Book excerpt: ‘Responsibility to Protect and Prevent: Principles, Promises and Practicalities’ explores the evolution of responsibility to protect (R2P), a principle which – according to its supporters – has evolved into a new type of responsive norm for how the international community should react to serious and deliberate human rights violations. Arguing that the R2P ethos has been misunderstood and used ineffectively, this work defends the validity of R2P and urges for a more practical understanding that moves beyond theory. The progression of R2P from an initial concept to formal ratification has been a very difficult one, with a great deal of disagreement over its validity as a substantive norm in international affairs. The key disagreement is not that protection or prevention are unimportant, but rather how the fine-sounding R2P principles are supposed to work in practice. This volume presents a number of important arguments that are directly related to the state vs. human security debate, with a critical analysis of the nexus between the protection verses prevention theses. Through the case study of the Libyan Crisis, Janzekovic and Silander offer an example of the R2P thesis in action, and support the claim that prevention should be more than an adjunct to protection.

Book excerpt: In a radio broadcast in 1939 Winston Churchill defined Russia in a famous quip as ‘a riddle wrapped in a mystery inside an enigma.’ The chain of metaphors in Churchill’s famous maxim was to point the difficulty of making sense of the great political transformation Russia had gone through. Though perplexed, Churchill had a key to solve the Russian riddle: the national interest or more precisely ‘historic-life interests.’ The ‘new Middle East’ is also a riddle inside an enigma rolled up in a puzzle mat. The former is difficult to grasp even with metaphors. The national interest is not a ‘key’ either, for it appears more of a political ploy than an analytical edifice that can hardly be applicable to the haplessly artificial regional states. The enigma of the ‘Arab Spring,’ the mystery of the ISIL, the riddle of Russian intervention in Syria and the puzzle of Turkish national interests in the Middle East are few items in the long list of explanandum.

The content of the book differs from the content of this paper and is not related to the questions posed in this research.1 Part II of this research gives a detailed overview of what security actually means in global politics and how key players understand it. General definitions and theory allows us to understand the major parts of this thesis (part III and IV). Part III describes different approaches to security in IR theory and explains it on the basis of European political integration. The historio-political analysis in this part shows the evolution of a CFSP and the ESDP. Institutionalization processes within the European Union explain the current status of the EU’s foreign policy, which is a status in process without having a clear and defined goal. This part includes the legal dimension of the EU’s foreign policy as well and describes the problematic situation Europeans currently have to face, namely disputes about the legal personality of the European Community and the European Union. Book excerpt: Taking an inter-disciplinary approach, Spruyt explains the political organization of three non-European international societies from early modernity to the late nineteenth century. The Ottoman, Safavid and Mughal empires; the Sinocentric tributary system; and the Southeast Asian galactic empires, all which differed in key respects from the modern Westphalian state system. In each of these societies, collective beliefs were critical in structuring domestic orders and relations with other polities. These multi-ethnic empires allowed for greater accommodation and heterogeneity in comparison to the homogeneity that is demanded by the modern nation-state. Furthermore, Spruyt examines the encounter between these non-European systems and the West. Contrary to unidirectional descriptions of the encounter, these non-Westphalian polities creatively adapted to Western principles of organization and international conduct. By illuminating the encounter of the West and these Eurasian polities, this book serves to question the popular wisdom of modernity, wherein the Western nation-state is perceived as the desired norm, to be replicated in other polities.
