Le prime tre parti dell'opera sono dedicate alla contrattazione collettiva nazionale (del personale non dirigente, dei dirigenti e dei segretari comunali e provinciali) ed è aggiornata alle ultime tornate contrattuali (CCNL Funzioni Locali triennio 2019-2021), mentre le altre parti dell’opera sono dedicate ad altri residuali assetti di contrattazione collettiva nazionale che interessano la specifica area contrattuale delle Funzioni Locali. L'appendice, infine, che completa l’opera nel suo insieme, contiene i decreti del Presidente della Repubblica anteriori alla privatizzazione del rapporto di pubblico impiego (dal DPR n. 191/1979 al DPR n. 333/1990), in quanto non di rado la loro applicazione, per talune parti, risulta ancora di attualità (vedi il sistema di indennità, la costituzione dei fondi, etc.). Il volume è aggiornato al CCNL dirigenza funzioni locali 2019-2021 del 16 luglio 2024, all’accordo d’integrazione dell'ACNQ del 12 aprile 2022 in materia di costituzione delle rappresentanze sindacali unitarie del 6 maggio 2024, nonché al CCNQ per la definizione dei comparti e delle aree di contrattazione collettiva nazionale di lavoro (2022-2024) del 22 febbraio 2024.

The OECD Skills Outlook 2017 shows how countries can make the most of global value chains, socially and economically, by investing in the skills of their populations. Applying a “whole of government” approach is crucial. Countries need to develop a consistent set of skills-related policies such as education, employment protection legislation, and migration policies, in coordination with trade and innovation policies.
