These fishworkers and coastal conflicts have been subjects of everyday news, but never a subject of serious study. A first of its kind, the present book breaks new ground by examining the journeys of these fisherfolk and coastal conflicts in South Asia from several overlapping but distinct perspectives: declining sea resources, security and border anxieties, suffering of the fisherfolk, their ambiguous identities and transnational movements. The book is also innovative in terms of methodology: it is fisherfolk-centric as it marginalizes the concerns of the state from the perspective of security; it questions the very basis of security and argues for a shift in its perspective.

Book excerpt: Power may be globalized, but Westphalian notions of sovereignty continue to determine political and legal arrangements domestically and internationally: global issues - the legacy of colonialism expressed in continuing human displacement and environmental destruction - are thus treated ‘parochially’ and ineffectually. Not designed for dealing with situations of interdependence, democratic institutions find themselves in crisis. Reform in this case is not simply operational but conceptual: political relationships need to be drawn differently; the cultural illiteracy that prevents the local knowledge invested in places made after their stories needs to be recognised as a major obstacle to decolonising governance. Archipelagic thinking refers to neglected dimensions of the earth’s human geography but also to a geo-politics of relationality, where governance is understood performatively as the continuous establishment of exchange rates. Insisting on the poetic literacy that must inform a decolonising politics, Carter suggests a way out of the incommensurability impasse that dogs assertions of indigenous sovereignty. Discussing bicultural areal management strategies located in south-west Victoria, Maluco (Indonesia) and inter-regionally across the Arafura and Timor Seas, Carter argues for the existence of creative regions constituted archipelagically that can intervene to rewrite the theory and practice of decolonisation. A book of great stylistic elegance and deftness of analysis, Decolonising Governance is an important intervention in the related fields of ecological, ecocritical and environmental humanities. Methodologically innovative in its foregrounding of relationality as the nexus between poetics and politics, it will also be of great interest to scholars in a range of areas, including communicational praxis, land/sea biodiversity design, bicultural resource management, and the constitution of post-Westphalian regional jurisdictions.

Book excerpt: The coasts of today's American South feature luxury condominiums, resorts, and gated communities, yet just a century ago, a surprising amount of beachfront property in the Chesapeake, along the Carolina shores, and around the Gulf of Mexico was owned and populated by African Americans. Blending social and environmental history, Andrew W. Kahrl tells the story of African American–owned beaches in the twentieth century. By reconstructing African American life along the coast, Kahrl demonstrates just how important these properties were for African American communities and leisure, as well as for economic empowerment, especially during the era of the Jim Crow South. However, in the wake of the civil rights movement and amid the growing prosperity of the Sunbelt, many African Americans fell victim to effective campaigns to dispossess black landowners of their properties and beaches. Kahrl makes a signal contribution to our understanding of African American landowners and real-estate developers, as well as the development of coastal capitalism along the southern seaboard, tying the creation of overdeveloped, unsustainable coastlines to the unmaking of black communities and cultures along the shore. The result is a skillful appraisal of the ambiguous legacy of racial progress in the Sunbelt.

Book excerpt: The Bougainville Reports--by Jack Read, Paul Mason, and other coast watchers--are vivid accounts of the coast watching activities on Buka and Bougainville Islands in the Solomon Islands chain during World War II and describe in detail one of the most successful intelligence operations of the war. By the time war came to the South Pacific on December 8, 1941, an excellent intra-district communication network had already been established on Bougainville. A daily system of radio reporting was put into effect by Lieutenant Commander Eric Feldt, who later wrote: Few realized that when the first waves of United States Marines landed on the bitterly contested beaches of Guadalcanal, coast watchers on Bougainville, New Georgia, and other islands were sending warning signals of impending Japanese air raids almost two hours before enemy aircraft formations appeared over the island. Japanese shipping and aircraft activity was monitored and news of spottings was telegraphed to Guadalcanal Headquarters. Information on shipping was directly responsible for the American victory in November 1942, when 12 Japanese transports, loaded with reinforcements, were intercepted and destroyed. Jack Read summarized his activities as follows: Reviewing the course of our operations, we can see that coast watching on that most northerly peg of the Solomons had fulfilled its mission long before we were driven out--and to a far greater effect than even we realized. During the early and uncertain days of the American struggle to wrest Guadalcanal from the Japanese, the reports and timely warnings from Bougainville were directly responsible for the enemy's defeat. Admiral William Halsey praised the work of the coast watchers and said that the intelligence information from Bougainville saved Guadalcanal and that Guadalcanal saved the South Pacific. These edited reports tell the remarkable story of Read, Mason, and other coast watchers and depict their struggles for survival in the Japanese-patrolled jungles of Bougainville. They provide a fascinating account that will intrigue historians, World War II and espionage buffs, and students.
