Book excerpt: The Consular Service of the Foreign and Commonwealth Office provides vital support to British nationals overseas. It offers a wide range of services, handling anything from lost passports to kidnap, a major crisis evacuation or verification of a document. It is the FCO's public face, and it is central to its reputation at home. Britons undertaking more adventurous travel, large expatriate populations and a series of major overseas crises have tested the Consular Service in recent years. In 2013, the FCO dealt with over 450,000 consular customers, over 17,000 of whom received personal assistance. The Consular Service has responded with a "strategic shift" to provide a more standardised and professional service. However, the strategic shift to a "smaller and better" consular service has also meant that some services have been limited or withdrawn, and standardisation has meant the end of so-called "over-service" as well as under-service. The FCO has consequently put great emphasis on encouraging self-help, managing expectations and explaining the limits of its assistance to British nationals. Despite these efforts to explain to the public what the FCO can and cannot do, there was still a significant gap between the high expectations of the public and the reality of what the FCO could provide.

Book excerpt: The Foreign and Commonwealth Office (the Department) provides a wide range of consular services from over 200 Embassies, High Commissions and Consulates ("Posts") worldwide. On the basis of a report by the Comptroller and Auditor General (HC 594, session 2005-06, ISBN 010293617X), the Committee examined three main issues: their progress in influencing British nationals travelling overseas; developing consular services as a responsive service; and reacting to consular crises. The Department has made some significant innovations, such as working with operators like EasyJet and publishing the Rough Guide to Safer Travel, to increase its influence on those travelling overseas. But consular staff are increasingly called to help the irresponsible minority whose problems may have been avoided by greater awareness and planning before travelling, or by sensible behaviour once abroad. The Department used its existing powers to charge for consular services in just 323 out of 84,000 assistance cases. In 2001, the Department procured a casework management system at a cost to date of £3.3 million, but this has not been successfully embedded across the organisation, and has not produced the management information the Department needs to manage its consular business effectively. Issuing passports at over 100 Posts is inefficient and exposes the Department to increasing risks from fraudulent applications. The Department has improved its crisis management capabilities since 2001, although there has been slow progress in updating and testing emergency plans at Posts. The Indian Ocean Tsunami presented an extreme challenge for consular services; their call centres were overwhelmed and they were unable to assist British nationals as quickly as they would have wished.

Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. Yet many challenges still lie ahead, not least the need to support and reform the economies of these Arab Spring states. In 2011, the G8 Deauville Partnership identified $38 billion of funding available to support reform. The UK must use its leadership in the EU and G8 to ensure that we deliver on our promises. The Government needs to learn lessons from its experience in anticipating and handling the Arab Spring. Questions arose about the FCO's staffing levels, linguistic expertise and information gathering in the Middle East and North Africa region, although diplomats understood well the long-term problems in the region. The report welcomes the Government's recent moves to establish contacts with Islamist parties in the region and calls for deeper engagement to demonstrate at an early stage the UK's support and assistance for democratically elected leaders who respect human rights and democratic reforms. The Committee welcomes the Government's decision to reverse planned cuts to the Arabic Service last year, expresses concerns that cuts made elsewhere in the World Service will prove detrimental to the national interest, and urges that there be a sustained investment in the World Service

This executive agency of the Home Office was established on 13 May 2013. At the beginning of June 2014, it became apparent that there were delays in the processing of passport applications. Members of the public who did not contact their MPs were held in queues and their cases were not dealt with a sufficient level of service. All applicants should be able to receive details of their applications, regardless of whether they follow it up themselves, or if it is followed up by their constituency MP. A number of people have ended up out of pocket due to HMPO's inability to meet its service standard. HMPO should compensate all those people who made an initial application on or after 1 May 2014, who subsequently upgraded to the fast-track service and who met the criteria for the free upgrade which was later offered and the Home Office should remove the agency status from Her Majesty's Passport Office (HMPO) bringing it back under the direct control of Ministers.
