This book was released on 1994 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: ACTUELLEMENT, LES ENTREPRISES EVOLUENT DANS UN ENVIRONNEMENT PARTICULIEREMENT INCERTAIN. CETTE INCERTITUDE SE TRADUIT, ENTRE AUTRES, PAR L'ACCROISSEMENT DU NOMBRE DE PERTURBATIONS QUE SUBIT LE SYSTEME DE PRODUCTION. LE RACCOURCISSEMENT DU TEMPS DE REACTION EST UN MOYEN POUR PALLIER CES PERTURBATIONS. SA MISE EN PLACE DOIT PERMETTRE DE DONNER UNE REPONSE SATISFAISANTE FACE A UNE PERTURBATION, DANS UN DELAI CORRECT PAR RAPPORT A LA DYNAMIQUE DE L'ENVIRONNEMENT DU SYSTEME CONCERNE. NOUS NOUS SOMMES CONCENTRES SUR L'ETUDE DU SYSTEME DE DECISION EN GESTION DE PRODUCTION ET SUR L'ORDONNANCEMENT EN PARTICULIER. UN SYSTEME DE DECISION EST COMPOSE DE CENTRES DE DECISION INTERRELIES. DANS UN PREMIER TEMPS, NOUS AVONS VOULU DONNER UNE PLUS GRANDE AUTONOMIE AUX CENTRES DE DECISION. LE CONCEPT DE BASE UTILISE POUR CELA EST LA DECENTRALISATION DE LA DECISION. NOUS L'AVONS APPLIQUE EN NOUS APPUYANT SUR LES CONCEPTS MULTI-AGENTS. NOUS AVONS ALORS VU COMMENT LES CENTRES DE DECISION D'UN MEME NIVEAU DE DECISION POUVAIENT COOPERER POUR COMPENSER UNE PERTURBATION. DANS UN DEUXIEME TEMPS, AU SEIN MEME DU CENTRE DE DECISION D'ORDONNANCEMENT, NOUS AVONS PROPOSE, GRACE A UNE CLASSIFICATION DES PERTURBATIONS, DES TRAITEMENTS EN FONCTION DE LEUR IMPACT. CETTE PROPOSITION PERMET D'AMELIORER LA ROBUSTESSE DU PLAN DE FABRICATION. NOUS AVONS VU ENSUITE DANS QUELLE MESURE L'ENSEMBLE DES CONCEPTS MIS EN RELIEF AU NIVEAU DE L'ORDONNANCEMENT EST GENERALISABLE A TOUS LES NIVEAUX DU SYSTEME DE DECISION. IL A ALORS ETE NECESSAIRE D'ETUDIER COMMENT FIABILISER LES RELATIONS ENTRE LES NIVEAUX DE DECISION. UNE MAQUETTE LOGICIELLE ILLUSTRE ET VALIDE LES POINTS PRINCIPAUX DE NOTRE PROPOSITION POUR L'ORDONNANCEMENT. EN PARTICULIER, NOUS AVONS PROPOSE L'ARCHITECTURE D'UN CENTRE DE DECISION TYPE AINSI QU'UNE INTERFACE DE DIALOGUE ENTRE LES CENTRES DE DECISION

Available in PDF, EPUB and Kindle. Book excerpt: DE PAR LA FORTE EVOLUTION DE L'ENVIRONNEMENT DE L'ENTREPRISE, CETTE DERNIERE DOIT FAIRE FACE AUX EVENEMENTS OMNIPRESENTS DE MANIERE REACTIVE, C'EST A DIRE DE MANIERE RAPIDE ET COHERENTE. DES SOLUTIONS EXISTENT POUR LA PRISE EN COMPTE DES EVENEMENTS AU NIVEAU STRATEGIQUE ET AU NIVEAU DE CONDUITE TEMPS-REEL DE L'ENTREPRISE. A L'INVERSE, LA ZONE INTERMEDIAIRE (GESTION DE PRODUCTION) RESTE AUJOURD'HUI ENCORE PEU ETUDIEE. POUR CETTE ZONE, NOUS PROPOSONS UNE STRUCTURE DE CONDUITE MIXTE MULTI-NIVEAUX, AYANT UN REGIME DE FONCTIONNEMENT A LA FOIS PERIODIQUE (OBJECTIF DE COHERENCE) ET EVENEMENTIEL (OBJECTIF DE PROMPTITUDE) : UNE FORMALISATION DES LIENS ENTRE LES EVENEMENTS ET LA NOTION DE PERIODE EST PROPOSEE AINSI QU'UNE EVALUATION DU DELAI DE REACTION. LA PERIODE DE DECISION, DEFINIE DANS LE MODELE GRAI, EST AINSI ETENDUE : NOUS DEFINISSONS NOTAMMENT LES NOTIONS DE PERIODE SEMANTIQUE ET DYNAMIQUE POUR UNE CARACTERISATION DU NIVEAU DE CONDUITE DEVANT REAGIR, LORS DU PROCESSUS DE REACTION AUX EVENEMENTS. SUITE A UNE CARACTERISATION DES EVENEMENTS, BASEE SUR LA NOTION DE CRITICITE, TROIS TYPES DE REACTION SONT PROPOSES : LA REACTION HORS PERIODE, LA MODIFICATION STRUCTURELLE (EVOLUTION DES VALEURS DE PERIODES DES NIVEAUX DE DECISION), LA MISE EN PLACE DE CENTRES DE DECISION ADHOC (COOPERATION ENTRE DIFFERENTS CENTRES DE DECISION). LA DEMARCHE DEFINIE STRUCTURE L'UTILISATION DES OUTILS PROPOSES DANS LA MISE EN OEUVRE DES REACTIONS. DEUX APPLICATIONS INDUSTRIELLES PERMETTENT D'ILLUSTRER ET DE VALIDER LA METHODE DE CONDUITE MIXTE PROPOSEE.
Book Synopsis Guidance Note by : Asian Development Bank
Download or read book Guidance Note written by Asian Development Bank and published by Asian Development Bank. This book was released on 2010-07-01 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: The education sector is vulnerable to a broad range of risks that can threaten development effectiveness. Risks can spring from several factors: substantial share of education in total government expenditure, opportunities for discretionary decision making, political interference and patronage networks, weak sector institutions, and nontransparent and inefficient systems. Vulnerabilities may exist at any stage and among any group of actors from policy makers to education providers and to education beneficiaries. Weak accountability increases the likelihood of misaligned priorities, resource leakages, and poor service delivery. This guidance note aims to explain key features of the education sector and identify entry points for mapping governance risks.

Book Synopsis Research and Innovation Policies in the New Global Economy by : Philippe Larédo
Download or read book Research and Innovation Policies in the New Global Economy written by Philippe Larédo and published by Edward Elgar Publishing. This book was released on 2001-11-28 with total page 552 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'The book is quite valuable, with its broad international coverage of state activities in the area of research and innovation support. It should also foster serious debates on the balance between public and private efforts in research and innovation.' - Mats Benner, Journal of Economic Literature '. . . this book provides the reader with a valuable summary of national public policy approaches to research and innovation at the end of the twentieth century and is a useful addition to the shelves of industrial policy experts.' - David Gray, Entrepreneurship and Innovation The book analyses the evolution of research and innovation policies in the world's leading countries. The last decade has witnessed a radical transformation of the landscape shaped after World War II, as described in the seminal collection edited by Richard Nelson in the early 1990s. Even though national systems have inherited different institutional arrangements and trajectories, analyses show three major converging trends in their public policies. There has been a retraction from support to large firms and programmes and a shift toward small to medium enterprises and the innovation infrastructure; the focus on public research and training capabilities is growing; and there has been a redesign of public intervention with the growing role of regions and states on one hand and multinational authorities on the other, particularly in the European Union.
Book Synopsis Getting Agencies to Work Together by : Eugene Bardach
Download or read book Getting Agencies to Work Together written by Eugene Bardach and published by Rowman & Littlefield. This book was released on 1998-10-01 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: Collaboration between government agencies, an old joke goes, is an unnatural act committed by nonconsenting adults. Eugene Bardach argues that today's opinion climate favoring more results-oriented government makes collaboration a lot more natural--though it is still far from easy. In this book, Bardach diagnoses the difficulties, explains how they are sometimes overcome, and offers practical ideas for public managers, advocates, and others interested in developing interagency collaborative networks. Bardach provides examples from diverse policy areas, including children, youth, and family services; welfare-to-work; antipollution enforcement; fire prevention; and ecosystem management.

Book Synopsis How to Make Collaboration Work by : David A Straus
Download or read book How to Make Collaboration Work written by David A Straus and published by Berrett-Koehler Publishers. This book was released on 2002-10-02 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every day we work with others to solve problems and make decisions, but the experience is often stressful, frustrating, and inefficient. In How to Make Collaboration Work, David Straus, a pioneer in the field of group problem solving, introduces five principles of collaboration that have been proven successful time and again in nearly every conceivable setting. Straus draws on his thirty years of personal and professional experience to show how these principles have been applied by organizations as diverse as Ford Motor Company, the U.S. Environmental Protection Agency, Harvard Business School Publishing, Boston Public Schools, Kaiser Permanente, the city of Denver, and many others. How to Make Collaboration Work shows how collaboration can become a joy rather than a chore-a kind of chemical reaction that releases far more energy than it consumes.

This publication provides an up-to-date introduction to the subject matter, highlights the complexity of managing non-revenue water (NRW), offers guidance on NRW assessment, and recommends appropriate performance indicators. It is, to a large extent, based on the work of the Water Loss Specialist Group of the International Water Association in the last decade, and is amply complemented by the authors' practical experiences in Asia and in other countries around the world.
Book Synopsis Change, Transformation and Development by : J. Stan Metcalfe
Download or read book Change, Transformation and Development written by J. Stan Metcalfe and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: For as long as one can remember, the edifice of the neoclassical economic syn thesis has been under attack. Critiques have focused on the extreme unreality of the assumptions that underpin the Arrow-Debreu theorems of welfare economics. They have queried the excessive formalism of the edifice, and the lack of practical significance of many of the results. They have castigated the neoclassical synthesis for its internal incoherence (lacking an independent theory of capital, for example, one of the favorite topics of the Cambridge school), its lack of a dynamic element, its non-evolutionary character, its lack of any conception of "market process" and so the list could be continued (Blaug, 1997). Through all this, the neoclassi cal synthesis remains as strong as ever, impervious it seems to these or any other attacks. In this paper a different tack is taken. The neoclassical edifice is left alone, standing as a representation of what goes on in a certain kind ofeconomy- namely the economy wheregoods and services are producedand exchanged. The paper then introduces another kind of economy, namely an economy of productive entities called "resources"- that are needed to produce the economyofgoods and services.
Book Synopsis Managing within Networks by : Robert Agranoff
Download or read book Managing within Networks written by Robert Agranoff and published by Georgetown University Press. This book was released on 2007-05-07 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: The real work of many governments is done not in stately domed capitols but by a network of federal and state officials working with local governments and nongovernmental organizations to address issues that cross governmental boundaries. Managing within Networks analyzes the structure, operations, and achievements of these public management networks that are trying to solve intractable problems at the field level. It examines such areas as transportation, economic and rural development, communications systems and data management, water conservation, wastewater management, watershed conservation, and services for persons with developmental disabilities. Robert Agranoff draws a number of innovative conclusions about what these networks do and how they do it from data compiled on fourteen public management networks in Indiana, Iowa, Kentucky, Nebraska, and Ohio. Agranoff identifies four different types of networks based on their purposes and observes the differences between network management and traditional management structures and leadership. He notes how knowledge is managed and value added within intergovernmental networks. This volume is useful for students, scholars, and practitioners of public management.
Book Synopsis Technological Systems and Economic Performance: The Case of Factory Automation by : B. Carlsson

This book was released on 1995-07-31 with total page 520 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1987 the Swedish National Board for Technical Development (STU, later becoming the Swedish National Board for Industrial and Technical Development, NUTEK) initiated a study of Sweden's Technological Systems and Future Development Potential. A comprehensive, interdisciplinary study was envisioned, yielding not only useful insight but also a permanent competence base for future analyses of technological systems and technology policy in Sweden. Three leading Swedish research institutes were invited to participate: the Industrial Institute for Economic and Social Research in Stockholm, the Department ofIndustrial Management and Economics at Chalmers University of Technology in Gothenburg, and the Research Policy Institute at the University of Lund. I was invited to direct the project. The project group decided to focus initially on a particular technological system, namely factory automation, to be followed by similar studies of other systems. Numerous publications have resulted from the project thus far. The current volume represents a summary of our work on factory automation. It consists of several original essays and of some previously published papers which have been edited, in some cases substantially, in order to form a comprehensive and coherent picture of a technological system. To our knowledge, this is the first in-depth analysis of a technological system designed as a component of a systematic study of technological systems more generally. At the time of this writing, three further studies on electronics and computers, pharmaceuticals, and powder technology are under way, to be published in a later volume.
Book Synopsis Health System Performance Comparison: an Agenda for Policy, Information and Research by : Irene Papanicolas
Download or read book Health System Performance Comparison: an Agenda for Policy, Information and Research written by Irene Papanicolas and published by McGraw-Hill Education (UK). This book was released on 2013-06-16 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: International comparison of health system performance has become increasingly popular, made possible by the rapidly expanding availability of health data. It has become one of the most important levers for prompting health system reform. Yet, as the demand for transparency and accountability in healthcare increases, so too does the need to compare data from different health systems both accurately and meaningfully. This timely and authoritative book offers an important summary of the current developments in health system performance comparison. It summarises the current state of efforts to compare systems, and identifies and explores the practical and conceptual challenges that occur. It discusses data and methodological challenges, as well as broader issues such as the interface between evidence and practice. The book draws out the priorities for future work on performance comparison, in the development of data sources and measurement instruments, analytic methodology, and assessment of evidence on performance. It concludes by presenting the key lessons and future priorities, and in doing so offers a rich source of material for policy-makers, their analytic advisors, international agencies, academics and students of health systems.
Book Synopsis Evaluation and Decision Models by : Denis Bouyssou
Download or read book Evaluation and Decision Models written by Denis Bouyssou and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: 1. 1 Motivations Deciding is a very complex and difficult task. Some people even argue that our ability to make decisions in complex situations is the main feature that distinguishes us from animals (it is also common to say that laughing is the main difference). Nevertheless, when the task is too complex or the interests at stake are too important, it quite often happens that we do not know or we are not sure what to decide and, in many instances, we resort to a decision support technique: an informal one-we toss a coin, we ask an oracle, we visit an astrologer, we consult an expert, we think-or a formal one. Although informal decision support techniques can be of interest, in this book, we will focus on formal ones. Among the latter, we find some well-known decision support techniques: cost-benefit analysis, multiple criteria decision analysis, decision trees, . . . But there are many other ones, sometimes not presented as decision support techniques, that help making decisions. Let us cite but a few examples. • When the director of a school must decide whether a given student will pass or fail, he usually asks each teacher to assess the merits of the student by means of a grade. The director then sums the grades and compares the result to a threshold. • When a bank must decide whether a given client will obtain a credit or not, a technique, called credit scoring, is often used.
