After two decades of production, some groups and individuals remain critical of the technology based on their concerns about possible adverse effects on human health, the environment, and ethical considerations. At the same time, others are concerned that the technology is not reaching its potential to improve human health and the environment because of stringent regulations and reduced public funding to develop products offering more benefits to society. While the debate about these and other questions related to the genetic engineering techniques of the first 20 years goes on, emerging genetic-engineering technologies are adding new complexities to the conversation. Genetically Engineered Crops builds on previous related Academies reports published between 1987 and 2010 by undertaking a retrospective examination of the purported positive and adverse effects of GE crops and to anticipate what emerging genetic-engineering technologies hold for the future. This report indicates where there are uncertainties about the economic, agronomic, health, safety, or other impacts of GE crops and food, and makes recommendations to fill gaps in safety assessments, increase regulatory clarity, and improve innovations in and access to GE technology.

Book excerpt: This book explores the risks and benefits of crops that are genetically modified for pest resistance, the urgency of establishing an appropriate regulatory framework for these products, and the importance of public understanding of the issues. The committee critically reviews federal policies toward transgenic products, the 1986 coordinated framework among the key federal agencies in the field, and rules proposed by the Environmental Protection Agency for regulation of plant pesticides. This book provides detailed analyses of: Mechanisms and results of genetic engineering compared to conventional breeding for pest resistance. Review of scientific issues associated with transgenic pest-protected plants, such as allergenicity, impact on nontarget plants, evolution of the pest species, and other concerns. Overview of regulatory framework and its use of scientific information with suggestions for improvements.

Book excerpt: Ten years after the first generation of genetically engineered (GE) varieties became commercially available, adoption of these varieties by U.S. farmers is widespread for major crops. Despite the benefits, however, environmental and consumer concerns may have limited acceptance of GE crops, especially in Europe. This report focuses on GE crops and their adoption in the U.S. over the past 10 years. It finds that: (1) the pace of R&D activity by producers of GE seed has been rapid; (2) farmers have adopted some GE varieties widely and at a rapid rate and benefited from such adoption; and (3) the level of consumer concerns about foods that contain GE ingred. varies by country, with European consumers being most concerned. Book excerpt: The world is now on the cusp of a new agricultural revolution, the so-called Gene Revolution, in which genetically modified (GM) crops are tailored to address chronic agricultural problems in certain regions of the world. This monograph report investigates the circumstances and processes that can induce and sustain this new agricultural revolution. The authors compare the Green Revolution of the 20th century with the GM crop movement to assess the agricultural, technological, sociological, and political differences between the two movements.

AUSTRALIA "Modern physical science gives us no model to explain the re duplication of the gene-string in each cell generation, or to ex plain the production of effective quantities of specific enzymes or other agents by specific genes. The precise pairing and inter change of segments by homologous gene-strings at meiosis also suggest novel physical properties of this form of matter". Stadler (1954) The very strong influence of reductionism in the history of understanding chromosome structure and function is evident in the above quotation from Stadler's 1954 paper, "The gene". Earlyob servations on the constancy of the cytological appearance of chromo somes and their regular behaviour in cell division led to specula tion on their biological importance. As genetics became more refined in the early decades of the 20th century the genes-on-a string model of chromosomes developed and greater emphasis was placed on the further dissection of these structures. As a result, in the 1980's the reductionist approach is reaching a crest as extensive regions of the genetic material are being sequenced.

Book excerpt: Although chemical pesticides safeguard crops and improve farm productivity, they are increasingly feared for their potentially dangerous residues and their effects on ecosystems. The Future Role of Pesticides explores the role of chemical pesticides in the decade ahead and identifies the most promising opportunities for increasing the benefits and reducing the risks of pesticide use. The committee recommends R&D, program, and policy initiatives for federal agriculture authorities and other stakeholders in the public and private sectors. This book presents clear overviews of key factors in chemical pesticide use, including: Advances in genetic engineering not only of pest-resistant crops but also of pests themselves. Problems in pesticide useâ€"concerns about the health of agricultural workers, the ability of pests to develop resistance, issues of public perception, and more. Impending shifts in agricultureâ€"globalization of the economy, biological "invasions" of organisms, rising sensitivity toward cross-border environmental issues, and other trends. With a model and working examples, this book offers guidance on how to assess various pest control strategies available to today's agriculturist.
