyone interested in understanding more about the conventional arms trade.
