Nous avons présenté de nouvelles mesures de la résistivité électrique (ρ) et du pouvoir thermoélectrique absolu (S) du tellure, du cadmium, du zinc liquide ainsi que de leurs alliages liquides (CdxTe1-x et ZnxTe1-x) en fonction de la température. Nous avons mis au point un nouveau dispositif et une nouvelle cellule en silice qui nous a permis d'effectuer des mesures jusqu'à 1350 degrés Celcius. Nos travaux ont porté, dans un premier temps, sur l'étude du tellure liquide qui présente une dépendance en température de ses propriétés électroniques inhabituelle. L'etude du cadmium et du zinc liquide à très hautes températures, nous a permis d'observer le comportement surprenant du PTA, qui augmenté à basse température puis diminué à plus haute température. Pour interpréter les résultats expérimentaux, nous avons utilisé une méthode ab initio du calcul de la résistivité [ρ(E)] et du PTA [S(E)] en fonction de l'énergie. Différents potentiels ont été construits basés sur la théorie de la fonctionnelle de la densite (DFT) qui prend en compte les effets d'échanges et de corrélations entre électrons. Nous nous sommes ensuite intéressés à l'étude des alliages Cd-Te et Zn-Te liquides. En phase solide, les alliages etudiés sont des semiconducteurs. il était intéressant d'examiner si la semiconductibilité persiste à l'état liquide et de considérer la variation de la largeur de la bande interdite (gap). Pour interpréter nos résultats expérimentaux, nous avons introduit le modèle récent d'Enderby et Barnes basé sur les formules de Kubo-Greenwood. D'un point de vue qualitatif et quantitatif, l'accord entre la théorie et nos résultats expérimentaux nous a permis de mettre en évidence le caractère semiconducteur de ces alliages liquides proche de la composition équiatomique et ce bien au-delà de leurs points de fusion respectifs

Dans le premier chapitre, nous exposons les équations et les approximations qui permettent de résoudre l'équation de Boltzmann lorsque l'on connaît les positions atomiques moyennes des atomes dans le liquide et le champ perturbateur dans lequel évoluent les électrons libres ou semi-libres. Les dispositifs expérimentaux développés dans ce travail sont mis en oeuvre dans les chapitres 2 et 3 : cellule en silice fondue et nacelle en alumine. Les chapitres 4 à 6 sont consacrés respectivement à l'analyse des résultats expérimentaux (résistivité puis pouvoir thermoélectrique) des alliages métalliques ; étain-bismuth, manganèse-indium et des composés semiconducteurs ; silicium-tellure à l'état liquide. Pour l'alliage étain-bismuth, nous avons mis en évidence une importante anomalie dans la dérivée expérimentale de la résistivité en fonction de la température vers une concentration d'environ 60% en bismuth. Ce résultat n'est pas confirmé par la théorie de type Faber-Ziman si l'on admet une distribution atomique de type sphères dures dans l'alliage. Nous nous sommes également intéressés dans le chapitre 5 à un composé representant des caractéristiques semiconductrices à l'état liquide (Si-Te). Nous avons déterminé l'énergie d'activation à partir de la variation de température de la résistivité et du pouvoir thermoélectrique. Dans le chapitre 6, nous avons pu montrer pour l'alliage manganèse-indium que la formule de Faber-Ziman étendue (avec les déphasages) donne de meilleurs résultats [...]

The Environmental Protection Agency's decision in the summer of 2001 to delay implementing a new, more stringent standard for the maximum allowable level for arsenic in drinking water generated a great deal of criticism and controversy. Ultimately at issue were newer data on arsenic beyond those that had been examined in a 1999 National Research Council report. EPA asked the National Research Council for an evaluation of the new data available. The committee's analyses and conclusions are presented in Arsenic in Drinking Water: 2001 Update. New epidemiological studies are critically evaluated, as are new experimental data that provide information on how and at what level arsenic in drinking water can lead to cancer. The report's findings are consistent with those of the 1999 report that found high risks of cancer at the previous federal standard of 50 parts per billion. In fact, the new report concludes that men and women who consume water containing 3 parts per billion of arsenic daily have about a 1 in 1,000 increased risk of developing bladder or lung cancer during their lifetime.

The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.

Book excerpt: Unless a food is grossly contaminated, consumers are unable to detect through sight or smell the presence of low levels of toxic chemicals in their foods. Furthermore, the toxic effects of exposure to low levels of chemicals are often manifested slowly, sometimes for decades, as in the case of cancer or organ failure. As a result, safeguarding food from such hazards requires the constant monitoring of the food supply using sophisticated laboratory analysis. While the food industry bears the primary responsibility for assuring the safety of its products, the overall protection of people’s diets from chemical hazards must be considered one of the most important public health functions of any government. Unfortunately, many countries do not have sufficient capability and capacity to monitor the exposure of their populations to many potentially toxic chemicals that could be present in food and drinking water. Without such monitoring, public health authorities in many countries are not able to identify and respond to problems posed by toxic chemicals, which may harm their population and undermine consumer confidence in the safety of the food supply. From a trade perspective, those countries that cannot demonstrate that the food they produce is free of potentially hazardous chemicals will be greatly disadvantaged or even subject to sanctions in the international marketplace. The goal of a total diet study (TDS) is to provide basic information on the levels and trends of exposure to chemicals in foods as consumed by the population. In other words, foods are processed and prepared as typical for a country before they are analyzed in order to better represent actual dietary intakes. Total diet studies have been used to assess the safe use of agricultural chemicals (e.g., pesticides, antibiotics), food additives (e.g., preservatives, sweetening agents), environmental contaminants (e.g., lead, mercury, arsenic, cadmium, PCBs, dioxins), processing contaminants (e.g., acrylamide, polycyclic aromatic hydrocarbons, chloropropanols), and natural contaminants (e.g., aflatoxin, patulin, other mycotoxins) by determining whether dietary exposure to these chemicals are within acceptable limits. Total diet studies can also be applied to certain nutrients where the goal is to assure intakes are not only below safe upper limits, but also above levels deemed necessary to maintain good health. International and national organizations, such as the World Health Organization, the European Food Safety Agency and the US Food and Drug Administration recognize the TDS approach as one of the most cost-effective means of protecting consumers from chemicals in food, for providing essential information for managing food safety, including food standards, and for setting priorities for further investment and study. Total Diet Studies introduces the TDS concept to a wider audience and presents the various steps in the planning and implementation of a TDS. It illustrates how TDSs are being used to protect public health from chemicals in the food supply in many developed and developing countries. The book also examines some of the applications of TDSs to specific chemicals, including contaminants and nutrients.
