À partir du récit des pratiques issues de la Loi française de 1971, elle démontre le caractère unilatéral de la seule logique d'investissement en matière de formation, négligeant, de ce fait la réalité des pratiques effectives. Forte de ce constat, elle propose un nouveau postulat, postulat d'une double logique de pilotage de la formation dans les organisations : celle liée aux risques de dysfonctionnements dans la production du travail et celle d'investissements pour faire face aux risques d'inemployabilité liés aux évolutions des organisations et des technologies... Les modalités de mise en œuvre de la formation qui en résultent y sont présentées dans leur détail. Enfin, ce chapitre se termine sur les conditions actuelles et prospectives pour une mise en œuvre positive de ce pilotage.

Nous proposons donc, dans ces travaux de doctorat, une démarche d'instanciation de notre système de pilotage. Cette démarche se décompose en neuf étapes qui couvrent des activités de définition de la stratégie d'un organisme de formation jusqu'à la mise en œuvre de plans d'action, en passant par des phases de modélisation de notre système. Ces travaux se basent donc sur deux activités principales que sont la mise en œuvre du déploiement de la stratégie à travers la conception du système de mesure de la performance et la conception du système de pilotage. Ces deux activités principales sont articulées autour d une activité de modélisation, indispensable à la mise en œuvre de notre démarche. Des méthodes existantes sont utilisées et adaptées à notre besoin particulier, comme la méthode des tableaux de bord équilibrés pour le déploiement de la stratégie ou le formalisme Statecharts pour le comportement de notre structure de pilotage

Elle présente les résultats de notre recherche exploratoire qui a touché les acteurs intervenants dans le processus formation insertion à savoir les établissements de formation, les entreprises, les formateurs et les lauréats. La troisième partie se centre sur l'implantation du management socio-économique et la mise en place de tableaux de bord de pilotage dans un organisme de formation. Les résultats de la recherche - intervention nous permettent d'implanter des outils de pilotage dans un établissement de formation au moyen de la démarche socio-économique. Il s'agit de montrer comment il est important pour les établissements de formation de piloter leur système de formation et dans quelle mesure un pilotage efficace améliore leur performance.

Book excerpt: 1. 1 INTRODUCTION The final chapter of my Personal Income Distribution, a Hulticapability Theory (Hartog, 1981a) carried as its motto: 'Oh richness of the unfinished'. It concluded a book in which labor services were decomposed into services arising from different capabilities. Individuals were supposed to command stocks of capabilities and to decide on the utilization rates of these capabilities, by balanc ing efforts and rewards. The optimal capability bundle they so defined was to be realized by picking the job that just required this bundle. To derive analytical implications on the structure of the labor market and on the distribution of labor earnings, the key assumption was made that arbitrage in capability supply was possible, i. e. , that effectively capabilities could be sold separ ately and carried a uniform unit price throughout the labor market. While many interesting analytical and empirical results followed, there was also an indication from empirical testing that an earnings function linear in capabilities could be outperformed by a non-linear func- 2 CAPABILITIES, ALLOCATION AND EARNINGS tion, and that the arbitrage assumption might be un tenable. This book attempts to harvest a little from the richness of the unfinished that was left. It returns to some of the old topics and adds some new ones, in a more general model that no longer imposes the assumption that capabilities can be treated as if they can be unbundled. It also draws on new datasets to explore the issues empirically.

Its essence is its conception of leadership as occurring as a practice rather than residing in the traits or behaviours of particular individuals. A practice is a coordinative effort among participants who choose through their own rules to achieve a distinctive outcome. It also tends to encompass routines as well as problem-solving or coping skills, often tacit, that are shared by a community. Accordingly, leadership-as-practice is less about what one person thinks or does and more about what people may accomplish together. It is thus concerned with how leadership emerges and unfolds through day-to-day experience. The social and material contingencies impacting the leadership constellation – the people who are effecting leadership at any given time – do not reside outside of leadership but are very much embedded within it. To find leadership, then, we must look to the practice within which it is occurring. The leadership-as-practice approach resonates with a number of closely related traditions, such as collective, shared, distributed, and relational leadership, that converge on leadership processes. These approaches share a line of inquiry that acknowledges leadership as a social phenomenon. The new focus opens up a plethora of research opportunities encouraging the study of social processes beyond influence, such as intersubjective agency, shared sense-making, dialogue, and co-construction of responsibilities.
