Four LOGCAP contracts have been awarded for combat support services in Iraq and Afghanistan. The current LOGCAP III contractor supports the drawdown in Iraq by providing logistical services, theater transportation, augmentation of maintenance services, and other combat support services.

This book explains how and why the US and UK governments became so dependent upon military contractors during the war in Iraq. Book excerpt: Over the past decade, America's military and federal-civilian employees, as well as contractors, have performed vital and dangerous tasks in Iraq and Afghanistan. Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

The contract was awarded to AECOM Government Services (AECOM) for Global Maintenance and Supply Services in Iraq (GMASS). This contract supports a Multi-National Security Transition Command-Iraq (MNSTC-I) program to assist the Iraqi Army develop a logistics capability so that it can be self-sufficient. SIGIR reviewed three task orders under the contract; Task Order 3, for the renovation of maintenance facilities, the repair and maintenance of Iraqi Army vehicles and equipment, the purchase of a parts inventory, and on-the-job training; Task Order 5, which incorporated the requirements of Task Order 3, extends its period of performance, and transitions the maintenance and supply operations to Iraqi control; and Task Order 6, for refurbishing up to 8,500 High Mobility Multipurpose Wheeled Vehicles (HMMWVs) and training the Iraqi Army in their maintenance. The objectives of this report are to determine (1) the cost of the three task orders, (2) the outcome of the three task orders, and (3) the adequacy of contract oversight. What SIGIR Recommends SIGIR recommends that the Commanding General, MNSTC-I, negotiate an agreement with the Ministry of Defense for transitioning maintenance operations to the Iraqi Army. SIGIR identified a lesson learned on incorporating an assessment of the risks of increased costs and program failure in any similar force development initiatives. MNSTC-I concurred with SIGIR's recommendation that it should negotiate an agreement with the Ministry of Defense for transitioning maintenance responsibility to the Iraqi Army and that the agreement should identify each party's role and responsibilities, and identify a time line for achieving the goal.

On April 18, 2008, DOD announced the Army's LOGCAP IV contract awards to three companies - DynCorp International LLC, Fort Worth, TX; Fluor Intercontinental, Inc, Greenville, SC; and KBR, Houston, TX, through a full and open competition. The LOGCAP IV contract calls for each company to compete for task orders. Each company may be awarded up to $5 billion annually for troop support services with a maximum annual value of $15 billion. Over the life of LOGCAP IV, the maximum contract value is $150 billion. Congress is concerned about the Federal oversight and management of DOD contracting in Iraq, particularly under LOGCAP. Recent assessments from the Government Accountability Office (GAO), DOD Office of the Inspector General (DOD-IG), and the Special Inspector General for Iraq Reconstruction (SIGIR) reveal a lack of accountability for large sums of money spent for Iraq contracts.
