Book excerpt: In the historiography of human rights, the 1980s feature as little more than an afterthought to the human rights breakthrough of the previous decade. Through an examination of one of the major actors of recent human rights history – Poland's Solidarity movement – Robert Brier challenges this view. Suppressed in 1981, Poland's Solidarity movement was supported by a surprisingly diverse array of international groups: US Cold Warriors, French left-wing intellectuals, trade unionists, Amnesty International, even Chilean opponents of the Pinochet regime. By unpacking the politics and transnational discourses of these groups, Brier demonstrates how precarious the position of human rights in international politics remained well into the 1980s. More importantly, he shows that human rights were a profoundly political and highly contested language, which actors in East and West adopted to redefine their social and political identities in times of momentous cultural and intellectual change.

Book excerpt: In the context of both the financial crisis and the crisis of European migration politics, the notion of solidarity has gained renewed prominence and - as this book argues - its practice has become increasingly contentious. Intersecting crises have sharpened social and political polarization and have contracted simultaneously the space for migrant and minority rights as well as the rights around political dissent. Building upon social movement and migration studies, this book maps the two sides of ‘contentious solidarity’: a shrinking civic space and its contestation by civil society. The book thereby unfolds the variety of repressive means (physical, legal, administrative and discursive) employed by governmental and non-governmental bodies against migrant solidarity, but also looks at how civil society organizations react to these restrictions through at times moderation and at times increasing contention. The diagnosis of ‘contentious solidarity’ is located within two broader trends affecting the relationship between the state and civil society in a neoliberal context in general and since the financial crisis in particular. Bridging studies on social movement studies and civil society organizations, this volume contributes to recent reflections on repression of social movements as well as of a hybridization of civil society organizations. Given its broad scope and the utmost timeliness of the issues it addresses, the volume will be of interest to a broad academic and non-academic audience.

A global memory formation has emerged since the 1990s, in which memories of traumatic histories in different parts of the world, often articulated in the terms established by Holocaust memory, have become entangled, reconciled, contested, conflicted and negotiated across borders. As historical actors and events across time and space become connected in new ways, new grounds for contest and competition arise; claims to the past that appeared de-territorialized in the global memory formation become re-territorialized – deployed in the service of nationalist projects. This poses challenges to scholarship but also to practice: How can we ensure that shared or comparable memories of past injustice continue to be grounds for solidarity between different memory communities? In chapters focusing on Europe, East Asia and Africa, five scholars respond to these challenges from a range of disciplinary perspectives in the humanities.

Book excerpt: OF 'SOLIDARITY' IN UK SOCIAL WELFARE Here then, perhaps, is a British version of solidarity in social welfare, but early there are strong tensions between the powerfully liberal individualistic strands of the British understanding of the functions of the state and the socialistic or communitarian tendency of a commitment to universal welfare provision. In the search for the roots of this understanding of welfare we shall survey, fitst, the historical background to these tensions in some early British political philosophers, starting with Hobbes and ending with Mill. We then consider the philosophical and social influences on the Beveridge Report itself, and we will trace the emergence of the philosophy of the welfare state in the era following the Second World War. Finally we consider the contemporary debate, as it relates to the 'Third Way' thinking of New Labour. 2. A mSTORICAL SKETCH In the previous section we observed that the philosophy underlying the Beveridge Report could be described as 'liberal collectivism'. What are the historical antecedents of this strange amalgam of individualism and collectivism? Within the short scope of this chapter, any account of the philosophical history must be little more than a sketch, but we can perhaps understand most debates in British socio-political thought as a continuing dialogue with the well known claim of Thomas Hobbes in Leviathan that all political institutions are founded on egoistic motives.

At the center of this study is the theory of spatial entitlement: the spatial strategies and vernaculars utilized by working class youth to resist the demarcations of race and class that emerged in the postwar era.
