Available in PDF, EPUB and Kindle. Book excerpt: Finding and using indicators that are most suited for tracking progress, raising awareness and supporting analysis is a challenge. Indicators need to be used in appropriate contexts and should ideally be fit-for-purpose. For example, indicators which are best used for awareness-raising cannot be used for monitoring policy goals. This report presents a short review of different indicators typically encountered by environmental policy makers. General advice is provided regarding their uses. In the second part of the report, an overview of the environmental-economic accounting work of the Nordic statistical institutes is presented. Lessons learned from the development of these accounts as well as ideas for future work are described. These types of environmental accounts provide a framework for developing information about the connections between the economy and the environment. The study was commissioned by the Nordic Council of Ministers and conducted by the national statistical agencies in the Nordic countries, led by Statistics Norway and Statistics Sweden.

Available in PDF, EPUB and Kindle. Book excerpt: Emissions and resources are typically allocated to national territories. There has been increased interest in allocating environmental flows to the final consumption of goods and services. The resulting "environment footprints" are particularly relevant for global environmental problems in a globalised world. Developed countries generally have larger environmental footprints than their national territorial flows, and the gap has tended to increase over the last two decades. Consequently, some have argued that environmental policies should address the environmental footprint. Despite the potential policy relevance, there has been relatively little research on policy applications. While environmental footprints have many advantages, policy applications are limited by estimation and interpretation uncertainty, and by the lack of a clear policy motivation.

Available in PDF, EPUB and Kindle. Book excerpt: Climate change is one of the most significant global challenges facing the world today. It is also a critical issue for the world’s cities. Now home to over half the world’s population, urban areas are significant sources of greenhouse gas emissions and are vulnerable to the impacts of climate change. Responding to climate change is a profound challenge. A variety of actors are involved in urban climate governance, with municipal governments, international organisations, and funding bodies pointing to cities as key arenas for response. This book provides the first critical introduction to these challenges, giving an overview of the science and policy of climate change at the global level and the emergence of climate change as an urban policy issue. It considers the challenges of governing climate change in the city in the context of the changing nature of urban politics, economics, society and infrastructures. It looks at how responses for mitigation and adaptation have emerged within the city, and the implications of climate change for social and environmental justice. Drawing on examples from cities in the north and south, and richly illustrated with detailed case-studies, this book will enable students to understand the potential and limits of addressing climate change at the urban level and to explore the consequences for our future cities. It will be essential reading for undergraduate students across the disciplines of geography, politics, sociology, urban studies, planning and science and technology studies.

Book excerpt: There is growing interest among policymakers for the prospects of decoupling economic growth from environmental degradation, in order to achieve improved environmental quality without compromising economic growth. However, whilst decoupling indicators give a reasonably good measure for potential or progress towards sustainability, decoupling is neither a sufficient nor a necessary condition for sustainability. Decoupling indicators, unlike many other statistical efforts related to the environment, are not meant to summarise the general state of the environment, but rather to measure countries' progress towards mitigating or alleviating particular environmental pressures from relevant driving forces.

This book was released on 2012-04-18 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Energy and Climate Change's (DECC) official CO2 figures - that count territorial emissions from power stations and transport, etc, within UK borders - show nearly 20% reduction between 1990-2009. But research commissioned for the Department for the Environment Food and Rural Affairs reveals that CO2 emissions were 20% higher in 2009 if consumption based emissions - from imported goods - are included. The fall in territorial emissions was not mainly the consequence of the Government's climate policy. Rather it was the result of the shift in manufacturing industries away from the UK and the switch from coal to gas-fired electricity generation that began in the early 1990s. Since 1990 carbon dioxide emissions from imports have almost doubled (from 166 million tonnes (Mt) CO2 to 331 Mt CO2 in 2009). If the UK wishes to encourage emissions reductions in countries that manufacture and export goods to the UK, the MPs say the Government should recognise the growth in the UK's consumption-based emissions. Acknowledging that UK consumption is driving up territorial emissions in other countries could increase the UK's leverage over those emissions and help to secure a binding global agreement on carbon cuts. There is sufficiently robust data available to develop new policy options and identify carbon-intensive behaviours that are overlooked by concentrating on territorial emissions alone. Ministers should explore the options for incorporating consumption-based emissions data in to the policy making process and setting emissions targets on a consumption-basis at the national level.

Book excerpt: Policies that promote green growth need to be founded on a good understanding of the determinants of green growth and need to be supported with appropriate indicators to monitor progress. This book is an update of the 2014 edition. It presents a selection of updated and new indicators that illustrate the progress that OECD and G20 countries have made since the 1990s. The OECD Green Growth Strategy supports countries in fostering economic growth and development while ensuring that natural assets continue to provide the resources and environmental services on which our well-being relies.
