Franck Laloë was a researcher at the Kastler-Brossel laboratory of the Ecole Normale Supérieure in Paris. His first assignment was with the University of Paris VI before he was appointed to the CNRS, the French National Research Center. His research was focused on optical pumping, statistical mechanics of quantum gases, musical acoustics and the foundations of quantum mechanics.

La plaque oscillante percee de trous, a permis de resoudre le probleme dans des conditions qui, d'apres le resultat des mesures, sont tres satisfaisantes. On retrouve les proprietes classiques de l'ecoulement turbulent derriere grille avec une precision surprenante. En plus, les deux types de turbulence ne sont pas identiques: l'ecart par rapport a l'isotropie et surtout par rapport a l'homogeneite est evident dans le cas realise ici. Les parametres de base de la turbulence obtenue dependent des parametres du systeme generateur. En faisant varier ceux-ci, on pourrait modifier les variables de la turbulence, notamment le nombre de Reynolds, dans de larges limites. A puissance injectee par le mouvement de la plaque donnee, les echelles de dimension de la turbulence sont evidemment d'autant plus petites que le diametre des orifices de la plaque est reduit. En utilisant des liquides de diverses viscosites, on disposerait d'une variable de plus pour agir sur les parametres du mouvement obtenu. Un calcul concernant la diffusion de l'energie a permis de retrouver dans de bonnes conditions certains des resultats des mesures, et de deduire plusieurs parametres importants, a partir des resultats experimentaux. La mesure de la turbulence dans l'eau a ete effectuee a l'aide d'un film chaud. Pour remplacer la vitesse moyenne necessaire a la mesure, l'element sensible a ete place a l'extremite d'un bras tournant. L'etude a comporte deux etapes: 1) la premiere etape a consiste a mettre en evidence les causes des perturbations constatees et les methodes permettant de les eliminer. La plupart de ces perturbations sont dues aux corps dissous dans l'eau (gaz ou sels mineraux). L'utilisation de films isoles au quartz presente une amelioration considerable. Seule la methode a temperature constante peut etre utilisee, pour des raisons liees a la necessite d'avoir une surchauffe bien definie et une compensation d'inertie thermique de l'element sensible, si cette temperature variait. Le dispositif experimental presente beaucoup de facilites pour la mise au point de la methode du fil chaud dans les liquides; 2) la methode de mesure ayant ete mise au point sous l'aspect general, elle a ete appliquee a la determination des grandeurs caracteristiques de la turbulence obtenue: valeurs efficaces des fluctuations - correlations - micro-echelles - spectres. On a remarque notamment l'existence d'une zone de Kolmogoroff pour le spectre. On a deduit des mesures, par le calcul, la valeur de la constante de Kolmogoroff. Les resultats se situent a l'interieur des valeurs obtenues par d'autres experimentateurs, tout en permettant de les preciser. On a ensuite etudie certaines caracteristiques du mouvement des materiaux dans l'eau par photographie. La mesure des concentrations des billes en suspension a donne de tres bons resusltats. La precision de la mesure elle-meme n'est theoriquement pas limitee. Malheureusement, le procede n'est pas applicable aux particules tres petites.
